If these bigh and mighty guardians of Southern bonor and Soutberu rights were ready to risk the dreadful issues of disunion and civil war upon the Kaneas humbug, why shrink from the imaginary contingencies of a brush with Kag- land, Franee and Spain in reftrenoe to Cuba, Mexico or Central America? Grapple these issucs with a Gru hand, aud you will master them; pars them over, trusting to Providenoe and accidents, and you will find that the comparatively trifling difficulties from which you vow retreat will arow and strengthen until (he oniy escape from national humiliation will be & budget of forcign ware, From the scanty and unpromising results of the frst balf of the firat mouth of this three monthe’ seszion of Congress, we expect nothing from it but the appropriatioa bills aud a few pri- vate jobs, We are forced to the conclusion that all the great leading measures of the Messaze, domestic and foreign, will get the go-by, and that thus Congress will adjourn, leaving our do- mestic concerns aud our external embarrassments in a very loose and disordered condition. From the adjournment in Mareb antil the re-assem- bling of the new Congress in December there will be an interval of nine wontbs, and from all the existing aepcta of things in Mexico, Central America and the Gulf, it may in this interval be- come the duty of the President to cal! an extra session of Congress to meet those public exigen- cies for which Congress alone can provide. We thivk it very likely that an extra session of the new Congress may become indispensable, in view of the factious detections and personal jealousies which bave reduced this Congress to a mere camp of wrangling Presidential demagogucs. Ocr Sovanstina Democracy on TIAL at Waruixoron.—The Tammany Sachems aud the anti-Tammany managers are again in Washing- ton, settling up their accounts. It is understood tbat the President has taken the business in band; and these wrangling spoilsmen will un- doubtedly, therefore, be broaght to come terms of a treaty of peace. But there will be no peace. The parties concerued in such a treaty will ooly shake bands before the President, to chest bim aod each other as soon as they get beck. There is no basis in the shape of a half: and-balf compromise upon which these beilige- rent Tammany and anti-Tammany factions can be brought together, bona fide, over the pipe of peace. The bitterness of the feud between them may be partially guessed when it is suid that a duel is on the tapis between a friend of our Sec- retary of State, Mr. Tucker, and Pauicl E. Sickies, and all on account of these intestine perty sqnabbles. ‘The Tammany faction, av their sine gua non for peace, dewend the bead #f Collector Schell. But the bead of Scbell would be a one-sided opera- tion, which would only make the matter worse, ‘The President, however, can lay the fowndation of a solid reconstruction of our democracy by the decisive process of a complete clearing out of the whole of his official sta! of thix city, from top to bottom, and with a new set of appointments, excluding every maa actively implicated in these dirty Tammany and anti-Tammany squabbles. In this work of weeding out he should include every one of the gangs and cliqaee and equads and committees of these «poilsmen, on both sides, which for eighteen months past have been doing little else than trotting from New York to Washiagton, and from Washington to New York. The Secretary of the Treasury and the Secretary of the Navy, on their part, have paid too much attention to the tattling tales of these missionaries; and, once for all, the President should give all bands con- cerned to understand that when they are wauted at Washington to regulate the spoils and the party, they will be sent for, and that if they come without an invitation they will come at their peril. We cordially recommend to the President, first, a clean sweep of all his official subordi- nates here, and their managing retainers, as the only practical way to begin the work of re- organizing our squabbling democracy; and, secondly, a new set of appointments, from which every scheming manager or pipelayer, Tammany or anti-Tammany, involved in these late troubles, shall be rigidly excluded, what- ever may be the advice or the warnings of mem- bers of Congress, Mayon Tiewans’s Heap ty Daxarr—We un- derstand that there is a plan now maturing to introduce a bill into the Legislature changing the time of the charter election from wiuter to epring; and with the present organization of that illustrious body, being, as it is, completely under the thumb of Thurlow Weed, there will be very little difficulty in getting it through. If the pro- ject should succeed it will bring Mayor Tiemann’s official career to a eudden and unexpected termi- nation, The fact is that Mr. Tiemann has failed to give satisfaction to any of the three parties into which the oity is divided. They are all dis- appointed in him. The republicans are dissatis- fied; so are the Tammany men; and the anti-Tam- many or Wood men are of course grieviously disaffected. The Wise faction of the Old Dominio, fol- lowing the example of their leader, aro thus re- solved upen a bold and open game with their keen and cunning adversaries of the Hunter clique, The latter gained a deci ided viotory in the late State Convention, and the Wise men are, therefore, leading out trumps. Thus the demo- cratic Presidential pot is beginaing to boil and bubble in the Old Dowiaion, aad we may soon expect to sce some show of the hands of Honter, Breckevridge, Toombe, Stephens, Orr, Senator Jif Davis, Senators Brown, Slidell, Bright and others, What the upshot of this geuc ral fermentation may be, time alone can deve lope; but certainly, if the democracy fail to com- bine at Charleston or io the election of 1860, it will not be frem a deficiency, but from an exces- sive supply of cliques, factions and candidates, Mernistorunks at Work.—We learn that Thurlow Weed has been down from Albany, and has bed a council at the Astor House over our municipal epoits and plunder, cheek by jowl with some of the financiers of Wall street aud the sa- vane of Fifth avenue, including George Law. One item under consideration, it is eaid, was the Broadway Railroud job, under a new plan; but the great thing on hand was the policy of con- centrating such additional power—by legislation at Albany—in the hands of Comptroller Haws, as will give him and the Astor House council the absolute control of all the spoils and plunder of our Corporation, and turn the beggarly democra- cy out in the strecta This is a splendid pro- gramme, as the lobby fuee of Weed, as prime manager, in the event of a positive gain of five or 6ix ions of party spoils, will doubtless be magnificent. Thus the equabbling democracy of this metropolis have in prospect a fine opportu- nity for washing and mukivg themselves clean ly the year 1860.
