dure republicans, we are democrata. We have | with from 12 to 17 fathoms water; the outer the great, the glorious and ineffable privilege of talking pelities ws much as we please, of fighting and rowdying in every direction, and of waking our neighbor as uocomfortable as Possible. Such cherished rights, eo dearly bought, how sucredly should they be cherished ! Whe New European (iMecalty---fhe Island of Pou, Burope is uever quiet, In many reapects wo are following it- example. We flud that domes- tle diseensions are coxtinually ariving among US, OR whose muddy waves demagogues and parties ride into temporary power. But thus fer, happily, we have not shed each other's Dlood. In Europe, since the year 1800 more than two millions of uufortunate men bave died mid the horrors of war, brought about by a few privileged persons calied kings, queeus, emperors und cubiuet ministers, The bauk of » Fiver, @ coveted port, a particular fortification, ore question o' —ticy, hus been enough at any time to rouse th... continent to arms and to in- undate it with blood. A scratch of a pen ia the hand of @ single personage has over aud over ‘Sgdin vet nations by the ears, so that the world hes become sudaenly changed; the greatest events have totlowed the ecutullest, and, in ebort, the ridicuious bas ended “im the subline The tittle towu of Bolgrad not long sinve came Very near renewing the Rassiun war, and oow @ barren rock in the straits of Babelmandel threatens the pewce of Europe. Verily, a8 their name in the original sigaifes, they may become the “ gate of affliction,” and Perim, or Ei Mandel or Mebun—for tho island bears all theee vames—may be the latch which is to fasten or uufasten che gate. When the French were in Egypt, Sir Davia Baird, with a British force from India, ou his way to join Sir John Butcbinsun beture Alexandria, occupied Perim and partvully fortified it, and the works remain in tuicradle coudition; but the island is barren aud aniubabituble. [ts importance is derived from its bwing the key, the Gibraltar of the Red Sea, and its command of the entrauce through the Siraits. Euylaud has @ very nice @ppreciation of euch places ss these. It has the key of the Mediterrauean and several smali key beyond, such as Malta for example. It has 8 very pretty little spot in the North Sea, Called Heligolaud ; it has @ fancy for the Bay Islands, aud bax » ized some small points d'appui in the neighborbood of Honduras. The Perim question tukes this shape: By the estabiisbment of the overland routes to Indias, first by Lieut. Waghora, and now the rapidly ap- proaching completion ef the railway from Cairo to Suez, the proposed Euphrates railway to the Persian gulf by Eugiish capitalists, aud the anal of Suez by Lenocps and the French. men, the trade of tne East is likely to take a new directiun, Tho voyages to India, usuatly occupying from four to tive months, via the Cape of Good Hope, wili be less important upon the completion of these trauaite by rails or canal. Indeed, it is thought the vast saviog in time will divert the trade of the East immediately from its former tracks. The advantage of this would not be contined to Eogland alone. It is supposed that Russia, Turkey, Austria, Italy, France aad Spain will all compete for # share in such trade ‘as this route may offer; and should the canal be accomplished, which the Euglish engineers (for good reasous, perhape,) say is impossible, there is no doubt whatever that these nations would at once attempt the trade, A writer in an English magazwe, not long since, contem Plating the reeuite of this proposed canal of Saez, remarke:—* The navigator, after having foliowed the usaal easy routes of the Mediter Taneav, would dispose of a part of his cargo in the canal of Suez or at Djedda; would purchase ivory at Masearra, Souaken or Derbera, which be would exchange in Iudia for opium to take to China, in exchange for silk or tea; he would complete his home cargo in colonial merchau- dise from Manila, the isles of Sanda and Ceylon, in the cotton of India or Egypt, in the coffee of Abyssinta or Yemen, the gum of Soudan or Hedjaz, the corn of Lower Egypt, or rice of Dawietta, and these numerous opera- tions, which now require years, would be accom- Plisbed rapidly avd without danger, with small capitals and in emall vessels. Io short, by re- ducing the time necessary for the operations of commerce, we reduce the general expense. We make @ greater number of these changes feasi- ble in a given time, and facilitate them to small traders, who ate by far