Orderet to be printed. OPENING OF A CARRIAGE WAY THROUGH THE PARK. A petition was presented for the opening of Beekman Street and a carriage way through the lower end o; the Park to Broadway. Aicerman Hootm offered a resolution in favor of the Project. Alverman Teckes opposed the project as uzeless to the city, ana only of use to the property owners in thé neigh- worhood. Aldermen McSrenoy, Rump and others supported the petition, ‘The resolution was adopted by a vote of 10 to 5. A resolution was then adopted in favor of paving the carriage way with a pavement. The chief feature of the moue- tary news was anticipated by the telegraphic summary of the intelligence per Pacific, at St. Johns, N. F.; it was the reduction of the bank rate of interest from three to two and a half percent, The reduction was, we are told, quite unexpected, and naturally led to an advance in con- sols. Money was in rather active demand atthe advance, ‘and it wes expected that the applications at the bank for discounts up to the end of the month would absorb all the means of that institution. The bavk bad gained during the week $72,009 in bullion. On the Stock Exchange, money comtinued to be worth 2 per cent on call. At Paris, the rate was 3; at Hamburg, 2; at Frankfort, 4; at Amster- dam, 3}; at Brussels, 3 per cent. The closing price for consols on the 10th was 973/ a 14, ex div. for the account; there were no transactions for cash, in consequence of the books being closed. Cotton was much depressed; American cotton had declined }¢ a 1-16. Breadstuifs and provisions were both very dull; it was impossible to realize on the former without making concessions to buyers. With regard to American securities, Messrs. D. Bell, Son & Co., in their report, say: — During the past week there has been a decided improve- ment in the market for American securities. The specie has fallen off much jese than was expected by those who took into consideration the drain to the South and to Farope, and the re-issue of Treasury notes by the Sub: Treasury. It must be aseumed that New York has drawn freely upon the cities of Toston and Philadelphia. The public would be glad to fee a more liberal redaction in the discount tine. Everything indicates a liberal apzing t and the resources of the banks will be taxed to the utthost to afford to the merchants the accommodation they will need. Must it be expected that the banks will then be compelled to curtail in consequence of a drain of specte into the government coffers, instead of curtailing now, when it could be done without injury to any one? There was rather more animation to-day at the Stock Fxchange, a large number of short contracts falling due, and the usual reaction taking plice from the depreasion of last week. The uniform testimony of the brokers is that there i# no real baying for investment going on; the purchases ot the Board and inthe street are uniformly for the account either of shorts on the one hand or of specu lative jobbers for the rise om the other. The market, as we have had frequent occasion to remark, is wholly sustained by the operations of these jobbers, who are operating for Xa 34 per cent.
