The harbor is tne entrepo' for the trade of the interior, and is rapidly filling. Unless looked to in time, five years will see it altogether choked Patty along the banks of the harbor one morning, I obser red two vegroes bathing. Proceeding up to one of the darkies, I asked him why he bathed there, and if he were not afraid of the alligators, to which he replied, “Me no fear, Massa; alligators no touch me.” “Why not” “You eee, Massa, I knows @ spot to toach them, and they run away.” ‘Where's that spot?”’ “Me no tell, Maeea;’ and with agrin be lathered his Diack hide with Sap and gave a plunge into the water. The natives are well made aad muscular; the men strong and dissipated, the women pretty fair looking, aud loose both in their mo: rals and dress, the latter being simpiy = chemisette, tied round the waist, and a loose wrapper very loosely’ sus- pended about their shoulders. The Mosquito flag is hoisted every Sunday and on the ar rival of every vessel. Its a curious medley of six blue and five white stripes with the Engtisn Jack dominant. There is no white church, only @ biack one, having a black parson, who purchased’ his own and his wife’s freo- dom in Louisiana some six years ago, and has since re- sided here, working on week days asa laborer. There is no schoo! house or library, except a few books presented to the town by its former Mayor, Mr. Martin, and shelved ip a bilbard saloon. There ie a station house, with no one to occupy it; a market place, but little used; some fifty stores with as- consisting principally of dry goods, crocke- ry ware and groceries, most of them being, independent of their commercial character, groggeries The town boasts of two hotels, without windows—the St Nichola:, kept by widow stevens; and the other, the 3an Juan, pre- sided Over by one of the fairest of ‘Africa's danglters, who enjoys her Havana with decided . The accom! modations sre such as are generally found ina “one horse” town, excepting the presence of a multifarious collection of insect creation, sand flies, cockroaches, or niigas, morquitoes, &e., which the traveller soon becomes accustomed to rd as indispensable to the Juxury of a | tropical climate. The usual price for board is $9, for board aud lodging $12 50a week. The bill of fare ‘isa cup of excellent coffee at six o clock; breakfast of hashed meats, bread, bananas aod fish at nine o'clock; dinner, consisting of one joint, an olla podrita and a cup of cof! ee at three o'clock, no tea, no supper. I did not see a cart or truck of any kind in the town, with the exception of a wheelbarrow, and this but rarely used. Much bas been written concerning the unhealthfulness of Son Juan. and many stories bave been (old of the nu terous reptiles with which the place and its vicmity abound, as also of the lawless character of the people. ‘I bave made mquiries of some of the oldest aud most re- spectable citizens of this place, and from allIcan vearn, us well as from my own experience, I cannot endorse the copelusiong of former writers. The soil is sandy. It not only raing but it pours for over eight months in the year, aod vegetation, like that Lo all simiarly situated places, ts ravk ana prolific; but with the exception of whatis called the Sau Juan calentura (fever), not dangerous but annoy- (AsPINWALL) ROUrE—TWick 4 a. seeeseenesd 9870 icg, whieh some encape, amd more, with proper care, | tever bave, I must ray, from all | bave heard and seen, the citizens Beem to cajoy as good health bere as on any part of the Central American coast There is no data upon whieh to form any 2ertain opinion, no tables of mor- tality baving been kept; inquiry and investigation alone must cirect one’s conclusions. The rainy season commences about May, and laste until about January, and from a meteorological table kept in the years 1861, 1852 and 1863, there were sixty-one, sixty- eigbl and eighty one clear and dry days during the three above named years ‘With regard to numerous reptiles, the jiggers are the greatest pests. As to scorpions, snakes, #ild bogs, tigers and the iike, persons would have to bunt them up in adjacent forests, for they don’t even show their noses in the town Sorroupding San Juan are netrable forests, covered with interiaced trees of every*description, briars, brush wood, ke , making the scenery one dense mass of jungle allaround, unreieved by & single patch of cultivated ground or mountain verdure. Fish of every kind abound in the lagoons, river and harbor; Cavallo, red fish, grunter, ehark, porpoise, pereb, trout, catfish, mackerel, juspota, drummer, &c.' the sbijs visiting the yore frequently supplying the whole towa by a ring e haul of the