The stock market was dull and inanimate to-day, Stocks opened lower, and declined at the first board, closing dull; between the boards there was a partial recovery, and, the advance being sustained at the second board, the speculative stocks closed where they were yesterday, or, m some instances, rather higher. State stocks were higher, and the transactions, especially in the afternoon, were quito large. Missouris reached 90, which is an eighth above the price at which the railroads of Missouri may set! the proportion to which they are en- titled. The demand fer Hudson River thirds and the Har- lem mortgages was good—the former advanced to 74. Miinois Central bonds declined 34; the stock in the road fell off one per cent. Bank stocks were dull. We note a sale-of Shoe and Leather at 114 per cent—an advance of two per cent. New York Central was the most active of the speculative stocks; after declining 4; per cent, with large transactions at the decline, it rallied and closed 3¢ higher than yesterday. Frie likewise improved \y with @ fair business. Reading was pretty steady. The Western stocks were generaily better, Galena rose 34; Rok Island, ; and the Michigan roads about 1y a 24. Panama was rather lower to-day. Pacific Mail de- clined 3¢ per cent, mainly, it would appear, upon the ru. mor that the company are about to spend their surplus in building a new boat on the Pacific, to take the place of one of the old boats now in service there. The story circu- lated by some of the papers, to the effect that this com- pany is likely to declare an extra dividend presently, is not generally credited. We hear much said in the streot and in the newspapers about the economies effected in railway management sinco the revulsion. Several railroad companies, which are ro. ceiving much smaller sums for freight and passengers than they received twelve months ago, are said to be earning more, their expenses being so much less, There was a substratum of trath underlying these statements but as a general thing it is delusive and incerrect to be! eve that the expenses of of the leading roads have been or can be much reduced, without impairing the pros- perity or the safety of the roads, The leading expend tures of a railroad company are for labor, machinery, and repairs to machinery, iron, fuel, new cars aud repairs to old ones, and repairs to roadway,to which, in the gooa pid times, used to be added another item for “cost of maintaining the market price of stock”—an exponditare, it may well be believed, now generally disused. ‘ nished traffic will necessarily permit diminished expen- diture under several of these heads. Fewer care wil! bo run, and fewer repairs rondered necessary ; the quantity of fuel and irom consumed will be less ; a smaller etatf of la- Dorers will be needed to work the road. Bot, it must be noticed, the diminution of expenditure can never, on an originally well managed road, keep pace with the diminy tion of trafic. A falling off equal to fifty per cent in the rons receipts of a road will not justify a reduction of over thirty per cent in the expenditure. Accommodation for ten passengers will be accommodation for twenty ; it will cost a road as much to carry ten as twenty, or five tons of freight as ten, though the yield will be only half as mach im the one case as in the other. And while, for these reasons, the reduction in such moveable expenditures as coal, iron, labor and repairs, cannot keep pace with a de cline in receipts, but must be considerably less, a large Portion of the expenses of every road are fixed, and can not be reduced atall. However small the business of a road may be, it must contiaue to employ a certain number of necessary officials, and pay them the worth ef ther labor; it must keep acertain number ot buildings in r pair; it must pay taxes; it must keep workshops, ma'erials and machinery on hand. We apprehend, therefore, that when the time comes for a comprehensiv survey of the railroad business of the yoar 1858, it wil! not be found, aa le the impression in some quarters at Present, that there has been effected in the case of any leading roads a reduction of expenditure even propor. tionate to the decline in receipts; much less that the expev- diture has been contracted im a greater ratio than the groes receipts. There are two cases in which a decline im the earnings of a road may be counteracted by a still greater Teduction of working expenses. (ne is the case of a roa! which has been extravagantly managed, and trafic decimes, passes into the hands of new and hove: men, who stop all leaks aud unnecessary expendi tures, Tho other is that of a road which, ia hard times, neglects essential repairs to ite roadway and strnctures.
