FOE SCYLLA AND CARIBDIS OF THR GULF STREAM. ‘TO THM EDITOR OF THE HERALD, Under a syetem created in conformity to an act of Con- gress, approved August 31, 1862, oar government is doing something towards the safety of our long neglected coast mavigation. The cetablishmentof a ‘Light Mouse Board,” wemposed of army and navy officers, and two professors ‘ether wise connected with government, has given a head and direction to the work of reform aud inprovement. Wonder the auspices of the Board, s few new lights have been erected in places where none existed before. Cid ones ave deen uuaproved by substituting better apparetns and @ving them increased elevation, The entrances aud chan- wel way* of most of our principal harbors have been well Wuoycd, and that of New York rendered easy of acces im the night, even to a stranger, by admirable range ligh's, A general progress distinguienes she efforts of the Board. In timo, no doubt, the coast of the United States will be wailiciently weil lighted to sausfy all the demands of the mavigator. It will then be robbed of many of its terrors, and homanity will lese frequently shudder at the dizmal recital of the perils and sufferings of the satior. Pl od ll Ne gee | | FINANCIAL A'ND COMMERCIAL. MOP EY MARKET. ‘Tuunspay, Sept. 16—6 P. M. Money i#'wrain quotably dearer. The offerings of mercantile paper at bank are large, and this leadsto some cheaging of loans Hence there is more in quiry fer money among the brokers, and loans are made as high as five per cent. A reaction from the highest rates of to-day may be expected, but we do not fook for a three per cent market again for some time. Foreign exchange is quiet; little or nothing doing. The stock market was very dull, and prices were lower to-day. No cause can be assigned for the dulness: the receipts of the roads are fully equal to public an- ticipation, and the news, both at home and abroad, is favorable toa recovery in business. Bunt it is be- coming evident that the public will not buy railroad stocks for investment; at least until a new system of management is inangarated, and railroad property is placed upon a new footing. It is needless to add that the unadjuster, quarrel between the Central and the Erie cont’i- butes largely to warn capitalists out of the railway share market. The business in New York Cer.tral was large today. Over 4,000 shares cho .nged hands. The stock opened at an advance of { over the closing price yesterday; but on the sece.nd call the price gave way and the advance was lor t, and a farther decline of an eighth followed. Bet ween the boards the decline continued, and at the second board there was almost a stampede. A thousand shares changed hands at a decline of ¢ from the opening prices of the morning. Erie opened as it closed yesterday, declined an eighth, and main- tained itself at the decline, with small sales. We believe that nothing has yet been done toward the settlezsent upon which, as we have already stated, the result of the Philadelphia Convention depends. Hudson River was dull, but unchanged in price. Reatling was very active; it opened at yes terday’s price, but declined j} on the second call at the morning board. This afternoon a further decline of 3 took place, with sales of over 1,000 shares. We publish below the August receipts of the Reading, which show a falling off of about 50,000 as compared with August, 1857. The state- ment of the Reading Company shows a net profit for the past nine months of $770,000. It is undez- stood, however, that the floating debt of the compa- ny, which, at the time of the last annual statement was $2,800,000, is now nearly $3,250,000. Is the cost of working the road charged to floating debt account? Rock Island has been active throughout the day, and has declined 2} per cent. It opened at yesterday's price, but broke down with the rest of the market. In the afternoon it was pressed for sale at a further deciine of 1a 1{ per cent from the morning. Galena euffered leas; the total decline was only 4 per cent; but the bears press- ed their options on the board at wide dif- ferences. Michigan Southern, common stock, was j lower; the guaranteed 1 per cent Michigan Cen- tral, 4. Tlinois Central was $ per cent better. We note a sale of New Jersey at 126, and Stonington at 47, Pacific Mail was steady; Panama was 3 per cent lower. The business in Missouri Sixes was large: the price was unchanged, but we hear con- tracts can be made considerably below the market rate. A sale of the New Government Fives was made at yesterday's price. Tennessees are ; better. Illinois Central Bonds declined j. The business in bank stocks was light; we note an advance of } per cent in American Exchange, and a sale of Republic at the high figure of 120. The market closed, after the second board, steady. The following were the latest quotations in the street:—New York oral S al Erie, 17} a}; Hudson, 27 a 4; Readin, og ? Michigan Central, Sada 55; Michigan Sont Galena, ve) Toledo, 3 a 3; Tock gad; Pail je Mail, 924 a}, & &e. ke. The business of the Sub-Treasury to-day was as follows :— Of =bich (rom customs. Payments, 142,737 38 Balance, . 12,315,480 26 The exchanges st ‘the ‘Bank Clearing House this morning were large, amounting to $20,026,799 14, and the balances to $1,290,761 91. The Metropoli tan certificates are 23,000, By the arrival of the Persia at this port, we have three days’ later intelligence from Europe. In a commercial point of view the news is not very im. portant. Consols closed on the 4th instant at 96/ a 963; the French Three per cents closed at 71f. 60c. a 71f. 80c. Cotton was dull at a decline, with sales of 44,680 bales for the week. Rreadstaffs were ac tive. Messra. D. Bell, Son & Co., of London, report as follows:—The market for American State stosks continues very quiet; and the only change in rail- road securities is an improvement of $2 in the price of Ilinois Central sheres. + 996.299 00 66,000 00 United Stales 6 per cent, 1567-08 «108 0105 Do do. do wends, inet . 105 9 105)5 Alsbame 6 per cons bonita .. 3 o— Kentucky 6 per veut once, 19 Marylen’ § per cent sterling b nde ° Mores buretta & per cent rierlng boats Onie 6 per = Mock, 1996. ..