the most numerous. By affording an easier and surer route to navi- gation, we find it may be accomplished by ves sels of emall tonnage, provided with bills of ex- change; in ebort, it opens the route to [odia to coasting vessels and renders commerce and navigation general. Turkey, Russia, Austria, Italy and Southern Spain might then fit out yereels for India, and these Powers would flad their maritime resources Increase in inverse tion. Marseilles woald become more im- portent, and the ports on the ocean—Cadiz, Lis bon, Havre, Rotterdam and Hamburg—would increase their sbippiog like England, suddealy brought near ite powerful colony like Spain and Holland with respect to Manila ard Batavia; in short, the Increase of trade competition on one hand, and the vast diminution of expense on the other, would doubtless tend to lesson the rates of excbange. The produce of Asia would abound in our markets; the Asiatic markets would ,in their turn be rich in ours, and a gene- ral good would be the necessary result. All nations would take advantage of the importance of the trade with Ladia, China and the islands of the ocean.” If this be true, and if these results are likely to follow the construction of the Canal of Suez, or even partially the completion of the Cairo Railway, we must expect to see an European Interest roused to thie consideration, notwith- standing the London Times asserts that “any other State (than England) will lose its time ‘and temper by interfering in the question.” We can perceive by the foregoing extract from an English periodical, the prodaction of a writer who is personally familiar with the subject, tha the “Continental politicians” have “an interest in thore regions of the world,” and that “an outburst of spite from the Continental press’’ is not very much to be wondered at. We find some contradictions in relation to the width of the Straits and the actual position of Perim in the scoounts given as by various travellers who have visited the Red Sea. Lord Valentina was of the opinion that the Straits were not more than three miles wide, while Niebubr’s map, probably the best we havo, makes them ten miles. Bruce, the celebrated Bootch traveller, describes Perim as a low island, with @ good harbor fronting the Abye ainian ehore, five miles long and two wide, dividing the channel into two ‘parte, the inmost with from 20 to 30 fathoms, The passage on the Arabian shore “thongb narrowest and sbal- lowest” is safest, because the other is “en- f dangered by @ great number of low small islands” The importance of the position is therefore indisputable, We imagine the exclusive policy indicated by the Londoo Times will not at all be relished by its neiybbors, who, already peroeiving the ia portance of the opening facilities for reachiug the Eastern world, aud the absolute control of ite trade over those routes with which the pos session of Perim w!!! invest England, are dis- pored to divcuse it at auotber Congress in Paris, with now armebaire and iokstands to match. Hoppily for us it is a question which but Lit- (le concerns us directly, We have « way of our own toreach Asia, and a good starting point within ten or twelve days from this very port. A Continental war would of course aff-et us in more ways tban one, but not injuriously, if our righta as neutrals chould be reepeeted by the beligerents, To sum up the whole matter, anew impulse is about to be given ‘to Eastern commerce. ~ Eugtand bas the largedt interests to guard acd foster, aud she has seized upon a position in the Straits of Babelmandel which gives ber the commuaud of the commerce of the Red See; she bas taught Europe the value of this commerce, and they now desire to share it with her. France in particular has an in berited taste for Egyptian affairs, aud ever since the time of the firet Napoleon has made mupy efforts to keep up a good feeling towards itself in the divans of Alexandria. We shall watch the course of events with interest. OreninG oF THE ANNIVERSARIKS.—Tho pre- liminary exercises of one of the anniversary meetings for the year took place yesterday. The meetings, however, will not be iu full blast ull next week. The appeals of the several religious societies will be even more urgent this year than ever, aud the faithful will be called upon to come down with the funds with- out stint. Between the bard times and the great revival there will be a curious coatest be- tween poverty and conscience, and every one will be anxious to see how the cash accounts foot up in comparison with former years.
