As the California remittance was only counted once, it will be fair to assume that the average is a rising one—to be cut down, however, by the specie shipment to be made on Wednesday, besides the payments into the Sub-Treasu- ry. The decline in deposits is not a very good feature at this time of year. Ina few mouths, should the crops in the West promise anything at all, large sums will be withdrawn by the Western banks and bankers. The balance held bere by the Southern banks is stili considerable. At this season we should be accu- mulating, not parting with deposits. The future policy of the banks is very clear. Let them pergevere in their contraction; let them refuse business under six and seven per cent, and they will achieve somethingftowards extri- cating themselves from the unhealthy condition in which they stand. Money is without change. Some of the banks are ask- ing weven for call loans, but most of them continue to Jend on good collateral at six. No discounts are done un- der seven, and eight is becoming quite a common asking figure, even for very good paper. Among the brokers the private bankers continue to lend their balances at five. The secret of the difference between their rates and those of the banks is that the latter are governed p by the general business of the port, and partly by supply of specie in the reserve, whereas the former are guided solely by the demand for and supply of jend on storys. There i no business doing in stocks, and consequently a very small demand for money; hence ita cheapvess, Foreign exchange for Wednesday’s steamer 100 do, New York Ct Banks, February 14, 1859.
