Chain @ Kitange—The Emperor's Leter to Prince Napoleon on the Affair of the Charles Georges—Imperial Hospitalities at Compiggne—The Late Benjamin F. Buller—Meeting of American Residents in Paris—Theatricals, &e.. Be, ‘The weather continuca cold, The thermometer yoster- day etood at six o'clock at 24%¢ Fahrenheit aud at n clock 36% F. The speech of M. Chaix d'Estange at the inauguration of the coorts, towhich I drew your attention in my last, has produced a violent discussion betwixt the Débats and the Conctitutionne!, on the relative merits of the English and French systems of ascertaining the gai or innocence of a prisoner. The truth is, the hatural vivacity of the French @haracter becomes £0 painfully evident under the system of interrogatory to which the prisoner is subjected in cri- minal prosecutions by the Judge, that the Débats, advo eating the English system, only gives expression to a growing public sentiment on the subject. The pri- eoner, despite the judicial ermine, endeavors, and sometimes with considerable acteness, to turn the lables en the examining judge, who, in his turn, cannot afford to bo Jeft in the lurch in the presence of the court, and re- partce, smart jokes, bon mots, &., are by no means rare im the courts of law throughout la belle France, or what is worse, an occasional violence of temper on the part of the Deng utterly destructive of all judicial dignity. Tt seems almost impossible that under such a system it should be otherwise; aud though the Constitutionnel has Droaght forward the late trials relating to the aientat of ‘the Mth of January, which occurred in France and Eng- land under their reapective systems, and triumphantly points to the tone of the lookers-on in the French court, as compared with the conduct exhibited by the same class ‘at the trial of Bernard, in England, the growing opinion I have alluded to will not the jegs continue to make pro- grees. Im tho firet place, the criminal court at Orsini’s trial ould only be entered by a special order from the Minis- ter, while in England the court is free to all who can find @ seat or standing room. But dismissing this, the crime of Orsini and his confederates was adimitted, The only question was one of justification. But Bernard’s complication was denied, and the triumphant bend which ‘accompanied his acquittal bergen, 9 to do with his guilt or inno- ae. bet raher with the victory obtained over an attempt at foreign dictation. The Constitutionnel could hardly bave adduced a weaker case in support of the sys- tem ii upholds. It should recotlect the disgraceful secne which occurred with the prisover aud the Judge on the Occasion Of the wurder of the Archbishop of Paris, and which gave the French system of interrogatory the & ‘verest shock it has yet received. M. Pelangle, the Judge, retrieved his character subsequently, in his examination of Oreini; but the memory of hus altercation with the Arch- bishop’ 's lunatic assassin can never be eifaced. The Emperor’s letter to his cousin on the affair of the Charles Georges bas of course been closely critwized. it or is it ot to be considered an apology to England for the treatment of her old ally? As my as ican gather from diplomatic circles, the letter is not looked upon in any veuse a8 ap admission of wrong as regards Portugal, Tue feelings which prompted it, it is said, are exactly those which bave indnced a similarity of couduct in other nees—namely, first to do a high-handed thing whieh seems to hold the ‘hereditary enemy’? at utter de- a nd then, has obtained all the cred it from the gratification of the bational vanity, to set about emootbing down the mano of England’s ruilied lion. The ‘only part iv this wansaction which will still appear in boli relief is that the Emperor courageous y vindicated the flag of France, whether right or wrong, ix the very teeth of England, and this is precigoly what was desired to be done, A® to the harking back on the phrase which lalks of the Imperial ideas mot being fixed ia regard wo the engagement of negroes, and a desire that an uader- standing should now take place with the Englizh Cabinet ‘op the subject, France generally will not trouble itself about it. {¢ the English are content with such plasters, the French care uot how apavy they have of teen Meanwhile, every slap in the face which the powerful aliy gels from la belie France is $o much increase of pull cia! capital w the Eoperor, Jn truth, Napoleon ss sometimes sorely put to it. They regret their ancient property. They affirm that the tation has robbed them. They look on expropriation for cause of public ability as heresy of the most heinous character, They perceive, however, how difficult it ig to force back the current of pabiic opinion evoked in °89, and thus preach up the reconstitution o the nobility, the sity of majorate, of the right of the tldest son—which woul!, in fact, be a’ bappy introduction for their Own exaggerated pretensions, Since the coup @itat what have they not been gorged with?
