with onerous exsctions by the local authorities; and if the existing Powers in those countries cannot make them 80 ‘the government of the United States will do it, even by the employ ment of armed force if necessary. It is boped that recent and certain pending and pros- peotive negotiations will lead to the acceptance and estab- Mabment of this policy, without recourse to the latter al- ternative; but there is hitch in the treaties that have ‘been made that augurs no good. I sent you yesterday the ‘view of several of the treaties taken in diplomatic circles here, and have vow to contemplate them from another point of view. ‘The treaty with Now Granada bas been virtually ratified by the President of that republic, but sticks in the Con- gress; while the one with Nicaragua has been ratified by Congress there, but has not yet received the sanction of the President. There is a stumbling block in its way there, which is not yet clearly defined, but I have reason te suspect that it is the same which the treaty may yet find here—that is, the exclusive privileges granted to Jos. ‘White & Oo, It is hinted here that the resignation of ‘Mr. Stebbins, who was President of that company in your city, indicates that there is something rotten in that Denmark. But whatever fate may attend these treaties in the Spanish. American republics, the government is determined tohave these routes opened freely to commerce at an early day. Lam informed that when the Cass-Yrisarri treaty was Tecelved in London, tt was sul by the ministry to the law officers of the crown, to know if it conflicted with the Clayton-Bulwer treaty, and these returned it with the declared opinion that the two treaties do not conflict in ‘aay particular. It is supposed that the communication 0 this fact to the President by Lord Napier, has something to do with the indifference of the former to the immediate abrogation of the Clayton-Bulwer treaty by Congress. ‘Tt is also assorted that Monsiour Sartiges has officially in- formed the government that the Emperor finds nothing in tho Cass-Yrisarri treaty inimical to the interests of France. ‘These facts are supposed here to indicate an entire acquies- ence by Great Britain and France in Mr. Buchanan’s policy in the Central American questions. ‘There is simple fact well known here, that-has some ‘significance in connection with the determined policy of the government on the isthmus transit question. Of the three volunteer regiments authorized by Congress, one for the Texas frontier is to be accepted from that State. meee two regiments for Utah, there are now in ‘the possession of the government tenders of twenty com- plotely regiments, and single companies, which ‘which bec up omer of over fifty woe phereg the government for immediate Pfr toned men, but how to keep them yalet at Tt is intimated that the Spanish and French missions will be the important ones first filled by the President. New Orueans, May 11, 1968. ‘The steamship Tennessee, from Vera Cruz 7th inst., has arrived at this port, bringing advices from the city of Mexico to the 4th inst. The news indicates the speedy downfall of the Zuloaga government. Vidaurri’s forces had won one of the hardest battles ever fought in the country. Zaloaga is reported to be distressed for the want of money. Juarez, the constitutional President, who went out in the Tennessee, was warmly welcomed at Vera Cruz. Interesting from the Utah Army. ‘Sr. Louis, May 11, 1868. ‘The Independence Messenger of Saturday mentions the arrival there of three mon direct from Camp Scott. They reported that the troops were in good health, but that provisions were scarce, with the exception of poor beef. General Johnston would not be able to move forward until a fresh supply of animals was received. The party met the express messenger from New Mexico at Green river, with the news that Capt. Marcy would not be able to reach Camp Scott before June, in consequence of the Great quantity of snow on the mountains. A man arrived at the camp a few days before the party left, who reported that the Mormons were equipping companies to stop supplies and harrass the troops. The party also met Col. Hoffman with two companics of cavalry, and one hundred and fifty wagons with supplies, one hundred and twenty miles cast of Laramie. (n the 16th of April, about one hundred wagons were ready to Jeave Laramie as soon as Col. Hoffman arrived. These trains would reach General Johnston early in May. ‘The first ox trains started this spring were met just beyond Big Blue, but in consequence of the weather were making slow progress. Some of the trains were waiting for better roads. The rapid accumulation of specie in the vaults of the principal banks of the world is a sub- ject of much remark in financial circles. In this city we have about thirty five and » half millions in the banks, with another sem)-monthly California remittance near at band. In Boston, Philadelphis, Baltimore and New Or- leans, the most important money centres of the country, the banks have about doubled their specie reserve within the past etx months. In London and Paris the accumula- tion bas been very rapid and very great, and the amount of bullion in hand is enormous. The probability is that this concentration of specie will continue for a time longer, and that we shall pile up in the vaults of the banks of ‘this city more than forty millions before midsummer. While this accumulation is going on and the banks in all parts of the world are sbowing such vast sums already in hand, the amount of coin in circulation doos pot seem to diminish. In the daily operations of business there appears te be an abundance, and the brokers of Wall street are giad to soli silver coin at i per cent dis. @ nt for bank bills. The fact that our banks have upwards of thirty-five millions of specie in their vaults 1s sufficient to satisfy all that an unprecedéhted contraction in com- mercial affairs bas been realized since the commence ment of the financial revulsion. No better evidence is wanting than the fact that our banks hold such a large amount of bullion and upwards of eighty one millions of deposita. The only consolation attached to there circum- stances is the fact that the community is laying the foun. dation for a sound and healthy system, upon which to con- struct new credits and an entirely new order of things. At the proper time this specie will commence mov ing out again In the proper channels, diffusing Ifo and activity among al! branches of industry.
