Inefficiency and defalca tions of officers. ‘The Jast annual report of the North of France Railroad Company gives a pretty good idea of the productivencss of French railwsys generally, The railroads of France are moncpolies. The government does not permit the ocnatructicn of competition lines, and thore in operation have, there’ore, no rivalry to contend with. Notwith- stardirg this, the rates of fare are nearly or quite aslow, on the average, as in this country. In the tirst clase “cats the charge is three cents per mile; in the second class, two cente; and in the third class, one and a-half cents per mile. Most of the travel in Frarce, and on the Continent generally, is in the second ciass oars, paying Lut two cents per mile. With these facts im view, the following extracts ircm the report above alluded to will be read with interest:— On the Ist of January, 1956, the company possessed 370 loccmc tives, 1,219 passenger carriages and 8.837 wagons tor slow trains, at present there ae in construc ion 112 locomotives and 8 ons, to be celiveres in 1856end 1867. The experse for this ‘item im 1356 had amounted to 4,067,812fr., all of which had been pafd irom the re- ceipts of the working. The report then enters at great length into the finazcial situation of the company, and states that the whole amount of cavital received up to the Slst of December, 1855, was 342,130,888'r., and the sum expended in 1959, 44,363,119f. "Tho passengers’ re ceipts during that year lad’ increased 27 per ceut, the | conveyance of goods by quick trains 13 per cent, and that by slow trains 25 per cent.
