BSFORM IN THE METHOD OF KLECTING FIRB WAKDENS. The commities appointed to suggest reforms in the method of electing Fire Wardens, presented a report re- commending that there shall be chosen by baliot at each annual mecting of the Board of Representatives, & com- mittee of three, whe, in connection with the Presideptand the Committee on Fines ani Penalties of the Board of ‘Trustees, shall constitute @ uominationg commitico, aud ‘that the committee shail nomunate ech year suitable per- sous for the office of Fire Warden, who shall alone be voted for tn the election by the Board, and that the names of the persons #0 chosen be presented tw the Common Council for confirmation. ANNUAL REPORT OF THE BOARD OF TRUSTEES. The decretary then proceeded to read the aunuat report: of the Boare of Trustees, from which the following ex- tracts arg taken :— lo cmienes with long established usages. your tras- tees again present an account of the great and important dutics entrusted to their care; aud although we are in the midst of one of the greatest firancial revulsions ever wit- newsed by the present generation, nevertheless we are gratified with the tact that no worthy person haivng a clam onthe fund, oa applying to that source, bas been refused, and we trust that in our efforts to relieve the sick and disabled firemen, the widows and orphans, we will be seconded by an ever generous community. Although tha receipts of the Bepartment have been in- creased, there has been a corrcaponding increase of ex- penditure. The trustees have expended during the past year in the purchase of coal and shoes, payiug funeral expenses, widows’ pensions, &c., the sum of thirty thousand five hundred and sixty seven dollars and ninety-one conts. It will be perceived that the above expenditures exceed in amount, by over five thousand dollars, those of any pre- vious year. This amount, your trustees are satisfied, has been ju- diciously expended in relieving the wants "and cheering the firesides of the widows wud orphans, as well as our sick and disabled brethren. By referring to the annexed report of the treasurer, it will be perceived that at tbe last annual report there re mained a balance in his hands of twenty-two hundred and thirteen dollars and thirty-four cepts. Siuce which time he has received from various sources the sum of thirty- four thousand six hundred and fifty dollars and fifty -cig! cents, which, in the aggregate, amounts to thirty-six thousand eight hundred and sixty-three doilars and nine- ty-two cents. Out of which there has been expended the sum of thirty thousand six hundred and eleven dollars and fifty ebt cents. Tnvette:! ou bond and mortgage one thousand five hun. dred dotlars; re-invested, two thousand dollars, leaving a balance deposited in the ‘Buteber’ 's and Drovers’ Bank to the credit of the Fire Department Fund, of two thousand seven hundred and fifty-two dollars and” thirty-four ceats. ‘The Permanent Fand (including Trust and Special Trust pore a to ninety-five thousand two hundred ty dol eee as follows:—Ninety-five thousand dollars on bond and mortgage, and two hundred and fifty dollars ia Manhattan stock. It is with sincere pleasure we refer to the exertions of the Firemen’s Ball Committee. By their devotion to the Department, their good taste and discretion, they have caused the Firemen’s Ball to be the pride of the fireman, and ® great gource of relief to the Widows’ and Orphans’ Fund, The proceeds of the Iast annual ball, at the Aca- demy of Music, netted the unprecedented large sum of five thousand three handred and ninety-nine dollars and thirty-one cents, which amount far exceeds auy previous effort on their part. Donations have been received from Messre. Fisher & Bird Rank of Commonwealth, Joseph Sampson, Miss Mary A. C: Rodgers, Swift & Hurlburt, and also the proceeds of @ concert given by the Pyne and Harrison troupe at Bur- ton’s theatre; allof which have been publicly acknow- ledged in sppropriate terms over the signature of the ‘Treasurer. 1c Trustees are under obligations to Mossrs. Thalberg and H. Vieuxtemps for their kind and valuable assistance to aid the Dey it funds at the concert giv- en at the Academy of Music. The net proceeds could not be ascertained in time for this report. The School have, as 2 ua, discharged the duties eutrusted to their care. Since the last amaual re- port they have distributed 1,978 pair of shoes to the vari- ous recipients of the fund. They also report that there is a vacancy in one of the Van Schaick scholarships of the University, caused by Edward 1. Snyder having, ins Jitable manner, fulfilled the course of studies for entered. Itis hoped the members of the De. partment will avail themselves of the generous contribu- Gon of our honored citizen, mp cd ng Svhaick, Faq, of the free scholarships in the University of this city, y bamning @ son of a New York fireman wo said privilege, at an early day, to the Board of Trustees The mittee on Fines and Penalties, who are charged with the prosecution for violations of the Fire laws, report that, during the past year they have received from the Fire Wardens nearly one hundred notices of violations, which were not removed on gotification by them. The committee report, on examination, some were wrongly notified, others have since removed, or the time extended. The balance have been placed ia the bands of counsel to prosecute. Prior to the year 1857 a large number of suits Were Commenced against parties for violating the Jaws, all of which are forwarded aa fast as circumstances will permit. The Court of A constitutionality toeurance comp trustees are gratitied to ptate thatall agents doing Dist: 4a in thi city, with two exceptions, have promptly complied with the law. Tho exceptions are, Asa Bigelow, agent of ‘various Boston and Providence inedrance las, who has carried the case to the Supreme Court of the United States; and Alfred Pell, agent of English insurance com panies located in London and Liverpool. The suits against the latter are still peudin, The Court of Appeals slvo confirmed the judgment of the lower courts in the case of the Department against Buffom, for a violation of the Fire laws, which case had deen in litigation for over five years. The Commyttee, as well as the Wardens, experience great trouble in executing the law relative to buildings ‘owing to the mutilation the bill wasanhjected to after it was sont from (his city, and will call the attention of the Topresentatives to the importance of securing the passage of the law relative to buildings, presented to the Legisla. ture last winter, but not in time to both houses. This law, ag Well av the faithful execution of it, deserves the attention of the members of the Department, and it is «i that they, as well ae our citizens in general, will jend thoir aid to enforce a law which is not only for the prewotion of tus lives of firemen, but our citizens gene- The Fuel Committee have, ‘uring the past year, distri bated aver 500 tons of coal and bave made the usual con. tract for the ensuing year. Owing to the great increase in the number of active firemen, as well as the short time required to be exempt from duty, we must necessarily to meet a very large increase of demands on the Fund, and it is a fact that the pensioners on the widows’ list’haye about doubled in number du: the past ten years. New York Central Railroad fell off from the opening. Thero is a good deal of inquiry regarding the whereabouts of the surplus reported by the New York Central Railroad Com pany. The balance reported in bank was $278,907 19. This is supposed to be cash, and if so it is good for so much. The rest of tho surplus is in Lake Erie steam boats, Lewiston Railroad stock, Troy Union Rail road stock, Hudson Rivor Bridge stock, bille ree able in the hands of agents and tn anticipated income. Tt would be difficult just now to realize much out of such @ lot of aseets, and it strikes us that they will hardly be made available in time for the February divi dend. It takes ovarly a million of dollars to pay & semi annual dividend of four per cent on the capital stock of | the New York Central Railroad Company, and that amount has to be earned in the six months ending December 31, for the February dividend, if paid or bodily borrowed.
