The arrival of the steamship Arabia at this port from Liverpool, with seven days later advices, at an early hour this morning, gave quite an impetus to the stock market. The movement was unusually ac- tive, and in almost every instance an important im- provement in prices was realized. The bulls appear to be in fine feather just now, but we fear they will not realize mach of the advance in market value, Small holders of stocks outside the street may take advantage of this inflation, and sell their supplies, but the large holders in the street cannot do this, They being the regulators of the market must hold on, and buy more to sustain prices, and in this way they are likely to get filled up with stocks at bigh prices. This shows great abundance of money, and it also shows that very few outsiders are among the operators. We are informed thut so many of the stock and bondholders of the Delaware, Lackawana and Western Railroxd Company, with the creditors, are holding back, (hoping that what ix needed will be done by others,) as to endanger the completion of the plan for relieving the company from difficulty. It was reported in the street to-day that a new issue of bonds by the Cleveland and Pittsburg Rail- road Company had just been discovered or acknow- ledged. This issue is said to amount to two millions of dollars, These bonds were iasuod in December and January last, but no mention was made of it in the report of the following April. The iasue was intended for the construction of the road from Brigh- ton to Pittsburg. Not a dollar having been applied to that purpose, it is now stated that the proceeda of the bonds sold were used for the liquidation of the floating debt. We do not see how this can be, when the floating debt has not been at all reduced. The reported large earnings of this road and the proceeds of this new issue of bonds have all been disposed of and the company is left vith a floating debt as large as it evor was, and with previous iaaues of bonds and stocks amounting to ten millions of dollars. A full, fair and honest report from this company is anxiously looked for by all parties interested. The amount of gold on board the steamship St. Louis, now nearly due from Aspinwall, is upwards of eleven hundred thousand dollars. There is no doubt but that the plan proposed will work satisfactorily. This was our opinion the first moment ,the provisions of the plan were submitted, but some of our cotemporaries either cannot comprehend the matter or are deter- mined to prevent its operation. They are doubtless the organs of some weak and sickly institutions, which are in danger of collapsing upon the return of the smallest portion of their circulation. The sound and strong country banka have nothing to | fear, and therefore approve of the course pursued by the Clearing House Committee. We have every con’ fidence in it, and believe it will work admirably. The notes of the Manufacturers’ Bank of Manches- | ter, Conn., were thrown out to-day by the Metropo- | litan Bank. The coupons on the bonds of the Erie and New York City Railroad, due Ist September last, are now paid at the Mechanics’ Bank, New York. The object is to guard against all contingen- | cies, and to guarantee the payment of bills as they | mature. The small amounts shipped are for private | purposes. This movement is aboutover. The ap- prehensions eytertained have not been realized, and advices by every steamer from Burope will give us | better accounts. The rapid improvement in our | finances must have a very powerful influence on the other side, and restore the operations of finance to their natural channels. The steamship Arabia, at this port from Liverpool, gives us seven days later news froma all parts of the Old World. Her advices are politically, financially and commercially highly important, and much more favorable than anticipated. The news of our bank suspensions did not create the panic in the finan- cial circles of London that was generally antici- pated. The cause of this we attribute to the fact that our suspension was construed favorable in a specie point of view. The supposition prevailed that an expansion in discounts would at once follow, and that the shipments of specie would soon com- mence again. They will find the result very differ- ent from their calculations, and we have yet to see the effect of a steady drain for gold upon the Bank of England for this coumtry. The advance fm the English funds, and the absence of any movement on the part of the bank, are natural enough under the circumstances; but the favorable accounts from India probably had as much to do with the improvement in Consols and the confidence of the bank managers as anything from this side of the Atlantic. The last bank returns show but a moderate decrease in bul- lion. Quite a number of failures are reported in Liverpool, Manchester and Glasgow. The failures in Liverpool are reported to be principally connected with the British American provinces. The most im- portant event is the failure of the Borough Bank of Liverpool. There was a very active demand for money in London, but the rate of interest remains unchanged. Mesars. Stolterfoht, Frost & Co. in their circular prepared for the steamer, say:— ‘The week has been productive of various interesting events. Advices from New York to the 15th instant dis- pene the fear that further shipments of bullion would re to be made to the United States; this and the fall of Delhi (which was learned with the utmost satis gave & more cheerful tone to our community, but it waa soon counteracted by the suspension of the Borough Bank The money market in Loudon has improved apon the American and Kast Indian advices, but the produce markets have become extromely inactive. The rate of & per cent diecount begins to weigh heavily upon these, which have become very sensitive at the preseut high prices, and holders of goods are anxious to make aalos even at considerable sacrifices without finding buyers. The decline in cotton and breadstuffs is doubtless the result of the suspensions in Liverpool. So far as cotton is concerned, the advices show pretty con- clusively that the decline will be but temporary. Holders were not disposed to sell at the quotations, and a very dull, inactive market is reported, In relation to American securities the London eir cular of E. F.
