The steamabip Black Warrior, Captain Smith, which sailed from the mouth of the Mississippi river on the 13th, and Havana on 16th inst., arrived here last evoning at seven o'clock. Since our last report from Havana heavy rains and boisterous weather have now and thon intorrupted busi- ness, prevented the grinding of cane, also tho transporta- tion of produce to the railroad depots and shipping places, and coasting vessels from reaching port regularly. Capt.-General Concha had returned from a tour to the south side of the island and Iale of Pines. Ho was well received everywhero, even in tho districts that previously ‘were most disaffected. At Havana preparations wero being made on an exten sive scale to celebrate the birth of the Prince of Asturias, (to commence immediately after Lent.) It promises to be the most magnificent affair ever witnessed tn the islaad. The city of Havana is to be in a blaze of illumiaation, and the festivities of the occasion are the on dits in overy circle. Stock of sugar, $8,000 boxes, with prices tending up- ward. Havana, Marea 15, 1858 General Concha’s Tour— Visit to the Isle of Pines—Great ‘Things in Store for the People—Chauncey, the American Sailor, Pardoned. ‘The Captain General has been absent for somo ten days on a tour of inspectioa, more interesting than usual to our suprome authority, on account of the new points of view submitted to his examination of our various industry. The Botany Bay of littie Cuba—the Isle of Pines—was visited, and all the ancient pirate bannts wero noticed; the marbie quarries and the public works connected with the labor of the pritopers, as well as the limited agricul- ture of the island, were invostigated—all of which will be of advantage to that portion of the realm, by the impetus that will be given, threugh the intelligent action of Concha, to induce a better cias« of emigration—throwing the aid of the government in behalf of the im provements necessary for communication and trapsportation of products of the soll to markets on tac mainland. The isie of Pines may be made the vegetable and fruit garden for Havana and its vicinity: while for stock of all cescriptions for our mar- kota there could be no better country, and the necessity is prossisg upon us that it should bo ao devoted Wo begin to feel the want of beef cattle, sheep, swine, poul- try, &c , which bya proper disposition upon the Isle of Pi vould soon disappear, with the exormous prices which we are now compelled to pay.
