This has cer- been too mu te beg respect to - foreign policy of the United States. The war o! soraee pa Pithout securing to us the right for which it originated, and which still exists a subject for controversy to plague our coancils. The Clayton- Baiwer treaty, and the treaty of Washington, ‘tm our own day, were both inconclusive aud evasive, and have brought to subsequeat ad ninistrations continaal difficulty and danger. And so now, we will be the case with the present difficulties with Great Britain coucernia e right of search wand the African slave trade. Great Britain, in our ‘own waters, brings to under her guns fifty-two “American vessels, and her oflicers tread their decks ‘and demand an exhibition of their papers. If Wnited States cruisers had entered the British Chan- wel and had dared to perpetrate such outrages on | coasters, would Great Britain have submitted Would they not have been seized or sunk? And if, after such outrs and insults, our eruisers had got safely out of the British Channel, and we had coolly proposed to treat concerning ‘the matters which we Seal as our pretexts for per- them, would Great Britain have deigned tweat at all? Would she not have said, “We will mot treat on the back of insults. You have chosen ‘anjustifiable force to obtain your om use it if dare. We will not be ito doing even ‘what is right by any power, ere a by you. We will stand just where we were, in defiance of your in- golence; and you shall approach us in cory ged way, please—by cannon.” Now, if such would have been the course of Great Britain—and who doubts it, understandin, ren eo teelings of her states- men towards the United States—shall we pursue a different and humbler course. a gd late com- munication to our government, sent by Lord , contains a distinct and unequivocal disclaimer of any right either to search or visit Ame- rican ships under the ‘tion of the American if flag—(a tact which we greatly doubt)—why should the United States treat with pat pba’ seeniag her duties and obligations on lan sea? Is she to pat berself under the moral pupilage of any nation, and virtually acknowledge herself, by resting on their aid, incompetent to fulfil them? Bu Ration to whom she isto surrender her independence ‘over her ownrights and duties, isan old enemy— who, at the very time she proposes to treat, declares ‘the fact that for years she has thwarted a favorite icy of the United States—a policy directly bear- on the very matter about which she proposes to ‘eat—how can treating be possibly consistent with mational diguity or honor? She, herself, th cereale Bee tiie by od todo 90, furnished the information re- bension. It will be recollected tae her ghee a4 ‘was unwell for ten days, suffering, apparently from sore throat. Dr. Lewis was the attend ing physician, and it was for this alone that he prescribed. At the expiration of the fourth day he died. The doc- tor, it seems, thought Hartung’s a remarkable case, in common with a few others, who were inti- mate with the family, entertained suspicions that he had been the victim of foul play. Rumor was soon busy, but for’ the following tweaty days none of who suspected wrong were bold enough to jive their suspicions shape sufficiently tangible to fantuy interference on the part of the authorities. ly, however, information of some little relia- pilite was furnished Coroner Dean, and he resolved to institute a thorough investiaation. The body was disinterred, the contents of the stomach analysed, and a considerable quantity of poison discovered. Other witnesses beside the che- mist were examined, and it was elicited that Mrs. H. had recently purchased poison ata neighboring Deceased’s late residence was searched, and one or two vials were found which contained faye corresponding with that found in his stomach. It was also made apparent to the Coro- ner’s jury that Mrs. H. had a lover in the person of @young man named William Rhinman; that she aud her husband had not lived happily together; that she had been Rad ig 9 intimate with 1. pre- vious to the death of usdaad, and guilty of criminal intercourse with him within a few days after that occurrence. Mra. H., while the rumors were floating about, and up to the time that the body of her husband was disinterréd, evinced no alarm; but while the jary were awaitiag the result of the ‘analyzation, she, with Rhinman and her little daughter, who is about two years of age, decamped; going to Troy, thence to New York and across the river to Jersey City. Several policemen were des ——, after them, but without avail. They left ere on the 20th of May. On the 26th Rhinman re- turned with the child, believing that the law could net reach him. He was arrested, however, and in- dicted by the Grand Jury as acceasory both before and after the fact. Ever since the search after Mrs. H. has been maintained with more or less strict ness; and notwithstanding the frequent descrip- tions of her by the press, the issue of uaay likenesses of her, and the reward of $500 offered Wy the Gover nor, It was reserved for her to reveal her hiding pa Within a few days after her paramour left ie, she procured a situation a3 seamstress, in the vent any agreement, by which she might be indaced to with Cuba.” Now, it is pe that the nation who have pi to Bpain “any ent by which she might be induced to part with Cuba,’ "is the United States. We have offered her an hundred millions of money fer Cuba. Great Britain interferes and defeats our negotiations. Woy has she interfered? Not on account of the African alave trade, over which her tender conscience so ten- derly yearns. That would have been put an end to immedi&tely on Cuba becoming a member of the United States. On the contrary, she chooses that the African slave trade shall continue, as it always has done, with Cuba belouging w 8; “a rather than that it should be pd ishe Cuba ag Be a United States Why, rd fore, does she thrust herself between Spain and the United States and de‘eat the United Staves a ae an island which we deem essential micty of our coast and ae 2 = of the Y Gult—the mouth of the Mississippi, under the guns of whose fortresses one-half of eoasting trade of the Union rust pass? The answer fa plain—national rivairy, jealousy and hate. The hobia of Exeter Hall yields to the old British satipe hy to America; and now, at the very time | ‘that the chief minister of Foreign Affairs avows, in | the British Parliament, this hostile policy to “4 | the United States on the part of Great Brita’ respect to Cuba, he professes to believe that ee | | American Minister in London will easily coaclade | with him a new weaty, by which the African slave | ‘trade to Cuba will be effectually suppressed by the | agency of the United States. He threatens to leave | “Cit, to close with our negotiations to purchase | ba, ifthe Cuban slave trade is not suppressed; | we are to join him in sappressiag this trade, and thus defeat oar policy of acquiring Cuba, which his intervention alone prevents. How easily we are to pushed around. the lomatic le, to be poo and cuffed as British insolence or interest shall require Lord Malmesbury may find out that the statesmen now at the head of our affairs may understand the course which the true dignity and interests of the United States alike demand should be pursued. ‘They may say to him, we neither want your teach- ings nor your assistance to perform the duties ‘we owe to other nations; nor shall we listen to any project of friendly co-operation with you for any porpose whatever, until you shall have ceased your impertinent and hostile intervention between us and otber nations in this affairs of the continent. The Lyneming at Lexington, Ky. A correspondent of the Baltimore American gives the following account of the late lynching act which took place at Lexington, Ky., on the 10th inet: — Wm. Barker, the murderer, just discharged from n apon & charge of theft, a notorious malefac- tor and rowdy, had a difficulty at early dawn with a mof the name of MeUbesney. Barker frew a ife and made several attempts to stab McChesney, without serious result. Captain Beard, the mur- dered man, just from his bease and bed, attampted to arrest Barker by clasping the arm whose hand contained the knife. The individual of the knife was possessed of a stalwart person and superior physical powers, and wrenched his arm out of Cap- tain Beards grasp, then grappled with him, threw him on the pavement, and with hig foot on him or Jeg thrown over him, raised his knife and stabbed him to the heart. Several citizens saw the deed done. Barker had previously threatened to kill Captain Beard. He was kaocked down, by way of @ warrant, and logged off to jail. The bells rang, the citizens assembied, and I, with a desire to hear more of the affair, joined the rapidly accumulating throng in front of ttie jail.