sewe. Ricuwonp, Va., March 6, 1858. The Virginia Legislature in a State of Utter Disorganiza- tion and Confusion—They Break up, leaving the Business of the Commonwealth Undone—The Constitutional Term Expired—Governor Wise comes to the Rescue and issues a Proclamation Calling an Extra Session—His Speech to the General Assembly. For three days past the Legislature of this State has been inastate of indescribable confusion, which conti- nued up to ten o’elock to-night, when the session expired ‘by constitutional limitation. Much time in the carly part of the session being wasted in lengthy discussions upon unimportant subjects, all the great questions in which the ‘State was pesuliarly interested were crowded into the last two weeks of the session, when it was evident they could not be disposed of. The body, as regards the questions of State policy, is divided into two factions—the internal im- provement and the anti interaal improvement factioas— the former having a vast‘preponderance. The latter, seeing ‘no hope of success upon a direct vote, applied themselves ‘at an early stage of the session to stave off action upon in- ternal improvement bills until the last moment, and gave to the other side the fullest latitude of debate in order to kill time, The expedient proved a very effectual one, for under the unrestricted license for debate, and the eager- ness of the members te avail themselves of it for Bun- combe purposes, they became perfectly oblivious as to the circumscribed period within which they could consti. ‘tationally act, and it was only after the session had waned to within a week or two of the limitation assigned that they woke upto a full sense of their true positions. For four or five days of this and last week the House of Dele- gates was occupied with the discussion of a bill authorizing a loan of $400,000 to the Orange and Alexandria Railroad Company to complote an extepsion of their road from Gordonsville to Lynchburg—a road which, by the way, will operate injuriously upon the interesta of this city, as it will divert the great trade apd travel passing over the Virginia and Teppessee line at the latter point, and send it by this road to Alexan¢ria or Baitimore. This discussion closed on Thursday evening, and, & vote being taken, re- sulted in the defeat of the measure, it lacking one vote of constitutional majority. There were now bat two days of the session left, while every important bill upon the calendar, includiug the bill making appropriationa for the support of the government, was yet to be disposed of, jere came the tug of war. The firat question wiih the internal improvement par'y was to procure an extension of the session. To do this would requiretaree fifths of the whole Legisiature, whereas the internal Impeo ovement party commanded little over a bare majority. The Seuate be ing more favorably constituted with regard to that inte- rest, passed a resolution extending the session to the 15th inst., and it being seut to the House for its coucurrence, a vote was taken upon it and it was lost, lacking fourteen _ votes of the requisite number. From that moment the utmost confusion followed. To enter upon any business was entirely out of the question, and the whole time was occupied in discussonus as to “which of the parties was properly reepocsible for the ex- isting state of things. The anti internal improvemeat par- ty were somewhat scary about returning to their constitn- ents, !eaving the appropriation bill for support of the government unacted upon, aod they made many streou- ous eflorts to get it up, but in vain, the opposite party kpowing that if that bill was dieposed of they would have no ecrilples in preventing an ex’ension of the ses- siop. They were in hopes all through that by keeping that bill back the minority woud ultimately agree to an extension sooner than incur ihe responsibility of stop- ping the wheels of government. But in this they were deceived, for the anti-internal improvement party, in their zeal to defeat any farther appropriations for pablic works, were willing even to encounter ali the risks attachiag to a failure to pues that important measure. ‘Thus did matters continue up to the session ot to-night, several cnsuccessful efforts to extend being meanwhile made. At the forenoon session of to-day the Senate adopted a resclution, which was reported to the House, to the effect that they bad agreed to adjourn at 10 o'clock PM. Yet, sull ere was & hope, and the question conti- bued to be warmly discussed in the louse up to 4 o'clock P.M. today, when an adjournment took place until 7 o’atock P. M’, uncer the operation of a former resolution.
