A bill was about being read a third time, in which was given to the New York Hovse of Refuge the sum of seventy five thousand dollars. The bill was ori- givally drawn for that instituuon, but in Committee of the ‘Whole Mr. Patterson, who represents Rochester in the ‘Benate, obtained consent of the Senate to add tho sum of twenty thousand dollars for the Western House of Ro- fuge, located in the latter city. This morning Senator Wheeler, of Franklin county, moved to recommit the bill. He stated that ho felt as willing as any other person to distribute the charities of the State to these as well as every other deserving public institution. But in the pre- sent state of our public finances he did not feel willing to ‘vote eppropriations when there was not a dollar in the treasury. The State is now indebted more than half a million, due to laborers on its public works, and unabl- to pay the first farthing. He had recent information from the Comptroller to the effect that should the Legisin tare pags such a law ag tho one proposed, the money ould not possibly be provided. The Senator spoke fo half an hour in an eloquent strain, urging the strictes economy in the public expenditures.
