Judge Davies, THE HABEAS CORPUS CASB OF THOMAS GARRETT. ‘Sept. 1.—Jn the matter of the habeas corpus of Thomas Garrett. —The prisoner, who is a Justice of the Pease of Richmond county, was brought up in custody of the of- ficer having him in charge. The fortifications need not be disturbed. The distance from New York ia about the same as the present quarantine location; the infected shipping sbould remain in the lower bay.
