‘The Board of Health of Southfield have concluded, un- cer the advice of Dr, Boardman, their Health Ofticer, uot in possegein of Townsend's wharf tor the present. He did uot think it necessary to interfere with the Custom House boatmen landing at the Towns- evd dock. Ou motion, he was requested to frame a cod of regulations fr the government of the town. Mr. Damel G. @aurison was appointed Inspector of the Shore, ‘With avtherity to appoint two men to collect and burn, or destroy, whatever beds, boxes, &c., might be found oat ing asbore. AS a proof of the correctness of cur statement in re- @ard to the decline of the yellow fever at Quarantine, we have the efficial report from the Hospital, stating that ‘there are but twelve cases at present under treatment. ‘There bave been as many as thirty at ove time under the charge of the physician, Dr. Harris. This is certainly a great reduction, and we thipk there is every reason to hope that there will not be a eingle case in the tospital alter (wo or three weeks. ‘The Board of Health of Castleton have been set at deil- ence, and parties are constantly in the habit of crossing the barricade at night, free from arrest. Unless the block- ade is more strictly enforced, they might as well abandon it altogether. The captaing of vessels arriving every day, complain of tbe annoyance and inconvenience to which they are subect by these arrangements, and call upon the avthorities of this city to interfere in the mat ter, They got up the following memorial setting forth their grievances, which is signed by fitty-seven captains and owners of versels: — TO THE CIVIL AUTHORITIES OF THE PORT OF NEW YORK. ‘The undersigned, captains anc commamders of vessels mow under Quarantine in the port of New York, respect- fully represent: That since the arrival of our vessels in port, we have been subjected to unnecessary, severe and oppressive regulations, tmpesed by the sanitary autnori- ‘oS, in the following particulara:— twst. The Health (fficer and Commissioners of Health sve exacted from us the strictest compliatce with the ‘arantine laws, and have enforced agamst us their yulations for the Protection of the public health with a rerity, we believe, without a precedent in the admin- — lecensors. secon! we detained our vessels the longest eiod allowed by law—compelied us to discharge our cargote in lighters at Quarantine—required us of to fum gate and cleanae our vessels, and have directed the destruction of many articles on board of them which it will require a large outlay to replace; thus increasing the expenses of our business in a ruinous degree. ‘Third. The Bealth Officer has quarantined many of our crews, compelled them to take their clothing and effects on shore for the purpose of there having them washed, aired and cleansed, detaining tuem for a long period—thus subjecting our crews to ruinons detentions, and to ex- penses bevond their meaps to ‘ay. ‘To ail these grievances we have submitted, because we were told that they were demanded by the requirements of Jaw and the protection of the public against the spread of disease, We bad euppoaed thet the public would be sationed by a comphance with these oppressive exactions. We were informed last evening that the barricade of the Quarantine gate was battered down by a party of captains and eailors from the city of New York, who came to the ferry landing near Quarantive, and thence proceeded directly to the barricade. The work of de molishing the structure took only about three minutes As eooa as the work was completed three cheers were g'ven, and then tbe entire party peaceably returned to the tog and proceeded to the city.
