Exchange js still firm, without change of moment, The bankers held this morning at 1093¢ a %, and did a fair business for the Boston steamer, ‘The only interesting topic in Wall street is the rumor that a new rupture has taken place between the four rail- roads to the West, It seems that Mr. Moran has fired ‘off one of his periodical threatening letters to his asso, wiates, warning them that their continued infractions 0 the treaty of October will compol the Erie to pursue an ‘mdependent course. We have all along held that the com- pact could not last. It was contrary to the true princi- ples of trade and the laws of competition, Our readers will not be surprised, therefore, if they hear, when the four Presidents meet at Buffalo, on the 16th inst., that the treaty has been abolished. So far as the stock market 3a concerned, so much Central and Hudson have been sold ‘on the probable rupture that these stocks are quite as likely to rise as to fall on the news. To-day, the rumors undoubtedly exercised an unfayorable influence. Stocks at the board this morning were Jower, and weak at the decline, Some of the parties who a week ago were operating for a rise, appear to have realized. Having made their profit, they are now helping prices dowa for ‘another heat. The public, which a few days sgo showed some faint symptoms of a willingness to speculate a little ence more, has been thoroughly scared out of Wall street by the reaction of the past few days. So litte spirit of ®peculation is afloat that the rare concurrence of a favor- able bank statement and reports of increased earnings on ‘the Western roads was followed by a decline iu prives. No effort to resist the downward tendency of stocks was made by the bulls. Some parcels of stock were taken quietly at the lowest figures of the day; but thero was no attempt to sustain the market, to buy publicly, or to interfere with the operations of the bears. Tho decline was general. Tho new government loan fell off 3 per cent, and Missouris declined 34 per cent. New York Central, which was injuriously affeoved by the pews of the rupture, declined one per cent, and Erie avout agsmuch. The Western shares were equally de- pressed, The decline in Rock Island is equal, since yes- terday, to 134 per cent; inGalenas, 134; in Michigan Southern preferred, 2; in Michigan Central, 1; in Mlinois Central, 34 Hudson River sympathised to the extent of XX per cent, and Pacific Mail kept pace, declining 3 per cent. Altogether it has been @ blue dey, and closes up ‘quite as gloomily as it began. These are the facts in reference to the Canal bonds ‘Question:—In 1836 our Legislature authorized an extensive bon of internal improvements, and, throngh its Fund issioners, borrowed large sums of money, issuing as security for the loans about $15,000,000 of bonds. A portion of these bonds (much the largest) was called 1n- ternal Improvement bonds, while the others were called ‘Wabash and ErieCanal bonds. The internal improvement m proved a failure, partly on account of the revul- of 1837 and partly because of peculation of the funds by the Fund Commissioners. But interest was paid on ‘the bonds ti)! 1842, when it stopped. In December, 1845. the bondholders, through tueir agent, Ovaries Butler came to the State, made a preposition wiiich was acceptor, ‘and a contract made and embodiet io a law, which law ‘wos afterward approved by the bondho! personal acceptance and surrender of oli bonds. The contract was az follows:—The aggregate amount of State indebtedacss (except bank bonds) was divided into two equal amounts, ‘and new bonds authorized to iseue upon the surrender of those outstanding. One-baif of the bonds wore called anal bonds, and the holders were to look to the canal alone for interest and principal, the State + serving the right to redeem them in twenty years, For the other hal! the State pledged its revenues, and the interest there- n bag been promptly paid. Thus’ you will see that the State has kept its faith with the bondholders. They took the canal, completed a portion of it, and looked alune to the tolis, the sale of large tracts of lands, &c., to roim ‘Durse them. Atthe time of the Butler arrasgement it ‘Was well understood that the canal was absolutely sold to the bondholders, and one-half of the State’s indebtedacer cancelled. Mr. Secrest, who reported the bill to the ‘House, took that position, Itbas never been otherwise Construed until within the last three years, und then only Hecause a sot of Wall strest sharpora, ailed by gambling politicians in Indiana, had formot a combination to bay up those Cana! bonds for a song, and by getting Indiana to cancel them and reissue new ones based upon the State revenues (and not the canal) they could make a splendid financial speculation. I have been told thatthe eix nfillions of bonds have been purchased mainly by Winslow, Lanier & Co. for about $1,000,000.
