FINANCIAL AND COMMERCIAL. pestomteaiy aie! ‘Tosspay, March 15—6 P. M. ‘Tais was the ast day for the payment of the sum 4 ‘warded to the successf™! bidders for the remaining aif ‘ef the Joan of 1858, The sum paid into the Sub-Trev sary to-day, on this scoount, was $177,705 36, making tse total amount paid at th¥s office about $8,050,000. It is under- stood that some s7oall amounts, altogether fallmg short of half a million of dollars, have been paid at Washington, Philadelphia ‘und Boston. Nothing has been paid, or can ‘be paid, et San Francisco; so that, though the delay for ‘the payments expired to-day, asum of about $1,500,000 weil] remairis unpaid. It is understood that thissum forms part of the award of Sweeny, Rittenhouse & Company, of Washizg, ton, who were successful bidders for $3,000,000 of the loan. Last week a negotiation waa ellected with partiey; bere, by which a eum of about $1,500,000, un ‘account of these three millions, was borrowed be, and paid in, The Ddalance, it is eaid, will be called for by the Department, and paid by Svveeny, Rittenhouse & Co, when it is needed. Wao operation has been naturally kept as private as pos- gible; none ef the leading banking houses are willing to confess that they had anything w do with the matter. Soould war break out im Europe it is not likely that the delay wil be of any service to the tardy debtors. Tue Bank statement published this morning, aud the payments on account of the lean, induced some of the more conservative bemkers to call in some of their loans this merning, and a flutier was thereby caused in the maonoy market. Cad loans were effected to-day at five and at four per cent, afair average being about 434. The dis- count market has hardly felt the change yet; but for a day er two it iskkely that persons who are compelled to sell, paper will be obliged to aubmit te @ sacritice. The activity in the market will, of course, be only temporary. ‘Yho banks ‘hold some twenty-five millions of specie; aud ‘is not likely that for some months to come—until the erop begme to be moved, in fact—the specie ave vege oan Yall much below this figure. The late in- erease in loans bas been chiefly owing to advances made by the bankson government securities, which, in @ase of mend, would be readily converted into money. ‘That the‘mports will be large, both this spring and this fall, is quite certain; but the necessities of the government are such that the disbursements ef the Sub-Treasury ace Pretty cure to exceed its receipts. Altogether, if the banks ave adeuinistered with prudence, end no accident occurs, the protpect ic that the specie reserve will continue throughout tho-summer to be large, and that money will eunhaue to be che#p. Exchange on Europe continaes very firm. The leeding @rawer asks 210 net, and other bankers 109% a 2. Large sales, however, were effected yesterday by an American Danking hevse at 10954, and the wants of the public were thus supplied, The market hae been dull to-day. Some pecie wilco out to-morrow in the steamer, butless than w generally expected. The tempution w ship specie fom New York, where it is worth 4 per cent, to Loudon, where iti worth only 1g, ismot very great, even with exebange at 110. Stocke-were dull this morning, at, however, a fraction higher prices. bh deciine brings in a few smell buyers, ‘who, taeugh unabie to counterect the elfect of epsculators who buy and sell thousands of shares in a day, serve , for atimeto cheek the downward tendency of prices. The opinions expressed so frequently in this colamu appear mew to be generally entertained. In the lopg run, itis believed that, as the spring end summer progress, the Dusinenscn the feading railroads will improve, and prices of stocks will rise. But before this takes place we may hnave.s long period of dulness, with petty fluctuations of ‘wo or three per cent either-way. It is conceded on ali hands that the amount of outside buying 8 very small, and that no increase in it cau be expected until aftera susteined rise of several consecative days. fut this arga- wen: for the tall is met by the equally powerful argument eo tho other side, that the dears are go eager 10 0 ‘ho market that they reatoa demand fer stocks « eguel to that of an ordinarily active public. Thera ie, yrobabiy, no time atwhich contracts are net outstanding Sec the future delivery of 20,000 New York Central, 2€,000 Rock Island, 10,000 Reading, 10,000 Galena, 5,000 Michigan guaranteed, 4,000 Michigan Central, and other Stocks in proportion, while it often happens that the bear entracts Contemp! the delivery of twice ag many te vraat harriar against a decline, it is quite strong enough” to maluiarn prices in the face of very adverse circumstances. So long, Sedeed, as four-tiths.of the operators at the board are bears, and sell gard te the amount of stock on ‘he market, or to te short contracts that are belng made from day today, there may perhaps be no great rise ia stocPs, but it is quite evident that there cap be no serious + @scline.
