There is much indignation in the mercantile and chipping community in reference to the seve- ral harbor and port laws, They are in quasi operation, however, altbough nobody seems to care anything whatever about them, The recent legislation affecting this city has thrown us into a hodge-podge condition, without order cr regularity. Rrvorm w tur Creston Hoc <,—Seeretary ‘Cobl, acd Collector Schell are earning a claim to the gratitude of the werchants of New York by bis reforms in that Augean stable— the New York Custom House. ‘The new re- gulatione which we priated yesterday are cal- culated to be of the highest benefit to the mercantile community. We will only mention two of them. One requires the Assistant Feea- surer to keep his office open till half past three in order to receive the whole balance in the hands ot the cashier of the Custom House for the day : hitherto, the deposit made early in the day, and u balance of twenty thousaad dollars or ovec was left till next morning in the Custom House. This is a good change. The oth@ alteration is said to be the final abolition of the system of corrupt favoritism in the Custom Bouse. Hereafter any Custom House clerk who receives a bribe from a merchant is to tose his office ; and both merchant and clerk are to be prosecuted with the utmost rigor of the law. For the last ten or fifteen years, every leading merchant has subsidized a Custom House clerk, a8 a matier of course; we shall see now whether we have witaessed the last of this dis graccful practice.
