The operation was commenced by Mr. Bright, the engineer, on the 22d ult. The heavy imshore cable was under-run from the station at Valencia on a catamaran, formed of a timber framing beari a saddle fixed between two long was towed by the steamer. At jeg, which was attained on the lst of October, the gales having interfered with the work, ‘the bearings were taken, and the wire was attached to Maree chain cables, fitted with buoy, at a short distance apart, for connexion with the ocean line to be laid next oy 4 when operations will recommence. About 83 miles of the ocean wire—and the remainder of the imshore cable, about five miles—were thus recovered. ‘At a quarter past 4 o'clock on Friday, the 6th instant, ‘when a heavy swell and sea prevailed, the wire parted. rhe there was rocky, and it is not improba- Dle that the wire, which {s capable of a strain of four tons, was broken by the uneven char- acter of the ground; the drift of the steamer making ‘very little way with the wind on her quarter would tend fo bring @ heavy strain upon the cable if it lay in a cleft. ‘The weather was very rough and unsuitable for the work —the Atlantic swell being always heavy at this season; and the recovery of the remainder must be post ‘anti! next spring, when a small steamer will be sent to meet the , and to assist in making the splice with the shore end. It is very satisfactory to know that the submery wire ‘ears no appearance of injury, and the whole of the re covered cable can be used again. There is, of course, a Mttle rust on the twelve wires which protect the inshore cable, but on rubbing with the finger they become bright again: none of the gutta percha coatings are disturbed, and the of the wire seems to have stood exceedingly well. In manufacturing the inshore cable ‘an outer wire would occasionally break, when the part was lashed round with smaller wire. These lashings are also undisturbed. ‘The telegraphic cable in the Agamemnon is passing at the rate of about a mile per hour from her hold to the tanks. It goes Lap a composition of tar, pitch, linseed @il, and beeswax, and is coiled in circles so compact as to prevent the admission of air, About 250 miles are landed, and there are a thousand yet on board. In order to facili- tato the departure of the Niagara for New York her wire was discharged with greater rapidity, and a portion of it ts now passing a second time, but more slowly, through the composition, to make its ‘application more complete. An asphalted roof covers the sii which are secure! caulked to insure the entire ration of the cable wit ‘the solution, which will liv prevent any oxidation from setting in. The old powder magazine on the north wile of the Keyham Docks is filled with the machinery, hawsers, buoys, lamps, and other stores appertaining to the enterprise. Prices are Barely up to the quotations of last Friday. After the departure of the Africa, on the 1th inst., the Deoyancy of the cotton market, which was reported in our despatch of that day, was maintained uhtil yesterday, when the upward tendency of prices was sensibly checked, without, however, any apparent cause, and the market closed very dul at about the quotations of Iast Friday, and with sales of about fifteen hyndred bales, mostly Rast India descriptions. The sales for the past three days foot | up 13,500 bales, of which speculators and exporters took 1,200 bales. We quote:— Pair, Middting . a ft 7 These quotations, however, are nearly nominal. BREADSTUFFS. ‘The downward tendency of our breadstuff market, re- ported by the Africa, has steadily prevailed at all points during the past three days, and quotations of American flour are generally reduced from last Friday's prices, from one shilling to eighteen pence, and in some cases even two shillings per barrel. Wheat also has continaed extremely dull, and sales were made yesterday at a de- cline from Friday's prices of from three pence to four pence, and in rare cases six pence per bushel of 70 Ibe. Indian corn was very dull, at six pence to one shilling por quarter of 480 Ibs. PROVISIONS. ‘Tho market for every description of meats congaues without antmation, and prices are quite nominal. Fully satisfied from this discovery that the employés of the railroad companies were in no way implicated, more rapid progress could now be safely made in ascer- taining who this stranger coujd be, when on comparing notes, the description answered well to that of a person who had frequently passed over the route, endeavor- too much success, to secure the contidence \ductor and men, particularly these on the Sunday night trains. No suspi- cion had arisen, however, as of course the loss of the mails were unknown to them, and yet it now appears his frequent passage and unusual familiarity had been made the subject of some conversation. Further exertions re- sulted ascertaining the name and locrliiy of this agreeable traveler, and aclose watch was set upon all his move- ‘ments, and every preparation made for his detection if he re] the robberies. just before the train left New York on last Sunday evening he arrived at the depot in Twenty-seventh street, but the special agent had arrived before him, and taken a — in the baggage or mail