Report of the " Conauaane of the Chamber of Commerce to the Mayor—Exposure of the Quarantine System and the Extortions Practised Under It, d&c., & New York, Oct. 4, 1858. ‘Vo ms Howon Danm F. "~ Previous to the incumbency of the present Health Officer, any one engaged in the business of lighterage, on giving good and sufficient bonds for the strict observance ef Quarantine regulations, was permitted to engage in the Dusiners of lightering the cargoes of infected vessels from Quarantine, thus creating a wholesome competition, and en the merchants—the parties chiefly interested—to one to whom they could best entrust their busi mess; that the present Health Officer has selectod a single individual, Mr. Boyer, to do the whole of the immense usiness of ligiterig from Quarantine the cargoes of im fected vessels; that this individual, co far from possessing the requisite «business facilities,”’ been compelied to t permits under his bond to other lightermen to do Se business which he, with the means at his command, was unable to do; that much the largest portion of the Bghterage this season has been performed under such permits, and the commitiee are credibly informed, and in Bome mstances know the facts, that Mr. Boyer, in ac eounting with the parties who actually do the work, re ‘tains twenty-five per cent of the lighterage as a compen. ‘sation for Tagen the permit, avd as an equivalent for his vesponsibility; that the parties thes permitted to hghter ‘to the city have in repeated instances broken the regulations—the men employed coming direct- to the city, and sleeping within its limits—and among tad. ot Permitted are some of the firms who cortify fat Mr. Boyor’s prices are perfectly reasonable, and yet who ere ready to pay him tweuly-tive per cent of tbose prices while performing the aetive lator. As acontrast with the above, we received, Augnst 12, at Brooklyn, via an eastern port, from New Orleans, a lot of Bi ven bales goat skins, precisely similar to the above, which fortunately escaped the clutches of the Qua- rantine officials. These we shipped to Philadelphia August 28,ufter having paid the following bills, and having the privilege of having the skins beaten and rebaled in the store — Messra. Moreover, the barge E. Corning, being a miserable old bats sunk at her dock one night and for this we have been asked to ¢ign an average bond, but so far have re: fused. The bills we have copied showing expenses in Brooklyn, and of lighterage, are no less than the regular rates, and we considered our property far safer in store there than when at Quarantine. The average weight of each bale of the two lots was about 110 Ibs. SHIERS & OLIVER. FINANCIAL AND COMMERCIAL. Scxpay, Oct. 10—6 P. M. The week which has just ended has not been distin- guished by any particular activity or revival in business. ‘The ordinary commerce ef the port has been carried on much on the same scale as for several weeks past. The speculation in breadstuffs, which was stimulated by the advance a few weeks back, has been checked by the fa vorable harvest news from Europe and the consequent decline in the price of the staple here; we note generally, for the past week, a dull market, with a decline of 25c. a 300. on the barrel of flour, Gotten has been steady, with moderate sales, mostly in transit; the best estimates of the crop now make it amount to about 3,350,000 baies The closing of the active dry goods season has naturally caused a feeling of dullness in that market; there has been, however, a fair demand for domestic fabrics and a large arrival of foreign goods during the weck. It is understood that many Southern orders yet remain unfilled. In groceries ‘there has becn a fair business done, with an advance in some articles. Sugars are higher, and are well maintained at the advance. Coffee is also quoted a shade higher. Tea is very quiet, without change of price. There bas been a food deal done during the past week in wool, of which both foreign and domestic descriptions are higher and in good demand at the advance. Hides Lave boon steady, with & moderate supply. The foreign trade of the port for the week, though quite moderate as an average, has boon in exoeas of the corres- ponding week for the past two years. The correspond- ing wook last year, it must be remembered, was the one which preceded the suspension of specie payments by the ‘banks: business bad been paralyzed for a long period, aud importations had been seriously curtailed. Under these circumstances it is gratifying to perceive that the import entries exceed those of Inst year by #0 smalia figure. The export of specie, as seen above, was small, ax usually happens when the Canard steamer sails from Boston. It may have told against the specie reserve enough to reduce it below twenty-eight millions; though as the heaviest ehipment was on Saturday, it will only count one day in the averages, and the apparent loss will be less than the real. This week there will arrive from California & remittance which will probably capry the #pecie line once more to the neighborhood of twenty nine millions and a half. The Sub Treasury has lost during the week about half a million of dollars. In money there 1 torial change to report. Sixty and ninety rst clase, sells at about four per cent at bank and outside, mocond clase paper, or at longer dates, goes at five to seven, according to quality and date. Loans on goverment or State stocks, at call, are readily obtained at three per cent, on good rallway or other securities a! three and a half to four, shrewd borrowers rarely needing ceed the lower rate. Encouraged by the eymptoms of « rise which were ‘evident ten days azo, this party has en tered the field with courage, skill, and up to the present time, with muccess. This would also have been wiped off, but it was found impos- sible to sell any more of the bonds at the price fixed upon— 70 per cent. It is also enderstood that the total capital stock and bonds of the Reading, which only a year or two since were set down as under $18,500,000, now actually amount to the eermous sum of 925,000,000 : in other words that this road, which is not one hundred miles long, has actually cost over $250,000 a mile, considerably more than the most expensive road in Great Britain. When we Uy to discover where 80 expensive a road can find means to pay interest on so prodigious a cost, we find in the first place that the Schuylkill Navigation Company, its present rival, (which cost $11,000,000, all told,) carried du ring the week ending 30th September, 44,000 tons against 87,000 tons by the Reading, and that this bas been the average rule for many weeks past. Nor is this all, Nest year the Scranton Railroad will be prepared to make contracts for tho delivery of coal at Elizabethport ata rate which will undersell the Reading 75 cents to $1 per ton, and by the double track | to deliver three times as much coal as in 1868. The road has been built at a fair price, and the port of delivery is open all winter, Under such circumstances what must be the fate of the Reading ?
