It is notorious that the ) orem | chy money is squandered and wasted and stolen | in baif a dozen ways anc by half adezen or half ascore of individuals. Comptroller Flagg’e mismanagement, his parti eon prejudices and bis crotchety habite. A vast amount is spirited away by a few shrewd indi- viduals in the Aldermen and Councilmen, whom no law, no vigilance oa the part of the city ex coutive. uo watchfulness on that of the press, seem capable of restraining or keeping io check. Besides these again, a ewarm of individuals make | y out of the city as contractors, leesees of | rights and franchises, by baying or hiring the | city property for less than it is worth; eeouring the approval of the Common Council by corrupt means Add to these leaks a very considerabie one growing out of the tajudicious manucr in which the city’s affairs are financiere4, and ample reseon for the enormous increase of our taxes will be discovered. It does not often happen that we are enabled | to lay our finger on the detaile of any individual | case of thie kind of leakage; but we believe we can just pow illustrate the system in the most thorough and perfect manner by alluding to the famous Lowber case, which bas just received ite qnietus at the hands of Judge Roveevelt. The fall details of the care are too intricate for popular comprehension But the point will be understood when we say that Mr. Lowber con trived to pereusde the two branches of the Com- mon Covneil to pass resolu'ions directing the Oomptrotler to buy from bim « certain property for & trifle les then two hundred thoavand dol- far To this property, or to a part of it, it ; Seine that Me Lowber’s Utle was bad; and the | } le property was eno mously overvalued | irdingly, when the deeds were made ont, the Moyor and Comptrolicr refosed to accept them or to thing © with the transaction | Mri sues the city Mr. Basteed, Corpo ration « woteretanding with Mr le the cause goes before Daa ides in favor of Suli the Mayor and Comptroller re onduct we Much ia lost torgugh ’ Ace yuvsel, bas ar bere counse les as referee, and b Lowber wet have way, de The er, eapectaily, of whow seldom anything very complimentary w ‘sted Lowber chim with @ and reflect the onor upon him. He evems to have been enough, however. After vainly imploring Corporation Coaneil Busteed to deferd the cily agsinat the demands of Lowber, and vainly seeking to rouse the corrupt Commoa Cousoil to the cefence of the'r cdvetitnents, and vainly striving to convince Referee Sickics of the ine and the facts in the case, Mr las, went to work alone, as & taxpayer, with Me Whiting es his couneel, and brought the ease before aa honest jaége—Rooeevelt, We need not udd that the Lowher edifice feil like @ castle bailt o! carts, JSutge Rovsevelt delvered a judgment whieh cuwhi to be 9 in'ed on purchment and framed in the corpomtion rooms; for it is the most tho:ouxh expos’ of a corrupt trapsaction thet the city has ever wit oessed, apd contains more eouud law and cow non serse on the subject of the rights of taxpayery, aod the duties of lawyers aud corporation cow vel than the latter functionaries baa ever expected to acquire, It d+ molivhes the cage of tue claimant Lowber so oompietely that we prosame he will hink better of the appeal he is esid to bave in etituted; on any ote of four distinct grounds, it would appear, his claim must go to the wall, aod the city uiumph. We have had a narrow escape. But for the resistance of Comptroiler Fiagy, it 1s b yond coubt that the Lowber clique ix aud out of the city government would have bad thet way, aod $200,000 would have been added to the load of debt we are now carrying. Sach escapes are well to thiok over ; they are very rare; when we geteo near being plucked, there is scldom any bope for us, We have no desire to embitter the reflections of Richard Busteed and Daniel E. Sickie by any observations upon tbe part they seem to bave played in this very disreputable affair. The mere mention of a man’s name in so discreditabic a connection ought to be overwhelming. Trae ciscredit is coveted by eome mer as a means of public notoriety and hence profeseios2! advance- ment. They know no shame, Let them pas, We can ouly sympathise with our feilo #-citi- zeus on the lamentable increate of this clasy of persons among us, and on tie gradual diminutioa of that great, noble, Roman o:der of booest mea, of whom Judge Roosevelt is one of the last sur- viving types. Tue Commva Exxcriox.—The machinery of all the parties in this State bas been wound vp and eet going at Syracose. Tue black republicans have corse last in the feld, and presented their ticket aad resolutions, which have been laid before our readers. The most remarkable feature in this last demonstration at the salt works, was the terrible way in which Seward's Albany Regency was cut up. Weed Matteson and Co. were ronted—horse, foot and dragoons—and there was the most amusing scamper on the part of some of their ancient confréres to escape from the euspicion of haviog been invelved ia any of the jobs which these lobby leaders forced through the inst Asembty and the Thirty-fourth Congress. The onslaught against Weed was gotten up by the radical democrats, but was joined by nearly all the former friends of the regency. When we come to take this foct, together with the singular nominations and the cir- cumstance that the platforms of all the par. ties agree in denouncieg the stock gambling, jobbing, bribery and corruption apstem of legislation practised at Aibayy aud Washiagtoa by Weed, Matteson & Co, fast winter, we are prepared to sce a most extraordinary stampede from the republican camp. We should not be surprised to sec, during the.comiag con- test, the old black republican lobby at Albany and Washington, which is led by Weed, Matteson & Co., aud the especial organ of which in this city is owned by Wesley & Co. viz. the Daily 7: the stock operators in Wall street, go over horse, foot and dragoone to the democracy, We can see signs of sach & change in the orgad itself. The repubii- can party having changed its front and repa diated men who bare used it to plunder the treacury, it follows that these fellows are tuft lke Mr, Webster, whea he arked, “Whore shal I They are speculators in politics, Toe par Ucular tenets of one party or the other are novo The y quertion they ask ie what pays the best, Weed tty deep in stuck operations just now, and the Wesley concern, the Daily T'imes, bas been victimized to the tune of nvarly balf a mil- lion witbin the last month So they are beginning to look out fur the spoils of the next Cougress. Their course to get # Gnger io thie pie will very likely be to jon Dean Rich- mond, Corving. Cagger, and the Albany Ceatral Railway democratic clique, and by belping them to elect Denio, secure sufficient influence at Wash. ington to get a pretty guvod haul daring the coming season. They have draiued the State Treasary dry, but the federal strong box is not quite empty yet, and theee fellows have their eyes on it. By joining the democracy, seoretly or openly, they might have « chance to get con- trol of the State Legislature, and thas secure apything thet the railway mao wanted, even though the country members’ free passes have bern cut off. Richmond, Oagyor, Corning. and their friends care as little about party principle as Weed and Matteson, and therefore they could p'ay into each other's hands beautifally. We should not be at all surprised to see thie coslition formed at an early day, and while we condole with the republicans at the loss of such brilliant ornaments of their party, we must con giatalate the democracy on the splendid addi- ious which they may soon reo: ire.
