He thought the Mayor had quite enough to do in attending to the police ot the city; and the street Commissioner, who is already acking for increase of salary, would perhaps come for- ask for ten thowand dol/ars, in conseqaence of uonal duty. The Committee on Streets of the Board of Councilmen, Mr. Van Riper chairman, met yesterday and heard various parties upon the petition asking the extension of Beekman tog! through the lower end CA wise prefepsey with ark place. The arguments e petitioners were, that "ae. extension, of Breman sireet to intersect wi would open a direct carriageway on a line of the Park, from the East to the North river, and thus prevent the present crowded state of vehisles at the iower extremity of Park row. It was also contended that the Park thereby would not be injured in the alight- est, as it was now only regarded as an open space and Bot ag @ pleasure ground. Tne measure was opposed om the ground that public necessities did not require the extension of the s:reet, and that, even if it did re- quire it that no intrusion upon the Park should be alowed, especially cf the character proposed, as similar propwsals would ensue for the extension of Spruce and other streets leading to the Park. [he committee ad- journed for two to hear further arguments upon the subject. STREET DIRECTOR® AT NIGHT. The Councilmen Committee on Lamps ani Gas, Mr. Floyd chairman, met yesterday, and bad under consi- deration the subject of placing the names of the streets on the lamps at each street corner; as, also, directing to be conspicuously painted the number of each house im every atreet opposites public lamp. It was decided, before reporting upon the matter, to call ® public meeting in the chamber of the Board next Monday, at five o'clock, to hear statements from proper parties as to the practicability and expense of carrying the scheme proposed into effect. SPRINKLING THE STREETS. Seven diflerent machines appeared. Atter a thorough trial of the machines the committee decided to choose one submitted by Mr. 1L. Fowler. His machine eres os er wate of tube, mx fee: long, Lpogvesttig water, with holes perturatea on the tom. All the others submitted, as also those in use here- tofore, had holes pertorated on the ends and sides. apparatus chosen, it was found, was sufficient to lay dust thoroughly, without ieaving the streets muddy, which has been the invariable objection heretofore to all street ¢ It may be stated as an fact, that nearly five hunarea peri dur- ing the summer months in eprinkling the streets of the city. NEW YORK HERALD, THURSDAY, MAY 15, 1856. Boctety for the Relief of the Destitate Cal’ dren of Seamen, ‘The very ix teresting exercises of the tenth anniversar/ of this very meritorious charity were held yesterday s‘- ternoon, in the building of the society, called the Cail- dren’s Home, situated to the west of the Sailors’ Saug Harbor, Staten Island. ‘The attendance was numerous, embracing a large num- ber of the fair sex, who always evince an anxious inte- rest in benevolent esterprises, together with a number of clergymen. After about twenty minutes’ walk wo reached the Home, which is situated on an eminence, surrounded by @ fine grove, and which commands full view of ‘the Kills,” &e. Upon entering the large room up stairs, in which the exercises took place, we found a large audience assembled. The children, to the number of over a hundred boys and girls, were seated in tiers upon a stage at one end of the room, facing the audience. ‘They all looked the picture of health and good teeding, and were exceedingly :nest im their apparel. None of them appeared to be over ten or eleven years of age, and some were quite tiny little creatures. W. G. Bui, Esq., one ot the Board of Advisers, acted as Chairman, and introdueed the Rev. Mr. Brownlee, ‘who opened the proceedings with prayer. ‘The children then sang the following hyma, written or the occasion, in e manner that really reflected great credit upon their instructors:— HYMN, Another year has passed awa: ‘And still within our heppy he We greet once more this cheerful day, Nor would we from tts shelter roam. Buta great amount of patient effort is necersary to sccompiian this—much moreso than would be imagined by those who sre only acquainted with children aiways surrounded by refined and religious influences, whose first tendencies to ee niped of any kind are checked in the bud. The ingrati\ude and impro- vidence of many of the parents of children under the care of the institution, waa one of the greatest sources of : noyszce and d:fficul:y expersenced by the managers. To give of the amcutt cf usefulness accomplished by this Ins-ituticn, the number of childrea provided for and protec'ed wil sfford an evidence. fhe number of children admitted sinoe the formation of the society, was 378; the number who left was 173; and two children died. The number of children at preseat in the insti- tailon, is a a irg en