I send you @ copy of the report made by the Com mittee of Engineers who were appointed to examine the machinery. Gum which be was good enough to place in otr hands, a copy ef which we appen4, namely :—To have one groove consume the time in mabing experi- mente t iat shoukd be used in laying the cable. Here we have been five wecks, and beyond getting into dock nothing mas been done towards removing the cable, and it Neil probably be two months more before we shall be reaiy to start for home. In fact, it will be hardly worth while to take the Niagara back, as she may be nineieg seis in April. The report made right was a miserable affair I mean his report of the expedition and the machizery—and I tink the only correct and accu- Tate one that has yet appeared was that in the He- RAD of the Slst’of august. Thinking also that the committee of engineers would not make out a png Spr Tendenvored, in my last letter to present a full and complete statement of everything — menclineey Peg “Paying out, electrical continuity, sa all that cot ard to the Peel continuity which was aa oped for two hours and a half on the night of the 10t) oe August, no explanation was given; but T really believe that 1t was owing to the employment of incompetent men at the station in Valentia. The breaking of the cable occurred, as was slightly conjectured in the editorial of the Hexauo, while I was asleep, and, in fact while all on board were asleep except those on duty. For three or four nights previous I had not slept more than two hours. Our anxiety was painful in the extreme: yet whenever any thing was going wrong, I atways endeavored to be on the spot with my note-book and pencil in hand. When that scene about the splicing of the cable was enacting, I was ap on the poop, taking notes of every Sin , andl believe not an order was given that I did not report in my note book, aithongh at the time I was so anxious about the safety of the cable that it was somewhat of a Job to write at all. P. S.- 1 think that part of the Teper which speaks of the cable lying in loops acrossthe hollows on the ocean is the gronient nonsense ever perpetrated. How can they know where the hollows are, and how can they so arrange the descent of the cable that it will fail into those hollows. They talk of it as if the whole plateau was visible beneath them as they pay out the cable. Then, again, speaking of the accommodations for the men, they have had a3 good accommodations as the men on board our ship, and better than some. Yon will perceive that the whole report 1s intend- ed not to let Bright down easy, but 'o hold him up still, and to seemingly adopt suggestions which, to all excep! those who are im the secret, come from him. ave which the cable paveos ovor ar much larger than the prece: ene a+ the cable te found to stretch by the apptostion of the locreasing ‘strain whiok it Sasto Dosr in passing round the several aboaves whoa {tis being paid ous with the maxi num strain, and thus greatly diminisb, or perhaps enirelr obviate, the slipp ng of the cable on +i the sheaves. Some days ago it appears that information was communi cated to the United States Marshal of the schooner Mary Alice smuggling into port some forty thousand cigars. He of course, oa learning the facta, put the ship, captain and mate wader arrest, as also the tow boat B.C. Smith, which it is alleged carried the ci garsto New York or elsewhere Assistant Dis trict Attorney Smith sppearea for the goverament while ex Judge [irdsall and Mr. Mandfelt appeared for the captain and mate. Ex-Jodge Beebe, we ua derstand, is retained for the ship and owners. Mr. Graham, a Custom House officer, was the firs! witness put on the stand. He testified to boarding the Tew f accompanted by a Mr. Barns, specially de- putized to arrest the captain and mate, and gave in evidence the conversation had between the Deputy Marshal and mate regarding the cigars, the most ee portion of which was that they lay in th aptain’s room up to the coming to Quarantine, en they were chanwed to the hold of the sbip. WA callor named Datla was subsequently brought up, whose testimony appears to be stroug against the captain, ship and owners. He was ordered by the mate, while the captain was on deck, to change the segars, which were packed into flour barrels, a water cask and canvass packages, from the captain's room to the hold of ‘the ship, on the eve of the’ i ar. rival at Quarantine. Subsequently, he was to take them from the bold and put them ou board | Ses | the tow boat, assisted by the second mata, which he also did. To all appearances he spoke the srg Ya from the protracted crossexamivation which Birdsall yut him-to—and could not be shaken —sufli- ciently proves. The de‘ence will probably be that the segars belonged to the second mate, as when the captain and mate are on board, be, the law says, is irreeponsibie, and uaable, by any act of his own, to granted in part, without costs, py, 8.
