fomentel »¥ * ploper adiu'xture of poetry, Ppatriotiem and Punch, will assared'y be an event in our history, Tae New Grawaps DiFricciry,—Our advices from Washington istorm "4 that tne President is etermined to take the pecding question with ‘Kew Granada in hand immediaiciy ou the retarn -of Judge Bowlin, our Minister at Bogota, who is expected to airive here by the next steamer from Aspinwall. This isa very proper and just deter- amination. Marcy and poor Pierce shofiled with the Pavama difficulty so long aa to bring our vast Isthmys travsit interesia into a very precarious sptate; and the present security, which is maintain- -€d at au expendiiure of buif a million of dollars va year for beef acd plantains for the pavy now ‘stationed on each side of the isthmus, to the great profit of the mony inhabitants of that strip of country, is too costly to be long continued. Be- eides that, the sickly season is spyroaching, and -our sbip, should be retieved from (ie monotouous ‘and unpleasant service of wa'ching the Panama wailrond. A frank apnouncement of the determi- -pation to ask for nothing that is wrong and to exsct what i right will soon bring these ques stions to a successful issae. Biatietica of the Distribution of Puibtic Patrn, “*e—The Lion's Share with the District of Columbia Fema." influence in arkanras the Apportionment of the Spoils, de. , de. As Mr. Buchanan has determined to disirtoutes "© Public epoils equally among the several States of the Ui, BiV- jpg to those Statos baving the larger amount of loca’ p S70" nage the small end of the foreign list, # becomes a neat of great intereet to ascertain correctly the present standing of the several States aud sections in reference to-the public crib. Ata troublesome cost of labor and cadeuiation I have prepared the following tabiee, which will Be found to be Critica/ly exact, and which present things as they are, thus forming an admirable basis upon which the President cap rest bis action in equalizing the distribution of govers- ment money among the States. These tsbies will present come singular and interesting rects. It will be seen that tbe Diatrict of Columbia has outstripped the whole of the States, oxcopting Now York, Peppsy}vania and California, avd received more govern- ment money then either Maryland or Virginia, and nearly as much as the two combined. Being entitled by « fair ratio to $22,798, she is actually receiving $409,810 annu- ally. Virginia is recetving oply $252,001, while she is en- ited under the same ratio to $296,374, The modus operandi by which the good peoplo of this District succeed in securing to themselves eo large a share of the spoils may be worth a passing notice. Itia known bat Washington is better eupplied with boarding-houses han any other cily in the Union, and then, too, they are kept by such * clover’? ladies, (not always widows) who have such winning ways ; and then they are 80 polite to he honorable members of the two houses of Congress, who indirectly control the executive patronage here, and they make these honorable members so comfortable, and their charges for so doing are 20 very moderate (that is, if the husband or son has a fat office in view) that thosaid honorable members cannot refuse the urgent solicitations of his amiable hostess to secure an appointment for ner wayward, dissipated son, or ber lazy, loafing husband. In this way have hundreds of drones beon pensioned upon the government. Theee tables will aleo exhibit the fact that a majority of the Sta‘es which voted for Mr. Buchanan are now reoeiy- ing less than their fair proportion, while a large majority of those which voted against him are over-drawing. ‘The amount of government patronage dietributed to citi- wens of the eeveral States as Foreign Ministers, &c., Assis - tant Treasurers, Custom House Officers, Surveyors, &c. of Public Lands, Indian Agents, Public Buildings, National Observatory, Naval Academy, Coast Survey, Nautical Al- wanac, Commissioners of California Claims , Governors of Territories, Superintendents of Public Buildings, Auditors, Clerks, &o., at Wasbington City, 1@ $5,367 604. . This eum distributed among the several States and Dis- trict of Colombia, according to federal representation in the House of Rep'eseutatives, allowing to the District one on her population, would give to each representative $22,798. MOUNKY MAKKEK®, Scspay, June 21-6 P.M. ‘The week jnst closed has not boen a yory profitable one for speculators in stocks for a rise. The tendency of prices throughout bas been downward, and the average decline has been about two per cent The money market bas | exhibited indications of an approaching stringency. Money on call bas been abundant, but there has been a good deal of changing in loans, and the banking houses heavy exportation of specie during the past two weeks bas induced caution on the part of capitalists, and alarmed mld stock speculators. The total shipment of specie | from this port during the present month of June will not ‘be much under ten million of dollars, an amount largor | by mere than two millons than was ever before exported tn the same leng'h of time, While our banks aro drawing | | gold from every other sectian of the country, and the Sub- | Treasury is daily disbursing more or less, the effect of this enormous shipment upon the money market may not be seriously felt, But we aro about ontering upon s now feacon, The time is near at hand when the weekly accu- mulationa of the Sub-Treasury will be very great, and when the country balances will be against us, and then we may look out for A money mar- ket that will make stock speculators for @ rise squirm, and create a contraction on the part of our banks more rapid than bas been known for many years. Tt is folly to suppose that the present ease in moncy mat- tors can continue with an average exportation of gold of more than two millions of dollars per week. Those who do not anticipate a severe stringency, and make their operations accordingty, simply make a mistake that may prove fatal. The banks of this city are, in our opinion, purmuing @ very dangerous policy. They intend to build ships of mammoth size, with doable seta of side wheels, the utili ty of which bas been demonstrated. Those ships are to 9e of sufficient capacity to accommodate three thousand pas. wenger, and it is intended that they shall possess the re- quired speed to insure the accomplishment of the passage between the two cities in less than eighteen days. There is a novel feature connected with the enterprise, which seems to prove very attractive. The shares of stock are two hundred aad fifty dollars, and at tached to each share is @ coupon, which entitles the holder once In each yoar to & second Class paseage from or to San Franoisoo, or three pharos to @ (iret clase pasmnge, Tho benelit of these coupons do not apply atrictly to the holder of the stock, but may be transferred at pleasure, and by this means tweaty per cent on the investment fs at all times in the hants of the stockbolder. . The sbipe are to be constructed on an entirely now plan of naval architecture, which bas been proneunced vy scientific men far superior to all former designs, and for which application has been made at Washington to secure proper protection to the inventor, Tho main features of the new method are strength, durability and additiousl safeguards against accident. The company have an object in the establishmext of « new line, aside from the mere protit which, it is contended, will follow the enterprise, They desire to renew the io centive to emigration, which haa lately been on the de cline, and hope to succeed by the adoption of cheap and uniform rates of fare, in connection with comfort and speed How far the enterprise will be crowned with success wil | depend in @ great measure on the carrying out of the company's designs in the’ conairaction of the steamers. If the passage can be made in eighteen, or not to exceed twenty days, of course they will secure the balk of the carrying business. ‘The company have a Board of Directors cousisting of some of the {iret men of California, who baye chosen as | officers, Capt. Martin R. Roberts, formerly of this city, President; N. 0. Arrington, of the firm of Arrington & Co., in San Francisco, Vice President, and James Ludlow, Seo retary. We copy the following extract from the prospec ‘tus of the company :— A steadily increasing immigration {s our only guaranty of future greatross as a State, What we want above ail other things is a safe and speaty means of transportation to our shores, and at rates which, while being fixed and uniform, shall yet be within the means of all. To accom- plish this, a line of steamships must be established by our own people, secouted by our own capital, and combining, with a fair return for money inverted, the nobler object of contributing tothe growth, wealth and lasting prosperity of our State At present, the man of family (n the Fastera States can go West, purchase and sottle upon a farm, for money to aod himeel® , while the ‘thousands of farme: in Europe who would giadly fix their homes it tmpossible from their scanty gains to ‘m necessary to convey them hither.
