A clue to the correct olution of the enigma is urnished in the following remarks contained in the Lutroduction, prepared, ia all probability, ander bis own eye, to the collection of his +‘ Diptomatic and Ollivial Papers,” pablished in 1848. Happily, the people of the Vaiied States have thought that the right and the expedient are one wend tbe same in every wise and large eobeme of buman offairs, and that it is more wortby of o free and magnarimons nation to uphold principles founded in justice which en- sure equal protection to all, the weak as well as the stroug, toen those which give an in- ereaced and daagerous preponderance to the strong. And who does not feel at the present moment that more real strength, aa well as true glory, bas redouoded to America from the pereevering assertion of her principles of free- dom aod «quality on the ocean—at last crowned with euccess by the universal acknowledgment of their justice—thau could have been derived fiom sny interested combiaation in support of the claims of @ maritime police, which the su- petlor military marine of any single Power would turn fatally to her oppression. i i i Yeuiow Fever Excrremenr on Srarey Tarano.—A feeling of Intense excitement and alarm pervades the inhabitants of Staten Island a the subject of yellow fever. They believe that the disease is spreading around Quaran- tine; that numbers ot deaths have already oc- curred from it there, and that the Health Officer is reeponsible for il this, Tis conduct in the matter of Quarantine regulations is the univer- sal theme of conversation among Staten Island- ers. They charge, among other things, that he not only permitted, but procured the attendance of some dozen or more stevedores at a political meeting there some time ago, and that through the contagion communicated by them two per- eons, who were also at the meeting, have since caught the fever and died; that he permits the man who has charge of the iron scow, where in- fected clothing is burned, to sleep at his bouse ‘on the island every night, and that he also gives convalescent patients turloughs for the day, and allows them to come up to the city on the pay- ment of a dollar for the privilege. There is co much excitement and alarm on the island that these charges must not be in any way regarded as proved, Tt may be that they have no foundation whatever in fact, or that the etatemente sre grossly exaggerated. They are, however, cnrrent, aad believed as gospel on the island; and Dr. Thompson owes it to his own reputation, as well as to the public safety, to re- fate or explain them—otherwiee this alarm may have an evil effect in more ways than one.
