The Proposed Taxpayers’ ,Party. New York, July 6, 1858, Mn. Eprron—After all the solemn promises, and viola- ion of them,-by every party that has had the govern- ment of this'city for many years, there are many honest men who look with suspicion*on your proposal of's tax- payers’ party. Whorare the taxpayers? The Dull and the bears of Wall street—the speculatora,m the bread and butter, the health and the life of the mechanic and lsborer—the hordes of office holders, who have fattened themselves by frand and perjury—these are the tax- payers who would be likely to rule sucha party. But why make distinctions where the constitution makes nove? Are not the tex earners as honest aud as capable as the ‘ers? It is charged, and with truth, tha: re- spectable neglect to yote. If some system were introduced whereby an honest man’s vote would be worth as much as a rogue’s, he would not shirk bis pm Su; each voter had to sign bis name and residence depositing his ballo:, it would put a stop to false ewearirg end voting; it would be the means of a ed the fountain from which all power is derived, which, in its preeent state, can produce nothing but cor- ru 7 TAX EaRNER. A falling off equal to pearly forty per cent im the chief source of the public revenue may well render « recourse to loans necessary, if the nerve be wanting to resort to the boider and fairer expedient of direct taxation. Nor is there any good cround for supporing that the government will even de- rive relief from an increase in the returns from customs. So for as we cam loarn, the fall trace is not by any means fing to be large, and there ia no reason for suppomng that Congress will, at ite mext session, find the pubiic finances in a better condition than they were when it met inst. Whether, under these circumstances, |t will autho. rine more loans, and where, if at all, this system of pleng- ing the credit of fature generations to pay the debts of the generation now living will stop, remaine to be seen. From the reluctance of the heaviest capitalists here to swallow the new ten millions, withowt guarantees, which the treacury cannot give, it would seem that, in certain quarters at leant, there is & good deal of faith im the permanence of ayetem have again to report a slight rite in etocke, without the beast interference Dy the outside parite. 1, ie under- stood that several epereior® for a fall have reeolved to close most of operation @ for the present; partly to enjoy a holiday ip the cov atry, and part'y to sive the August dividends and the jmprovement of busi- ness Inthe West chance to tn‘ate the market yelues. The former have this advantage, how- ever: if they persevere, the public are likely to come to their aid and facilitate an inflation, whereas the success of the bears is invariably ruin and confusion to ali but themeelves. A few days will tell the story of the present rise. The Persia took out $510,180 in specie, which was shipped by throe leading firms, Mr, Belmont not beicg ® ebipper. Exchange closed for the steamer this morning at 1094,, the principal bankers having suecseded in selling a few parcels at this rate, It is not likely that the Ariel, which sails on Saturday, will take out much; but the bankers are asking 109%, with a{view to taking 4, which rate, with mint bars ata discount of 3;, as they are at present, would permit the exportation of gokd. BEEF CATTLE. ‘The market opened to day at all the yards with » fuir demand, improved prices, At Allerton’s brokers asked an Bdvance of about half a cent, which was pretty generally acceded to by butchers, notwithistanding the re- ceipts were of an ordinary quality, and many of them large rawboned working oxen, scarcely fit for market. ‘The offerings were mainly from Llinois, and came on by the Erie Railroad. Nearly 1,600 head were from Illinois and 687 from Obio. State cattle are being kept out of market, on account of the heavy receipts from the West and the consequent prevailing low prices. It is thought by most of the brokers that the merket isas high for beef cattle as it will be previous to the Ist of September; but we do not coincide with them, but think that for per- haps two or three weeks prices will be no higher; but at the expiration of that time the State cattle now being held ‘bazk will have been sent in and disposed of at prevailing prices, when the receipts will be more reguler, and prices Will perhaps reach as bigh ae llc.
