The vatue of these assets would just about offset the company’s floating debt. With a gross in- come of $1,000,000, giving a net income of $500,000, the company will average seven per cent on its entire amount of liabilities, or seven per cent on its capital stock, amd seven per cent on its debt. Hereafter all its dividends, whatever they may be, will be paki in cash. This is the fixed policy of the company. Tho geographical route of this road can be seen by re- ference to any good map. It opens to ake navigation a ‘vast extent of country, and must ever be an important Ine for freighting business. It runs by the side of the Ohio river, from Pittsburg, the head of steamboat navigation, to Bellaire, a distance of 94 miles. Midway between these points itruns to Clevi land, on Lake brie, @ distance of 97 miles. This line, be- tween the Ohio river and Lake Erie, (97 miles) ie much sborter thap any other thet can be constructed. At burg it connects with the Pennsy! Harrisburg, Philadelphia, New York, Baltimore, &c ; also, with the Pittsburg and Connelisville Railroad to Cum- berland ard Baltimore; also, with the Alleghany Valloy Railroad to Kittapning ‘and the great irov and jumber re- gion of Peunsylvania, and intended to run to Olean, on the New York and rie Kallroad, and with the entire chain of Weatern roads. The whole number of passengers transported on the Cleveland and Pitsburg Railroad daring the past year was 236,902. Of this number 191,495 were way passen_ gers; 15,662 were through passengers, carried between Cleveland and Pitweburg; 2,304 were ticketed from Gleve- land to points east of Pittsburg; 3,621 from points west of Cleveland to Pittsburg; 2,841 from Pittsbarg to points Cleveland; and the balance, 15,929, were ticketed to and | from points east ef Puisburg and weet of Cleveland. The report of the President is very full and very \o- teresting. It is an important document, and well worth @ preserving for future reference by thosel§interested in railroad property at the West. Tho conclusion of the re port is as follows:— | Being often inquired of in relation to thefutare earn- | ings of the company and the policy and prospect in rola | tion to dividends, it is_ deemed to state that thore ie | every reason to ‘autictpate that, from the date that the en. | tire jine shall be in fall operation and fully provided with | ines and care, the gross earnings will average $100,000 | per month, and the expenses of operation not exceed 45 | per cent of the rame, and that this will commence by July next. The recent embezsioment of money tn the office af the Comptroller of the New York Gentrai Railroad Company | haa awakened public attention w the finances and con dition of that corporation, It ecourred mainly in conse | quence of the improper mingling, by the managers, of it nancial and executire buviness. This practice ia the trae source of all the frauds and peoulations in contracts for fuel, materials and other things which have boon goinc on since the organization of the company. The same agent that receives or pays money has, to a groater of loss ex tent, done some executive business upon the road, The salutary role which all governments universally adopt, that the same hand should not receive and pay money, has been almost altogether disregarded in practice by the directors of this corporation. If the Comptroller bad been comfine | t the legitimate duties which property pertain to bis offic, & true and accurate account of all moneys re ceived oF disbursed by the company, thie atypendous frand woudl not dave been committed. A desire on some one to favor & 8 to be kitea over the road to be paid with a view to their deposit in the fa vorite bank. They should have been deposited in the lo cal banks upon the line, in strict compliance with the rule. ‘There are solvent banks at Fort Plain, at Herkimer, Oneita and other like stations between Albany and Bitfalo, The local receivers should havo beeo required, at their own risk, to make their deposits in these tustitutions, Tho banks receiving the-e accounts ovuld have easily trans ferred them periodwalty w any geperal depository. It may be said that 3 line thoee ind! were never selected ‘the Board, and that to have done so would have greatly multiplied the labore of their treasurer. This atfurds no reason why the business of a concern as large as that of this company shoud be made to flow in channels other than there whieh are entirety safe. Thirteen or feurteen thourand dollars paid by the company w this office asa Compenration to its chief and eubordivate clorks is a very Sahome egvivalent fora much larger service than is rendered by them, Upon the organization of the company an auditor of ac: counts anda pay mastor were cho-en. The auditor was con- tinued vptil about a year since, when his doties were merged in those of a comptrolier, who was then appoiated. The vflce of comptoller was continued until the recent fraud was discovered, when it was abolished, and ite du- ties tran ferred, as [ undoretand, to one or more clerks, snborainate to the treasurer or superintendent, The otfices ‘of auditor and pay master wore diled b persons who had for some time been employed upon the Ctica and Schenecta dy Railroad, in places subordinate to the Superintendent areas was notvatisfactory loans one who knew ‘them and was at ali acquainted with the important and re sponsible duties which were cqvolyed upon thom by taa’ appointment Though possessing tolerable clerical’ abili- ties, they wore wanting in that independence and firmucss of acter which wore required in the juvestigation of accounts which would come before them for their action. Tho office of ¢ voucher is toshow the exact amount paid im money, with the view to its being entered in the pro- per account, 1 understand that under the direction of tho master above meutionc!, vouchers bave been taken for rger sums than were actually paid Thie occurred in the settling of freight balances betwoen the Central Railroad and other lines of transportation carrying property in con- nection with it. These balances are rettied at stated periods. They are tometimes in favor of and sometimes against the Central road. When they are .a favor of the Vontral road the money is or should be paid tothe freight agent at the station where the connection is formed. When the balance is against the Central road, it is paid by the pay- master with funds drawn for that purpose. ‘The receipt or voucher taken upon such payment should be for the exact amount paid. If it is for a larger amount, as T understand bas been the practice at same of the gon- necting stationx, the voucher will afford no test of the ac- curacy of the account in which it may be credited. To as- certain ita accuracy would involve an examination of tho pony poner made at the connecting station. This can be done ovly by au expert {n that businoss, It is not intended to alege that frauds havo been commited in taking vouchers asabove meationed, though ft 2 ewy to perceive that a wide door haa been opened through which Touch of the company’s funda mixbt have escaped. The matter should bo investigated. Something morethan a year since, report {ndicated that extensive frauds bad been committed in relation to certain contracts for wood. It was raid that payment had been made for large quantities of wood which had never been delivered tothe company. An investigation was instituted by the board of directors during the absence of the Presi- dent in Europe. it was prosecuted with considerable energy for a period, It was then intermitted, or nothing more was heard in relation to it. One of the members most active in ita prosecution, has since retired. Why this mattor baa been quieted | aim not informed. The more uncharitable say that the wings of somo were likely to be by whose (ight higbor than that of ordinary birds. 7 instances of transacting business by the agents of this company, in a manner calculated to lead to fraud or error, might be mentioned; but I forbear for the prosent. Enough bas already been elated to show that some changes a required in the manner of transacting the business of e road. Tt hes become so fashionable for railroad managers to trade with the concern managed by them, and at their own prices, that such positions are regarded as stepping stoner to suddenly acquired wealth. Railroads, from the Rature of their present organization, are prone to run into one-man power concerns. Some leading spirit, in most railroads, by his skill and adroitness obtains the power, | through the proxies of stockholdors, to make bia own Voard of directors. ‘They, censey yuently, become the iv struments of his will. Ilabit and long continaed manage- ment beget an impression that the road should be managed y such @ map as oonag rig 4 as if it were bis own property. ‘hen such a mavager 18 honest and upright, as woll as skillful, the interests of the sockholdors will be well served and cared for But unfortunately, such concerns are gubject to constant change, and human kature is #0 constituted as | to require a proper and perfect system in railroad manaze- ment, as well as in government affairs.
