With these i oregg vemarks, and the further ebeervation, that what Tam about to suggest does net arise from any hostility to the banks, but, on the contrary, their future sta- bility and prosperity, (a8 indissolubly united with the permanency and prosperity of all the great inte- pests of ‘the country,) I will proceed to J First—-That the’ leading cause of the recent wevulsion and financial embarrassment, (com- Penge; 9 in the city of New Yor&,) arose from ‘the t increase of the discounts and Joans made by the banks during the first of the 1857, and which were based upon the deposits with them on call, and the sudden contraction or diminution of such loans, which occurred between the 16th of August and the 24th of October last. ‘The sudden@ithdrawa! of nearly $30,000,000 from @ borrowing community within the nee of a period of ten weeks tended to produce pe icand pt- to an alarming extent, while it affected ex- 8, a8 between us and all other parts of this eountry and Europe, to such an extent.as to make it cticable to get funds due us, at given points, ted to meet our Liabilities at home; in addition and connected with this state of irs, distrust eiaed the minds of the depositors, who drew their balances from the banks, and an almost universal woin and bankruptcy ensued. To accomplish this end I propose that the specie basis of the banks should be a pave mye centage on the amount of their respective capitals employed, and to limit the amount each may dis- count of the deposits left with them, as follows: — Each bank may discount or loan such amount of the deposits feft with them, on call or other- wise, as shall amount to sixty per cent on the amount of their oaey capitals actaally paid in in cash, and shall at no time have less than ten per cent in ‘ie of the amount of their ive capitals; and whenever they shall exceed in dis counts on deposits sixty per cent, as above, they shall have on hand lar for dollar in bullion for dollar of such excess. To illustrate: a bank with a capital of $1,000,000 may discount of Er $600,000, and must have $100,000 on hand in bullion. Thus the bank can maintain an uninterrupted line of discount of from $1,600,000 to $1,700, by aid of its circulation on $100,000 of bullion, and it to the itor a urity of from $1,600,000 to $1,700,000 ay el 7, and one hundred thousand in specie, as a ty for the six butdred thousand they hold on deposit, which is about three to one. "This would enable the banks in the city to grant facilities to the blic with more — to themselves, and toa much amount than they did from the middle of t last to this date, and on an amount of bul- lion less in the aggre; than that held by them in and during the month of December last. Now all excess of deposits over this $39,000,000 | be considered bullion in the hands of the banks, to fortify themselves with it, by the terms of this arrangement, they should and would purchase and hold some $20,000,000 of the deposits, being a basis of specie of $26,500,000, and as security for the $59,000,000 of deposits used by them, making @ se- curity in bullion of nearly one dollar for every two i them, and holding over $104,000,000 of die- counted paper as an additional security to Te tors. By the provisions of this arrangement, if the banks will keep a permanent specie reserve of $20,000,000, they can increase their line of discounts 110,500,000. Governor R.’s reply was mauly and straightforward. In substance, he refused to re- cognise the acts of their Legislature, and assured them if they would return to the capitol and pro- ceed with business he would call to their protection a sufficient military force; but they would not come. OnSaturday evening last both branches adjourned sine die, leaving the Territory in a decided “fix.” It is thought by some that a special session will be called; but I ain inclined to doubt whether such will be the case.
