In pursuance of the plan which I adcpted ina recent letter of giving you the poinw of the reports and doou- ments daily iaid before Congress, snd sollte of which might otherwise escape notice, 1 proceed to give you a résumé of those which have recentiy fallen into my bands. A report of the Secretary of War, which has just been Presented to the Senate, gives the correspondence im rela- tion to the proceedings of the Vigilance Committee in San Francisco. Many of the letters comprised in {t have al- ready been laid before the public, and the only remaining documents which are of interest refer to the terms of the refusal of General Wool to comply with the requisition Of Governor Jobason to supply arms and ammunition to the State authorites. The question as to whether Gene- ral Wool mado an unqualified promise in the first in- stance to Governor Johnson, that such aid should be fur. nished, gave rise, as it will be recollecte!, toa sharp cross-fire on paper between those functionaries.
