As poon as the minutes of the previous meeting were read and confirmed, Mr. Boous eslled up the report of the ‘Commitice on Law of the Aldermen in favor of adopting ‘an ordinance for the appointment of two Dock Masters for each ward, as amended by the special committee of this Board on re orgeuising the departments. It was laid over under the rule. & petition of Hose Company No. 1 for new bose was re- ferred. THR RATTRRY ENLARGEMENT. ‘The report of the Commitiee on Wherves, Pies and Slips on the Battery enlargement was, on motion, ordered to be prin.ed and laid on the table. THE OBSERVATORY AGAIB. Mr. Boous moved to dissharge the Commitice en Arts and Sciences from the further consideration of the osiab- lishment of atime and weather observatory at the Battory. He was of the opinion that the Con.mitice on Lands aad Places abould have the control of the matter, Mr, Wanxxe was opposed to the motion. On motion of Mr Cans, the Board non-ovucarred with the Aldermen inthe amendments suggested to an ordi nance re organizing the Croton Aqueduc: Deparimeat by a vote of 22 to 16. Mr. Boots and other members of the majority fought desperately for a reconsideration of the vote. ‘Mr. Noyes was to a reconsideration, because the new charter provided exoressly for @ bureau, the exclu- rive control of which should be given to tae Water Pur veyor. The amen¢ment of the Aldermen was, therefore, unconstitutional. He asked Mr. Boole to give agood rea- son why the vote sbould be reconsidered. Mr. Boous declined to do so. Noyes then said that he bad evidence that there was something wrong, and he was prepared to stay there {ill morning rather than reconalder the ordinance. The motion to reconsider was carried. Mr. Boorr then offered to modify the amendment of the oiher Board by appointing a Deputy Water Purveyor, and in the rame breath desired to have # commitice of conference appointed. Pr. Joxrs said that {f the amendment were adopted, the Board would be violating the new charter and wouldthrust upon the city & series of litigations which wou'd cost the jaxpayers four or five thousand dollars.
