Later from Veneauela. OUR LAGUAYRA CORRESPONDENCE. Laerayia, Oct 23, 1858. ‘The New Vonsituion of the Republio— Prepeerd Cremeter Navigation ty Steam— Expected Arrival and Prepare tions & Welcome Back General Pacs—Reurs gf Ow Late Minister, Mr. Bamet—~The Coming Crops, de. It is expected that the new constitution, whieh har passed a second reading, will be rendy to reowwe Che exe ‘cutive exequatur by the beginning of next month. The republic will be divided into eight dopartarents, inetest of | provinces; each department to have the whole control of ‘ther municipal laws and elections, which will be directly dy universal suffrage. The passport syvtem is entirely abe- ‘Mashed by the new constitution; and the Premdent, View President and members of Congress are to be chosen by the people directly on the same day. The government have applied to the Convention, de manding the authority to invest two hundred thoasand @ollars for the purpose of establishing a line of small eoastwise steamers; and es the Convention and govern- ment are anxious to improve ihe condition of the country ‘there is little doubt but that eaid amount will be granted, ‘and the vessels built in the United States. ‘The Committee of the Home Department have presented to the Convention a project on immigration, and {under- stand it to be so liberal as to induce foreigners to ceme to this country, which is undoubtedly a rich and if well Popieted, in the course of a few years, with her fertile ley and temperate climate, would become very pros Perous, By tho next opportunity 1 shall endeavor tosend you @ copy of the project. Groat preparations arc being mace Coracas, for the reception of Gen. Paez, whose ingress imto the country ig looked upon xs an end to all hostile feslinge on the part of the different polilical parties, and as the only means of establishing pe ent peace, for aoe we ily believe that the excl isin manifested by the party in po both in Comana and or will cease, and the able and honest mien in the country, without regard to their political op ‘ions arid principles, be callod upon to fill the different government oitices. Mr. Eames, who is in this port with his successor, Mr Turpin, who came bere with him to take leave of ‘am, will embark to morrow for the United States. The country is in perfect peace, and looking forward to & period of progperity. ‘The crops this year are better than we have ever had. Saic of More than a Mililon of Aores of Land in Middle Fiorlda by Order of Court. In calling the public attention tu the advertisements of the large sales of lands in Florida, published in the Hxsaup this day, we refer to the following opinion of an intelli- ent gentleman from Museachusotts, who han no imtereat in lmde, but who resided many years in Tallahassee, and now conducts a paper in Macon, Georgia:— Asa body it is the most valuable tract of land in the State. A large portion is yet unoccupied, part of which 38 covered with a timber growth of great valuo, on a soil which cannot be surpassed in fertility. The southern Deundary of this whole tract, it will be seen, ig the Guif of Mexico, and throngh it thé great ra the country will one day find their cont munication by steamship with the West Indies, Central Atnerica and most of the Gulf ports. At least we are will- dng that this should be sot down as our judgment of proba- Dibtties, for we hold that the coustwise route by Fernandi- ma Will’be found too far eastward to compete long and guccessfully with a more direct central route—Macon (Ga.) They uslord extensive ranges for stock of any kind—herges, mules, neat cattle, sheep and Ewine—al) of which can be raised here with little trouble, no risk and with great profit. The natural wild pasturage is boundless, luxuriaut and peren- nial, and the climate so genial that it ts unnce>ssary to \ey up any provender for winter use, The vatural in- crease of cattle in Florida is aimost incredible, and this eand attention that the herdsman has any otber occupation. TD & eicking lete the condities ip whieo it wae all sum- mer—apathy, ftagnaton and gradual subsidence of prices. ‘The puble are quietly absorbing State stocks and the best lass of bowde; but they are hokling aloof from the rail- wey market, for the simple reason that none of the rail- Ways are at this moment eurping interest on their stock, Many operators express astonmhiment af (be inert atutude of the public, and marvel that the public do not buy ttocks as they used to do in timer gone by. The secret of the « s readily discovered. Five years ago many of the roads in this country wore wndoubiedly doing a profitable business, Thore was @ lively faith among all clasees ip railway etecks a@ lucrative property. Ail this is changed now. Very few roads in all the North are paying expenses, Gr the simple reason that during the railway mania wherever o paying road exinied a rivel to it was built and set ageing. Yor the business which the Galena monopolized four yerrs ayo, right amply equipped lines are now contending, the traffic between the West and the seaboard, which at this season might be taken care of by any one road, is now divided between four lines, the Erie, the Central, the Pennayivania and the Baltimore and Obi. Moreover, the disclosures of last year haye shaken the public faith in railroad property, Failroad meu and railroad reports, That substantial “out side’? class, on whose investments the future of raiway stocks depend, have lost confidence in che article, and will have no more to do with it. They doubt the trath of reports of earnmgs published by the roads. They doubt the allegations of the annual reports. They doubt the word of the directors. They doubt everything, except that presideuts aud directors use the companies under their control for their private purposes. These are the reasons why, in the face of an unexampled abuadance and an utter want of lucrative employment for it, the public have not “gone in” as purchasers, and Dought railread stocks this fall. They bave gone upon the principle that they had better save their money aud make no intereet, than loge it in a reckless clase afler an income. Galera was the most active stock p the list today. It opened at a considerable advance this morning; but after large transactions closed, at the afternoon board, at yes- terday’s closing price, and was afterwards 1, a % lower. The other Western stocks were generally quiet, at irregu- lar prices. Rock Ishuud was Jower after the day's trans actions; Toledo was steady; the Michigan roads were both ¥% higher; Illinois Cemtrai was 3¢ higher. Hudson River took a start upward, and rose over 1 per cent, mainly oa the strength of the October earnings, which | ° said to show an increase of some $3,400 over last October. New York Central improved 3¢ per cont, with moderate trans- actions, Some of the Wall street bouser express astoni ment at the announcement that the tolls controversy is to be renewed this winter. There would be more legitimate grounds for surprise if it were not. The republicans, who have carried the State, have always been pledged to the policy of making the canals pay; and whether that policy be sound or unsound, it is natural to suppose that, now that they have the power in their own bands, they will at all events try their favorite scheme. Here, in the it is not sufficiently remembe hat in the rural districts the New York Central is often identified with the demo- cratic party; the chiefs of the one being the managers of the other, and the suecesss of the one are triumphs for the other. Many of the members of Assem| from the rural districts of this State have owed their election as much to their declared hostility to “the monopoly meaning the Central—as to their ‘opposition to slavery. Under the circumstances, and especially bearing in mind the announcement that several members of the Senate bave made, namely, that they are prepared to reconsider their vote of last year on the tolls question, very few per. fons, except such as have a pecuniary interest the other Way, can doubt but that the old controversy will be re- | vived at an early period next session—with what success time alone can prove, State stocks were higher to-day; } Missouris nearly touched 90 again. Some of the best } bonds were also in demand for investment. The public shows excellent judgment in selecting for purchase State stocks and well secured seven cont bonds in ce to the speculative stocks, whieh are puttlecocks of the bulls and bears at the beard. The cloeing prices to-day were: Missouris 89% a 80%; New York Central, 843; a %; Erie, 16% a 17%¢; Hudson, 923; @ %; Reading, GY a %; Michigan Central, 654; a 3{; Southern preferred, 53% a 64; Panama, 1393; aX; Minois Central, 84 a 3; Galena, 76 77; Toledo, 3394 a 5; Rock Island, 6445 4 Ja: Pacific Mail, 10435 @ 4%.
