The Effect of the Abolition of the Bound Dues on American Commerc: [From the Washington Union, June 20.) Under the bead of Department News, our commercial readers will find translations of the new sanitary reguia tions for the iaasian Baltic ports, recently issued from tbe chancery of the military governor of Cronstadt. Tne awakened spirit of commercial and manufacturing indus. try in Rowia, the increasing demand for our great staple, ‘and the gradual relaxation of the restrictions which hav: occasion as opportune to advert briefly to a few ~ the Sie cusscvansages upder which our tag bas still to contend witn that of foreign countries in supplying the factories aad markets of Rassia with our cotton and otber products ar aioe the abolition of the Sound does, American ves. we fear, ~~~ gained bat lute during the present the capitalization of these dues, the vessels of every coun try are obliged to stop, and give satisfactory bond crudi tioned for the payment of the dues until the treaty shall we been ratided by their government. As we suppose the final arrangement of this question cannot be made by our government until the meeting of the next Con grees, it would appear that our vessels mast still be sub Jeet to the principal grievance until Congress sball bare mathorized a final settlement of the question by the pay ‘ment of the amouwut assigned to our flag, while thove of England, and of most of our other commercial rivals, will immediately pass clear. When it i# considered that the ‘abolition of this tax on general commerce was brought about by the evergy aud decision of oar own government, ‘i must to be rather @ strange result—nay, « posi tive hardebip—that our vesseis should sti!l remain subject to detention and delay, for & whole business year, afer ‘most others are aliowed to pass ontrely free and unmo Among jacipal evils of the forced detention ao long compuaeea by American masters, are the time they are compelled to waate on shore and the aystem of pilfer- ‘an extent oy the shore boats, or by their ageacy. Meee ceingtnerate ns caaaanitamanain cama ACL LA CL ALT FINANCIAL AND COMMERCIAL SBONKY MARKE®, Weovespay, June 24—6 P. M. ‘The stock market appears to be beyond all hope. Prices seem te be settling down, and there a»rpearstobe no bottom deep enough for them to rest upon for any length of time, There are plenty of sellers at current rates, and plenty of stock on the market. The supply from the country ts daily increasing, Holders who purchased at Prices far above those now ruling, for permanent invest ment, are now the principal sellers of cast stock, and those we bave come in contact with appear to feel much relieved as soon as they have realized, oven after making a heavy loss. Those who took our advice long ago have been great gainers. They have not only been free from all the anxieties and uncertainties attendant upon the position of holders of depreciating railroad stocks, but they have avoided the losses which moet bold- ers bave been obliged to submit to, There may bi price at which it would not only be safe to hold some of these railroad stocks, but a good operation to purchase: That point has not yet been touched, and in some stocks we fear it never will be. At present those who have means should keep them in the most available place. Thote who are able to turn their securities into cash with- out serious sacrifices should not healtate long about doing 80, for the time is not far distant when money will be worth more than anything clee. Afew weeks hence those who have ready cash in hana will be able to make good use of it, and purchase, if they desire, etock securities at points that will ensure good profits. The money market is perceptibly tightening. At the first Board to day Pennsylvania Company declined 44 per cent; New York Central, 134; Erie,1; Reading, 1%; Michigan Southern, %{; do. preferred, 1; Galena and Chi- cago, 134; Chicago and Rock Island, 1. Illinots bonds ad- vance’ 4¢ per cent; Cieveland and Toledo, };; La Crosse ani Milwaukie, %. There were very pal operations in Erie and Reading this morning at the decline, and the bulk of the transactions in each was forcash. In Michi- gan Southern there was an acive movement. In this mtock there was a slight improvement on the opening price. New York Central was very heavy throughout the board. The stock was freely offered, and sold down from the opening. It started at 80 cash, and closed at 80 buyer sixty days. Michigan Central sold to-day at 8134 ox divi- dend, This is equal to 8634, dividend on, and gho decline of about 4 per cent from the previous sale. Any. thing above eighty per cent is high now for the best stocks on the list. At the second board the market was without much change. A fair amount of business was transacted Michigan Southern preferred fell off 3% per cent, closing at ‘713% cash. Cleveland and Toledo fell off % per cent. Milwaukie and Mississippi sold at 52, seller 60 days, and the stock was freely taken after at that price. The August dividend is still talked of by the largest holders of the stock, An affidavit has just been made by one of “them conspiring directors,’’ which, when made public, wil) open to the public a new chapter in railroad management and financiering equal in astound- ing Wisclosures to any yet published. As an in vestment it is dangerous stock to hold at ‘any price. Some of the funded debt of this concern bears ten per cent interest, and the aggregate interest on the bonded debt cannot be paid out of the net earnings of the road. The stock is notin reality worth as much as the Erie, and those who realize at current rates will some time hence be much obliged to us for opening their eyes: There was a meeting of the directors of the Michigan Southern Railroad Company at the Astor House this even- ing. We have not heard the result of their deliberations, but presume the anticipated changes were made in the executive department of the board. A new chapter is about being opened in the history of this company. We are getting into the most interest- ing part of the programme. All that we have ‘aid about the finances of this company is but & beginning. We shall, in the event of the contemplated changes being made, soon get into the the very marrow of the concern, and show the public what fine pickings cer- tain parties have enjoyed undisturbed for years. Tho outs and the ins will doubtiess criminate and re-criminate, and the public will be very likely to gain by itin some way. ‘The steamsbip Canada, from this port for Liverpool to- day, carried out $1,326,188 in specie. About as much more will go out by the steamer on Saturday. A. H. Nicolay’s regular semi-weekly auction sale of stocks and bonds will take place to-morrow (Thursday), at half- past twelve o'clock, at the Merchants’ Exchange. The Assistant Treasurer reports to-day as follews:— Total receipts. “ 11,264,436 65 ‘The interest coupons on of the Chicago, st. Paul and Fond du Lac Railroad Company ,due Ist July, wil! be then paid at the office of the Company, No, 12 Wall street, and also the interest due on the bonds of the cities of Watertown and Fond du Lac, Wisconsin, ‘We learn from the Hartford Times that forgeries to the amount of about $18,000 have been discovered in that city on paper drawn by various persons, pediers generally and endorsed by Dan. W. King, his father Dan. King, and Daniel W. Norton, all of Suffield. ‘Some of the paper was in bank for collection, some of it had been discounted, and some bad been bought by brokers. The New Orleans /*tcayun says. — ‘We understand that the wealthy contractors of Georgia, Messrs J. T. Grant & Co., have taken a contract for seventy mill 8 of the Southern Pacific raitroad, This road is bein quietly pushed forward west ward to the Pacific, and wit the enormous land grant of 10,20 acres of land for each apd every mile of road ovstructed, it must eventually be the greatest and moet successful enterprise the world ever tow.
