Bawroc, R. I., Oot. 16, 1858, Ptease msert the following true statement with respect to the collision between the steamer Empire State and the sloop Exchange, of Dartmouth, off Sandy Point, Providence, Oct. 12, about eight o'clock in the evening. Twas passenger on beard the sloop Exchange, bound to Bristol, When about nine miles above Newport, off Sandy Point, we were steering about north by west, the steamer steering about couthwest. When about three-quarters of a mile diatant, heading a good distance across Our weather bow, bhe began to alter her course, and headed directly for us. The lantern was brought upon deck and stationed abaft the rigging, and the light shone brightly on the mainsail. Just before she struck she began to swing back to the westward, The captain of the sloop was atthe helm, a man was holding the lantern, and Capt, John H. Ford and elf were standing on the for . We shouted re peatedly loud enough to be heard by those-on board the —e but our cries were not heeded. minediatly before she struck I told the captain 10 pu’ rd and my. she then struck the starboard side, abaft the rigging, with such Violence as to knock the sloop from under us. in au instant Capt, Ford was phinged hoadiong overboard; I feil at the same time, but caught at the anchor and rail of (he sloop. At that time the water was coming up around my feet, and the steamer’s catwater was into the mast. Tatarted immediately, and putting my hand against the mast shoved myself around the cutwater of the steamer. She then wok another revolutiowahead, causing me to go down under water, with ail the forward part of the vessel. Tthen ew. under water and came up a short distance forward of the wheel, under the guard, and saw a small part of the sloop’s quarter deck about ten feet off, with the captain aud a man belonging Lo the sloop clinging W it, swam for it; when T reached it Theard Capt. Ford ce joudiy tor help. Ithen hailed the people on board the Steamer and told them not to mind us, but to lower their boat and pick up the man astern of them. They heard me plaity, as 1 was afterwards told by the passengers. ‘The steamer then backed twice her length. I beard Capt. Ford's voice until the steamer’s stery had reached him, and several times afterwards It was certawly fifteen minutes after I had reached the wreck before the boat commenced searching for him. It was then too late—be had sank for the ‘They Searched around the steamer for seme time, aud then came and took us on board, where we received every at tention whieh we needed. | They sent alight to hang on the mast of the wreck, 1 was asked by one in the wheel house why there was not a light shown on board the sloop. 1 told him there wag, and it Was seen by those on b the boat. The evening was clear and pleasant, calm, and the moon was Het quite down, Tt was not dark, as Was reported by some. J tender my sincere thank others for their kind atten ‘Capt. STEPHEN to Capt. Several of the banks have been offering money during the week at three per cent, and it is probably more plentiful at that rate than it has been lately, We hear of no considerable transactions below three, though, of course, many loans are made on private terms, and probably below the mar- ket rate, Mercautile paper is #0 very scarce that the banks are greatly embarrassed to make interest for Wielr capital, and, from the dullness of trade, uo new paper 13 | making. The February payments will be very light in- | deed—lighter than have been known for yeare. The movement in stocks for the past week has been the most important that we have had since February last. It has been marked by decided symptoms of outside partici pation in the business of the Stock Exchange, not, of course, on a scale similar to the operations of last Febra- ary, but quite distinct enough to warrant the be- lief that a new inflation may not be far dis- tant, The demand for State stocks has been | almost upexampled, Brokers report a steady sae cession of orders for State securities for investment from parties who never held a Btate stock before in their lives. ‘The utter impossibility of finding employment for money venders a good six per cnt State stock below nivety a highly desirable purchase, aud we are not surprised at the rapidity or the steadiness of the advance which has taken place in this clase of securities. But forthe f that the States may avail chomselves of the rise bo issue Hew stock, it would be safe to predict that before the Let td the of January first class six per cont State bonds we will show ibe move sell above par, The following tabie ments of the week op State stocks :— Stote Sccuritics. We have seen here geven per cent railroad bonds, about whose redemption apd regular interest: no reasonable person can entertain a doubt, selling all eummer at 25 a 90 discount; while first mortgage bonds, or such unquestionable securities as the new Michigan Central cights, have sometimes failed to find a market at cighty-five or even eighty conte on the dollar. ‘The present plethora of money and stagnation in wade have naturally directed public attention to them a!so, and most of them have risen in price.
