‘ The Fishery Bounties Question, THE PReSEST POSrrioN OF THE QUESTION BEFORE CONG RE. FORTHOUMING KEPORT ON THE SUB- shOT LY THE HOUSE COMMUTTER ON COMMERCE— REPUBLICANS AGAINST THE REPEAL AND DEMO- CRAPS FOR IT—TH ARGEMENTS ON BOTH SIDES— VOTE ON THE PASSAGE OF THE BILL IN TH SE NACE—WULL THE BIL PASS THE HOUSE? We learn from Washington that the bill for the repeal of ‘the fishery bounties, passed by the Senate on the 19th May last, and in the House referred to the Committee on Com- merce, will shortly be reported back by that committee, with a recommendation for its paseuge. The following ar- ticle, showing the present position of the question, and the arguments on both sides, has therefore been prepared :— Fisher Ames said, in the first Congreés of the United States, “The cutchwg of cod is a very momentous con- cerm;” and certainly tt seems, from the interest which it has excited all over the world, the immivent danger of war which it has often occasioned, and the present agita- tion on the subject, that Mr. Ames was about right. ‘The fishery bountws, according to the policy of the go- yerminent since 1789—with the exception of an interreg- nut of aix years, from 1807 to 1813—are paid to those en- gaged in the cod Msberies, according to the amounts bie cured or exported. In 1815 they amounted to $1,811, and in 1857 to $601,453. The total amount 128,682, or an average of $205,000 per ige fur the last ten years has, however, They bave been generally consiacred as been $325,016. intended to foster the dsberies and assist in the education of a class of seamen who Lge always proved efficient and ready in time of war. have Veen pad under all ad mministrations but Mr, Set s0c's, upto the it time, and now the House bas under cousideration a bill intrednced by Mr. Clay. of Alabama, which passed the Senate, repealing the bounties altogetincr. THE ARGUMENT FOR THE REPEAL OF ‘THE BOUNTTIES It is urged by those in fuyor of the repeal of these Dountics, that However much they may haye been appro- priate at “the time they were dirst instituted, they are now but a subsiey toa local iuterest, and an unfair appropria- tion of the government fonds; that the twelve milion dollors paid siuce the passage of the law bas been divided amoung about fifteen tousand persons, of which sum Maine and Massachusetis have received eleven-tweitths: ‘that Waile the cudflsh (onnage of 170 was one-eighth of re tonnage of the United States, it is now Dut one- forty-eight; that while the vaiue of exported cod in 1804 was ia the proportion Of one to Seventeen, and two-tenths Of the value of the Whole export, in 1857 itis but in the Proportion of ONE WO SiX huadred of Lue Value Of Lue Whole export: that the value of exported cod has decreased 91,820,152 since 1804, whe the value of otter domestic exports has increased 207,517,688; that the predictions of their adding to the revenne have proved false, because they area jis und luke out twelve dojlars from the Trea- snry where they put in one, Ja reply to the argument of the other side, that the fisheries sro a uursery of American ’ seamen, the repeaters urge that seamen enough will be educated without the bounties. [tis urged that while in 1792 the coctichermen composed half of Our seamen, they are now Dut a thirtecuth part; as againét thizteen ‘thousand cod lishermea, we have over one hundred and sixty engaged in the mw ‘ol and whale tisheries and merchant service, Roth Mr, Clay aud Mr. Toombs, in the Senate, contented strenuously Uiat the bounties were predicated upon ibe idea of adyawback onthe duty on sait; thats, paying back to the exporters of fish an amouut of money to com- pensate tem lor tue duty on the sait which they had im- ported—n fact, merely a payment of adebt by the goverw- ment. [tis clumed that no bounty such as is now given by the operation of the law, was ever sought for or claimed By the Lshermen’s friends, or intended w be given by goverume The act of 1790 is quoted, sowing that full proof was required of the exportation of the fish, and of ‘the coring with foreign salt; and the language of tte act is nurseries of the navy, the clemontary schoo! of American pautiea! enterprise, and the fathers of such men as Hult, voy and Dace; 8 and that the policy of bounties, for wed tl Ce but ope eo} jon, been conti- every eirieneaee from Washington (9 the Purge dagssrn of Mr. Clay's bill last May, it was ‘by Mr. Hamiin, that the Ushories wore in fact of national seerreence: that they had entered Inrgely into the politica! history of the country? that they are as im portant now as they ever were, — the limit of their fleld prevented their greater expans! that daring ‘ibe Revolution the New England fishermen captured 200, 000 tons of British shiping, and were equally ret in 1812; that the fisheries educate 60,.00 instead of 13,000 seamion; that the beunty was eeded on account of the stall compensation and great hazard of the occupation: and that it was the cheapest and best school for American seamen, BILL FOR REPEAL PASSES THE SENATE. ‘The bill was thus fuliy discussed, aad finatly, ou tho 19k of May last, was dieposed of as follows :— The amendment to the SroeesnnGls repealing the duty on sugar was lost—27 Tho amendment itsel!, lost—41 against 18, ‘The bill vane reported Mr. Wuson effect i the SIStat ‘The bill was then Mpalink the dnty on salt, was Mam, moved that it do not take December, 1862. Itremains now for the House of Repre sentatives to decide the question, It was stated in ovr deepetch that the Committee ou Commerce, to which it was referred last session, is politically divided on the ques- tiou—the democrats for and the republicans against it Should it be made a party question there will no doubt be un extended debate, and mustering of forces on both ot Ky, and Trumbu sides.