car where he could both ear and see without being seen or heard. Becoming subsequently alarmed at an unguarded yet tri- vial movement of the Conductor, and being left alone for a moment while the hands Were “breaking up,” he as dexterously removed the deposits from the trunk back to their former position. The rest of the story can be told in a few words. At the depot in this city Mr.H. came out from his close juarters and at once arrested William S. Tuckerman as e author of all these buld mail robberies. Upon his person and in his valise were found the most overwhelm- ing evidences that no mistake had been made in the man, ‘and he was soon after committed to jail. The trunk referred to and its fixtures bear the strongest proofs of having been prepared for the illegal purposes to which it was put on this occasion, baying a peculiar lock to admit of its being opened without the slightest inconvenience, or noise of a key, and the valise which was found inside con- taining heavy iron weights, lest the lightness of the trank at one point, and heaviness at another, after receiving the mails, should attract attention and lead to suspicion. His uniform and gentiemanly deportment, and very re- spectable appearance, had prevented any suspicious among the hands as tothe object of his unusual civilities and familiarity—and his fondness for smoking aud liberal distribution of the best quality of cigars, had furnished the pretext, and paved the way for often riding inthe baggage car. 11 ix hoped that the lesson taught in this instance 0 the risk and impropriety of allowing outsiders in the cars orn provided for mails and ¢ will not be lost upon the managers and employées of New England and other rail- roads. [Correspondence of the Pennsylvanian. } Wasnixaron, Nov. 30, 1857. Arrival of Members—the Kansas Question—The President's Gen. Walker's Expedition. Members of the House of Representafives begin to ar- rive in considerable numbers,and a quorum will probably be here by the middle of the week. The usual caucas of the democratic members is announced for Saturday night, when nominations for Speaker Clerk and the other offlcers of the House will be made. The opposition press indulge inthe hope that some difficulty may arise in organining the House, growing out of the Kansas affair, In this they will be disappointed, Many of the Northern members avow themselves openly in favor of receiving the consti. tution, and admitting Kanaas as a State under it, without unnecessary delay, and none have taken position againat it. There is no aipestion to come to a hasty decision, but rather to wait for a full and impartial statement of the actual condition of things. In any event it is apparent that differences of opinion on the immaterial question of submitting the whole or a partof the constitution to the people, so long as the real issue is presented to them for decision, will not cause any distraction in the party. ‘That portion of the democratic press that committed itself against the Convention, on the faith of falee telegraphic ee is evidently reconsidering ita position, and radually falling into line. 1 may mention, also, as a fact ‘nown here, that the Chicago Times, 4 frequently quoted by the opposition, does not represent the views of Senator Dougan, nor is it all under his control, as has been gen- erally supposed, Its course is evidently dictated by sel- fish motives, rather than a real desire to promote the principles af the democratic ex: Tt has been stated in seme of papers that the esti- mates for the expenses of the approaching fiscal yoar will exceed seventy millicns of dollars, When it is taken into consideration that these estimates are within the control of the department, but made under existing law, it will be perfectly plain that the only way to cause a decrease this amount will be for Congress to repeal there laws and pase others that will reduce the necessary expenses. The speculations and predictions of the distant preas on the forthcoming message of the Presitent are most amusing in the federal metropolis. Whilst it i quite certain that the President will review the important events which have transpired during the pine months of his aad tnake judicious recanmendations for our guidance in the future, #0 that the evils of the past may be avokted, it is equally certain that not oue of the many jents who are at prosent thronging the city can say in truth of what the message will consist, or what recommendations will be made. It is all specula tion founded upon no weil ascertained fact. None of these gentlemen bave as yet seen this message, ant it ie not Itkely that they will see it before it is transmitted to Con ress. These rumors are just as near the truth as that one which was extensively circulated some weeks ago, that the Secretary of the Treasury intended to recommend ‘an increase in the rate of duty upon sugar and coffee. Many in this city bave expressed surprise that nothing been heard of Walker's filibustering expedi- tion by the arrival at New York of the California steamer Northern Light. These persons should recollect that the news by that steamer is from the lacie side of Nicara ua, Whilst Walker himself is somewhere in the Gulf.
