The at- thor insists, with some eloquence and much warmth, upon the necersity and advantages of a United Con- gress of South American republics. Mixed up with this matter are many considera- tions relating to the present onward course of the United States, and a certain jealousy, if not fear, of the Anglo-Saxon race appears to have been the father of the idea developed, though but imperfect- ly, in this pamphiet. There is much squinting at Panama, which the author pronounces to be the pillar of Hercules to the South 4merican repablics, the frontier of them all, and in whore fate the destiny of both the Ameri- cas is involved. After urging many reasons in favor of the union proposed, the author proceeds to say that besides interest, glory, &c., the preseat state of affairs in Nicaragua is another great incentive to the carrying out the plan proposed, inasmuch as all belonging to the several republics of South America is all now threatened and endangered by the once Jesuitical, but now, bold and undisguised invasion of Walker’ ‘The author's idea is that Walker is the very persoui- fication of the United States, and of invasion and conquest.
