It is evident that, with the republican votes in each house, a modification of the tariff scan be carried. - Tue New Englaud delegation is opposed to re-enacting the tariff of 1846, as their woollen and cotton interests re- ‘ceive more protection under the existing law; but they will vote for any modification which does not touch free ‘wool and dye stuffs. The importers of spices are repre- sented here, endeavoring to prevent a reinstatement of ‘the rates of 1846 on the articles they deal in. There was a logs tothe revenue on linseed alone of five hundred thovsand dollars duty last year by the reduction of the «present tariit, The Tribune devies that the republican members have ‘agreed to change front on the Oregon bill. They decided to repo? the ‘Senate bill repealing the bounties on vod fisheries. The uminority of the committee tried to stave off action. The Pennsylvania delegation will not go for this bill if their ‘peculiar interests are opposed by the South. Mr. Cochrane is preparify an elaborate report upon the ‘Dills submitted to the Commerce Committee in regard to the Scuth American service. The House Judiciary Committee met this morning, and ‘authorized Judge Chapman to prepare an adverse report op the application of Ramsay and Carmick for alleged damages. The report will sustain the decision of the Comptroller against the case. The minority of the com- mittee will present a report in favor of the claim, Sities Taylor, of the same committee, has completed his report on the neutrality laws, and will present it for action nt their next meeting. Tue House Committee on Military Affairs, after a la- borious session last night, has settled all the principles spplicable to the payment of the Oregon and Washington ‘war debt, The accounting officers of the treasury will be required to adjust the claims on principles which must reduce the demand on the treasury some three millions of dollars at least. ‘This morning they were occupied in voting on the Pre- Sident’s recommendation of nmilitary posts in Sonora and ‘Chihuahua, Several amendments were offered to Mr. ‘Faulkner's bill, which was but an embodiment of the ‘Presidents views, and the amendments rejected, and the subject finally disposed of by the committee deciining ‘to make apy recommendation in response to the message. Notwithstanding the efforts of the filibusters and eno- ‘mies of the administration to induce the belief that the English government is endeavoring to overreach us in “Central America, the administration is satisfied that Sir Gore Ougeley is acting in good faith, and that in a brief geried =the whole question will be satisfactori- jy adjusted by the withdrawal of all semblance ‘of protectorates cither in Mosquito or the Belize, <Beliy’s projected canal is considered asa visionary and Ampracticable echeme, but at the game time our govern- ment does not care who opens the route, 80 long as it is pened to us on equal terms with the whole world. The condition of Mexico excites a good deal of interest, but the President can do nothing unless Congress author- izes it, and there is too much demagogueism and too little statesmansbip in that body to expect anything will be done. Judge Douglas’ party last night was an immense affnir. At least Gifty Southern members aud Senators, with their families, were present, None of the Cabinet or their fa- vanities attended, THE GENERAL NEWSPAPER DESPATCH. Wasuixcrox, Feb. 4, 1859. The House Select Committee to investigate the alleged abuses in connection with the Navy Department have ex- aiined eighty or ninety witnesses, at the rate of ten a -day, and expect to complete their labors towards the end of next week. The House Committee on Military Affairs have referred -the Oregon and Washington War debt claims to the Audi ‘tor of the Treasury, to compute them on the same basis ¢bat the government paid for supplies for the regulars during the Indian hostilities in 1855 and 1856, and to re- port the amounts to the next Congress. The expenses on the part of Oregon have been stated at about four mil- “tions and a half, or $11 21 for each day’s military service rendered by Oregon. The gross amount of claims, as reported by the same Commission, is nearly a million and a hall. Philip T. Colby hag been appointed United States Mar- shal for Kansas. Wilson McCandless has been nominated by the Presi- dent for the vacant Jadgeship in Pennsylvania, and Judge Samuel W. Black, of Nebraska, for Governor of that ‘Territory. The report that the nominations have been contirmed is erroneous. ‘The President’s recommendation to establish military posts in Sonora and Chihuahua was this morning acted ‘ou by the House Committee on Military Affairs, who de- -cided against it, The Committee on Ways and Means did nothing at the meeting on the subject of the tariff. Its further action coucerning it will be deferred until after the meeting of Saterday night’s caucus. ‘Th Senate’s Committee on Territories have expressed themselves adverse to organizing a Territorial govern- u.eut Cor Colona or the Pike’s Peak country. In the Senate to-day, Mr Gifford offered an additional resolution on Quaraptiue, to the effect that Congress has no right to authorize the city or State of New York to es- tablish a Quarantine station at Sandy Hook or on any other portion of the territory of New Jersey without her con- gent, and that any attempt for that purpose should be and will bo resisted on tne part of New Jersey, by all lawful and constitutional means. Collins, Superintendent of Indian Affairs, having suceceded in making a tresty of peace with this warlike tribe. This nows,no doubt, will be hailed with pleasure, us those Indians are known to bo & very powerful and hostile race. Democratic PRimaky Muyiincs.—The primary meetings of the democracy of Kings county were held on Thursday evening, resulting in the success of the Bradley wing. There was considerable interes! manifested in most of the strongly democratic warde, while in the opposition wards, ag m tbe Third and Fourth, the vote was very light. In the Fifth ward a vote of about 600 was polled, in the Se- venth over 500, &c.
