_8 NEW YORK HERALD, FINANCIAL AND COMMERCIAL. | cachasive of apacte, rom Now York to Seren saat, ti — ‘Tvrsway, Dec. 28-~8 P.M. Many persons speak confidently of a revival of specala~ Gos, and higher prices for stocks after New Year. They found their prediction partly on the large amount of money which is disbursed about the season of New Yoar Bm the shape of interest and dividends, and which, # has @ficn deen noticed, is re-invested in stocks almost imme @mtely, and partly on the gambling tendencies of the American people, who, it is argued, have long been with- | vt any excitement, and need something of the kind. A few days will test the value of these predictions. Mean- while i is safe lo assume that, whatever phenomena may j grow out of large disbursements of money, or long con- tinned abstinence from stock gambling on the part of o sommnnity sadly addicted to that vice, public confidence 4p American railways bas not yet recovered. The public Rave no reason to believe that in any large number of feompanies earnest and conrcicntious efforts have yet been made to avert such catastrophes as that of 1857; nor Das !t ip any way been made clear to the pablic compre- Dension that the building of three roads where one would Bave amply sufliced—as has ween done throughout the Korth and West—is calculated to prove profitable to the Dufiders, or to make railroad stocks good property, Nor, again, have apy pains been taken to satisfy the pabtic that the curious financial operations—to use parhamentary terme—by which, under the old system, dividends were ot borrowed money, false reports rendered and Jebts incurred, have been wholly digcontinned, and are not likely to be revived. In some inetapoas, at al! events, the events of the part few months are rather cai ewintod to increase than to allay the distrust which the @isclosures and collapses of 1857 engendered in the pubtic wind. Woe have, for instanes, taken pains to dissect the dost report of the New York Central Railroad—aot from any particular sentiment, €0 far as that corps sation is concerned, but simply bdecanse it is, fm port of wealth, credit, standing, character and peppered income, tbe foremost of the northern railroad com) anier, because it ought to and dooa set an example to ematicr concerns: and because, if the highly respectable and influential persons who are at the head of the New York Cs 4, in their corporate capacity, to be guilty of ¢ the truth and stating what Js not tro, for vo other porpose than toenhance the market Value of their stock, then it will behoove the public to be tious in risking any money im any railway examinations which we have made ral report, we have shown, among course of the ef the New York © @iher Wine 1.
