The remainder of the crew were sent on shore at Quarantine, five of whom were sick with the fever. After the voseel was thus rid of the sick, she was immediatel; the lower bay. This arrival of ello trem Matanzas is not strange. That port (has been a badly infected port for many weeks, and it is said very many soreign vessels are lying there in a deserted and digabled condition, having lost weir crews with the fever, and in many cases their ofloers. ‘The case of this veasel—she being bound for Greenock — {a ¢ifferent that of vessels whose cargo ta consigned to or owned by living in this port It wili un. doubledly be submitted tor adjudication or control to the British Covau!, who will exercise a humane discretion as to the time when it will be proper to re-man and eend her to fea; it may be that ne will think it dangerous 80 to do without firet dischargiog her cargo, acd thoroughly disin- fecting ber. Nichols arrived July 6th from Sagua la Grance, at 2 o'clock, A. M., with a cargo of suger bound to Falmouth, Eog. fhe experience of thig vessel, like that of the precedung, is sad to contemplate. One of the crew died of yellow fever the first night after she loft port—another at night op the 3d inst.,and tho Captein died twenty-four hours prior to tue arrivai of the vessel. ‘The seemen were vuried at sea, Dut the remains of the Captain were brought into port and interred in the bury- ing ground of the Marine Hospital, Of the remaining por tion of the crew, rev: re found sick om arrival, and they were placed in the Hoepiial. This heavy draught from the efficers and crew of the vessel, left only two persons capable of doing duty; ana hence, before the vessel could be sent to the lower bay for auchorage, it became neces- sary to secure the services of several men to raise ber an chor, and that of three to go on board of her as abip keep- ers during her probation in the lower bay. Tne effort to pro- cure the services of these ship keepers was not a task nor easy work; yet ip viow of the necessities of the present “bard times,” aod the temptations of very high compensation, the requisite number were induced to embark in the dangerous service. As in the preceding case, the future disposition of this vessel will probabiy be committed w the Mayor and Com- missioners of Health and to the British Consul. Humanity would seem to dictate that ® new crew should not be allowed to pasa on board ot this vessel until she has been thoroughly disinfected. ‘Until the arrival of the Grotto from Sagua, that port had been regraded as free ° from ‘epidemic yel’ow fever, the captains of all vease! ving thence reporting and pro- testing that the port was free from infection and conta- gion. We have transferred to our columns the debate in the British Parliament om the search question, which camo oif on the 16th ultimo. There are papers in this country sull contending that Groat Britain has not surrendered the claim of visitation. We afford tho reader an oppor- tunity to examine the subject for himself. Meanwhile it is proper that we should say that in official circies no doubts are expressed in reference to the complete aban donment of all pretension to the claim set up by Lord Aber - deen m 1842. 6 government of England has continued up to the present time to exorcise what they claimed ag & mero police to determine the nationality of merchant ships. They ciaimed a right to enforce species of maritime government over the bigh seas appertaining exclusively to all nations alike, and with a sole view of de- tecting piracies. To render their police effective, visita- tion was Claiined as a means to an end. Ip other words, visitation was asserted as an outbirth of a vigilant mari- tume police. We took the ground that we bad an absoluic right to the uninterrupted use of the uvappropriated parts of the eea for our navigation; and the President sent to the ‘Weet Indies such an increase of our squadron as, under his instructicus, would enable our paval force to exact immu nity for our merchant vessels. It wes thus that the issue came to bé practical, rendering it necessary that the Brit ish government, in the face of an impending collision of hose fleets, should eitber disavow taeir pretensions, or enforce them at the cost of war. We can bardly com- prenend the debate tn Parliament without bearivg in Furopean be oy stocks limits the fe observe from the official correspondence between the Minister of Finance and the President of the Bank, that from the 1s) of the present month the accounts cur- rent with reciprocal interest, kept for some time by that establish ment, have been suspended.
