[iad the Ceatral been abie in 1856-7 to declare more than four per cent, it is in- credible that it sheuld not have dome 80, especially as at the time the stock was vehemently assailed by the bears, and an additional one or two per cent dividend would have enabled the friends of the management who were speculating in the stock to make a very hantsome profit. Ne one who can forma judgment on the point can be lieve that the Central then deciared four, having it in its power to declare five or six. Yet the same four per cent is to be paid to the stockholders now, when, by the showing of the friends of the road, the earnings are over half a million less, Many sober minded men, deeply interested iy the railways of the United States, and con- corned in their prosperity and good standing, are heard to confess their beliof that the present policy of the Central in paying fixed dividends, whether they are earned or not, and trusting to future earnings to repay the loans made for the purpose, is at the bottom of all the troubles which are sapping our railroad system. Prices were rather higher at the Stock Exchange to-day, but there was no outside buying. 8o little business is being transacted that an order for a few hundred shares of any stock will affect the whole market, The Western rec—fome of which are supposed to have been over sold—rallied from 3, to % per cent to-day; Rock Island and Michigan Central were among the favorites. New York Central was 3¢ per cent higher, but there was no business of any consequence done, The chief interest at the Stock Exchange attaches to Pacific Mail, which continues to be freely sold on time and for cash, The dccline which began somo days since con: tinued to-day; the stock closed at 7034 a 3g. It is the seat of justice for the county; is titty-eight miles from Richmond, twelve from Yorktown, sixty-eight from Norfolk and seven from Jamestown. It is Gnely situated, on a level plain, between ‘the York and James rivers. It is laid out in parallel streets, with a equare in the centre of several acres, eontaining the county buildings. Through it runs the principe) street, which is very wide, and about mile in length; at one end are the ruins of the capitol, and at the other*2ow the ruins of the college. It is the oldest in- worperated town i Virginia, and has an air of repose about it iteresting from ite historic as- sociations. [ts immediate vicinity was firet known as the Middle Plantations, and the town was first settied in 1632, from the adjoining settlements, principally Jamestown, which was twice burned down by the Indians. Im 1698 the seat of government was removed from the latver-town to Williamsburg, and from that time till 1779, when Richmond became the capital, Wil- ‘amsburg wae the centre of the fashion, wealth and learning of the‘Old Dominion, the influence of which has Weft iis imprees-upon the place and upon the manners and ebaracteristios of its present inhabitants. London life, eomfort and elegance were initiated by the “F. F. V's.” Being then the residence of the Governor—the immediate representative of the sovereign—the royal state in which wre lived, the polite and brilliant circle which he always had about him, diffused their influence through the city and the circumjacent country, and filled Williamsburg with a degree of emulation, taste and elegance of which we can form ng conception by the appearances of the present day. During the session of the House of Bur- gesses these stately modes of life assumed their richest ferme. The town was filled with a concourse of visiters, as well as citizens, attired in their gayest eolers; the streets exhibited # continual scene of ani- mated and glittering tumult; the houses, of costly profu- Bion, Soveral of the builnings are yet standing, and are she finest old structures in the United States—among them ‘the college now destroyed. BEEF CATTLE. ‘The market opened with lees buoyancy than prevailed last week, and under heavier receipts and unfavorable weather prices declined 3{c. per pound on ail descriptions. ‘There was only a moderate attendance, and butchers did not seem anxious to purchase, except at reduced rates, Brokers were unwilling to make any concession, but were eventually compelled to do so or not sell at all. The offer- ings were of a much better average quality than those of last week, and, in fact, for several weeks past, there being teveral lots of nothing but first class cattle, which ave- raged about 1040. There were quite a number of sales curing the early hours at 1034¢., but subsequently prices deciined stil! further, and at the close we quote prices for first qnality $9 76 to $10 25 per 100 pounds. The demand at ali the yards was only moderate at the decline noticed above. At the Bergen Hill yards there prevailed on Monday only a moderate demand, at prices ranging from $7 to $9 50 per 100 pounds, and the sales were 355 head. There were many more offvring, but as they did not meet with sale, they were sunt to the Washington yard tor to-day’s sale.
