The leases of several of the jy ‘now occupied by companies in the lower section of the city will shortly ex- pire, and as the services of these companics cannot, un- der any circumstances, be dispensed with, it le necessary that some measures should be taken at an early day to provide them with suitable locations. The great amount of property and merchandise located below Chambers ‘street should be at least in @ position of security in reia- tion to fires; and {tis a matter requiring prompt action from your honarable body, to prevent serious and disas- trous consequences from any want of force in the lower dintricts. th anty population below Chambers street renders the Organizaticn and continuance of fire compa- pies down town a matter of great difficulty, and as the duty required is frequent and laborious, the accommoda- tious are not of @ suitable character to keep a fire organi- zaiion together. | would respectfully recommend that a portion of the unoccupied public property in the lower secuons of the city be appropriated for this purpose, and suitable build rected thereon. BADGES. I find the law authorizing the issue of badges to mem- ders of the department to be preductive of mush evil. Ly has not accomplished what was designed by its introdus- tion, but bas added jeraey te the cause for complaint it was designed to remedy. fhe number of badges that are either lost or stolen amounts to over one thousand at the cleroeng time, and it is growing to be a source of 7 faction among members of toe department, at the ne- cessity of wearing them. The ownership of a stolen ge ‘gives free accees to thicves and other dangerous pergons to the close proxi mity to fires, where, under ths recognized ehield of Ue Fire Department, they can per. form their nefarious calling w ithout suspicion or jh oan tion, It tsa well known fact that couts on which badges are worn have been stolen from duferent apparatus wale on their way to fires, and it is not difficult ve conjecture thai they were taken Solely for the purpose of procuring ges to give recognized admittance to a buildiag on dre. Iwould advise an amendment to the Iaw, that badges be aboliehed altogether, save for the engineer board and officers of companies. HIKE COMMISSIONERS. The Board of Fire Commissioners, to whom is delegated the power to try all casce of inaubordination occurring in the department, have discharged the duties of their posi- tion in a fair and impartia: manner. It is @ delicate, and at times almost an imporsible task, to decide upon the many ome cases that are brought before them ; and though pe: there may be difference of opinion among members o” the department in relation to some of their decisions, yet it is ackuowleiged by all parties, that the Commisiorers have been actuated only by a desire to ad- vance the wterests of tho department. The selection of the Commissioner Board lies wholiy within the depart- ment iteelf, and ‘the Beard is responsible to that body for a faithful discharge of the duties for which they are elect- ed, and any cause for complaint can be remedied by them- selves at ihe proper time. It was in pursuance of the following resolution, troduced im the Board of Councilmen, by Councilman Brady — Whereas the land made weet of Weat street, and between Dey and Fuiton streets, is ocoupie : by unsigh:iy sheds and market stands, which ‘divert the same from the purposes originally intended; and whereas the sidewalks on both sides of Weet street are obstructed by stands for the sale of produce, to the great inconvenience of pedestrians and obstruction of yehicles—therefore, Resolved, That hie bonor the Mayor be requested to cause the sime obstructions and incumberances to be re- moved forthwith, When the resoiution was read by the clerk, Councilman Kkrapy said that he was rgon who introduced the re- solution to the Board of Councilmen, and that the pro- pone of doing so was suggested by the arguments used y the steamboat owners ib opposition to the removal of their vessels to piers up town. They stated wich much truth, that a great deal of grow ye wharves is occu- pied by unsightly staugs and sheds, and ye: nothing was done towarcs having them removed. He was perfectly willing by ay for the erection of a new market in the lo- cality, if the present one is too small; but he wes opposed te the idea that the eity should receive money from #uch, sources as those which only encumber the sidewalks of the cit Kimball, Burnet and Kempston, who owa iy: Mesere stands in or convenient two the market, argued that they built their sheds and stands like all others, at considerable expense; that the stands complained of outside the market ou the sidewalks, pay a revenue to the city of more than $10,000 a year; that each stand is taxed to She amount of from $1 to $3 per week, and js therefore lapis reongpions that the facilities for marketing aiford at) Waahiugion merket a) almcet indispensable to the convenience city ; that wo market ip the word is the scene of such ac tiv business, and that few market carta stand in the ae and pot tho large number that has been re- presente frauds, tor ry Co pe that is paid for the abods and ‘even in ite pro- ent condition; that it would, ifthe ground was and the present encumbrances removed, $1,000,000 or more, and to this, improvements would tainly he addes in the of buildings, that woul taxable to the auount of annually’; instes1, there. fore, of only receiving akout $40,000 or $50,000, which is the Maximom aniount ever received out of the W - ton market and the stands convenient to it, $200, would flow from this source into the city treasury. conclusion of their reasoning was portion of the city would be handsomer; that the owners of the stands and sheds would not be,as they now are, alto- gether in the power of the City’ Inspector, who can at aby mowent Coprive them of their permits, many of which cost from, $2,000 to $3,000; and that couniry pro duce could be hhased cheaper by the citizens when the dealers at Washington Market would not be afforded the present facilit es for buying it up and afterwards sell- ing it at whatever prices they chose to demand, A very oo number of those who are directly inte. rested on b sides of the question at issue were Fe rent, and a good deal of carnestocss was manifested to prolong the speaking, but the Committee, at this stage of ibe procees adjourned the further hearing of argu. ments on the subject until thore already before them should be duly consijered, when notice will be given of their next meeting im the Manat» and other morning papers. The Committee on Railroads of the Board of Councilmen met yesterday, to hear what any parties interested in the subject of running team carriages on Eleventh avenue below Fifty ninth street bad to say as to the expediency of preventing or continuing it. G. H. Stny«en appeared in behalf of property owners on Fleventn avenue. He sais that the ranning of steam cars on the street was destructive to life in many instanves, and ® great nuisance and injury to property aod pagple in the neighborhood. He said that all the people in the lo. cality of the railroad are opposed to having steam iu one oftheir public thoroughfares; that they have been con- sidering the subject ior years, and cannot help wonderog that it bas bot been long since re- moved. He concinded by expressing a hope that the pro- prievors of the railroad of their representatives would pot absent themecives entirely if they had anything to say in opposityon to the reme-val of their steam cars from the streets, as they did the last time the subject was before the Commer Council.
