Captain Sands has been ordered to hold himself in readi- ‘ess to relieve Commodore Shubrick, in command of the Paraguay squadron, which will probably rendezvous in the Gulf of Mexico. THE GENERAL NEWSPAPER DESPATCH. Wasmixctow, April 8, 1859. Senators John D. Willard and Scott, democrats. Sanator Iamont, republican, was thie only member of the Judiciary Committce who favored resistance to tho Fugitive Slave law by the people of this State. The latter Senator de. livered bis opinions orally avd very ably, takiog the ground which the stump orators of the republican party bave heretofore occupied. Mr. Diven, in reply, declared. that the republican party were in favor of sustaining the compect of the United States constitution and the compro. miges which the laws of Congress have enacted. He, as a leadipg republican, denounced the doctrines ot Gerri ‘Smith and Lloyd Garrizon, but made no direct aliusion to Seward’s Rochester revolutionary and ins doctrines, Doring these proceedings the chamber was crowded ‘with spectators, and or Senator was present. [he po- sition taken against the “Personal Liberty” bill by two of the etrongest republican members of the Seuate (Mosers. Diven and Noxov) was entirely unexpected by ug outsiders, and I think a majority of the Senate. The democrats ia that body, and the few lingering outaide, appeared highly gra- tfled at the introduction of the reeoluuoa that the bill ought not to pass. Perhaps the example of two other re- publican Legiwiatures in refusing to pass a law of this na- ture had some alight effect upon the action of the Judi- bed Call 1 Senate ado) the resolution for a change in th constitution allowing any nigger the right of suf frage. It will be submitied to ibe next Logmlature, anc if that body also agree thus to amend the constitution, then the same jure will make early provision to submit the question to the people in season to ascertain that Seward will get the negro vote in 1860. Mr. Smith, of New York, presented this preamble? and resolution, which was laid over for the day:— Ww Muni bereas, the Court of Appeals has po] police of the elty of New York: decition seers 10 to thi fa fui erefore \ecesaary (9) ))r0 a" meaue for aaw pay, and inverting in the ‘New York tax lace pk y= ae pana solved, That rey ‘Gene thia House ite effect of ench dacinion, nud if’ therosye thar ote of New York will become obligated said police, Senator Mather procured the passuge of a similar regolu- tion in the Senate. The inquiry extended so far as to desire ab opinion whether the State or city of New York was responsible for the payment of the old police during the lust two years. The answer is expected to-morrow. The decision of the Governor, whereby he rofuses to interfere with the gentence of death passed upon Mrs, Hartung for the alleged murder of ber husband by moans of powon, seems to meet with much disappointment. This morning Mr. Bufogton, a membor of the Assembly from the county of Cattaraigus, lacroduced a bill by unani- lorgan, Brown, Morrisoa, | mona content, authorizing thé commutation of the sou. tence to ten years’ imprisonment in the Sing Sing State prison. The Dill was referred to the Judiciary Committoe for @ report on this novel and original proposition. Not withstanding that public opinion in this city, and. even in the Legidlature, is decidedly adveree to the execution of this unfortunate Woman, still it is regarded as an attempt to interfere with the Executive prerogative, which wiil establish a dangerous precedent; and if thi¢ bill shoula be enacted, every criminal hereafter would apply for legislative interference whenever the Executive refuses to arrest judgment, Au adroit scheme was invented by the justices and clerks of the district courts of tue city of New York, by which their salaries were to be increased from two to four thousand collars a year. Just 48 the bill was about belag read for the last time this morning in the Assembly, Mr. Reilly moved to recommit the bill to amend by striking out the section which increases their salaries. He was supported by Mr. Spencer, Mr. McLeod, Mr. Conkling and Mr. Opiyke, and tho bill’ was thn sent back. So the learned and astute justices and their active and adroit clerks will be corapelled to perfurm their duties for the salaries now received. This proposition to increase the sa'aries was inserted in the bill ina very ingenious man- Der, and was only detected at the last instant. Since the passage of tbe amended Charter bill in the House of Assembly yesterday there seems to be a “sober second thought” amongst the rognbioes: couspirators who drove it through that body under whip and spur. a ‘The land sales of Kansas and Nebraska for July, August | COusultation was held this morning, at which several of and September embrace in the. former 5,250,000 acres, ‘and the latter 4,883,000, The Steamship Quaker City.