P. VARKER then addiessed the audience. He ‘was happy to eee that the finances of the Society were in no worse concition than the Treasurer’s report indicated. ‘The city of New York was the place in eapecial tue labor end claims of the sailor should not be over looked If in the city of New Yors the little children of tne sailor be triendless and uneared where on this wide earth would they find sy: protection? If the seaman’s family be negiecied by those wao reaped the fruits of his tolis and perils, then not only hade sense of Christian charity, but of common justice and grati- tude, periahed from among ut. Then might we as well turn forth uj the bleak common the horse that had served ua po and #0 well, or turn over to the eold enarity of the pocrhouse the faithfal old servant who had grown gray in nursing us and our children. He felt con- ‘vinced that the claim for the Home should be pressed in that wey upon every man and woman whose prosperity was connected with the prosperity of New York, tor no class had done more to bo Aig) its present proud com. mercial eminence than the working mariner. The managers of this scelety should ring this claim in ears; were he one, he would 0 #0. He would go to the merehants, and manu’acturers, avd mecnaaics, and to the owners of real estate, and to the owners of bank stock, and say, ‘Pay the debt owe to the sailor by providing tor bis childree.”’ it this was not simply a work cf justice, it was also a work of love—of pa iJ —of philenthropy—in fine, work of the holiest charity. This schoc], and every school, — to the world a thousand fold more than it received. The reverend tlemap, in this connection, quoted the beautifal lines from Gray’s Elegy:— Full maay ot eeret: ‘The dark unistoomed enves of ocean 0 &e., &e., im illustration of what some of the orphans ore bi the astra, betore bim ht yet accomplish thi mentality of this institution, He ati what some of them might accom the Fultons, Franklins, the Whi or the Hebers, the Martins and J ns, thet hed sh such lustre upon the mechanical, seientific and religious world, ‘The Rev. Mr. Eccieston followed, with some remarks addresred to the children for their spiritual edification, of the necessity of their choosing the service of God an avoiting the sllurements of vice. The Rev. Dr. Fanixy gave his most cordial assent to all that bad been said there to-day. Tne object of the so- ciety met bis hearty approva), and he trusted it woud on prospering tor Je bodily abd spiritual benefit of the little berpless ones confided to its charge. It was a mat- ter for rejoicing, that although cities were the cen:res of all that was most degraded and debased of crime ani vice, yet it wanin their midst that the most extended and benevolont phianthropy was to be witnessed. Glorious were all the great commercial oities, however, in their munificent charities, and in no regard was New York more renowned than for the noble provisions which were there made for the disabled seaman or his helpless orphan family. He (Dr. F.) wouid content himself with saying tniqgmuch further: syeed you, Christian men and women, in your benevolent undertaking.” Moster Jomn Bamrietp delivered a valedictory address highly creditable manner, and in the course of it ‘that he had been an inmate of the institution since left an orphan at three years of age. May 14.—Féward Riley wes put on trial, charged with mayhem, in having bitten off the nose of Cornelius Scan- lon, a ship carpenter, at a porter house in Seventh street, on the evening of the 16th April last. Bushanan has thrown himself back on his Ostend document as a reply to the charge that the North and Fast are tor him. ‘This Ostend proclamation comes in ata time when the Provident least expected {t, and puts the executive on the defensive, and will force him either iato the abandon- ment of his aspirations for the nomination, or the aban- donment of Marcy’s Cuba policy. ‘Who killed the Oubsa question? Does the President sus- tain Marcy? Does he sustain the position, of Mason, Boulé andBuchanan? Tne President must moet the is- sue, and either endorse Marcy’s management of the Ca- ban question or differ openly with his Premier. The publication of the Ustend document referrei to would be well timed, and the readers of the Heearp will seeata glance the im portant bearing it will have on the Presi- dential question. Soulé would be openly for Buchanan, on the strength of that Ostend matter, to-day, if it were not for his animosity to Slidell, who is one of Mr. Bucha- nan’s chief frien¢s. There is no doubt, however, that Sowlé and tbe Cuba and Nicaragua men wild combine at Cincinnati against the President. The manner in whish the Cuban question was treated, and the concessions made to England, even to the insulting of Nicaragus, while fighting gallantly for her freeiom, will finish Mar- cy, and the President will be held steraly to accouat tur Bis approval ot his Minister’s diplomacy. ‘There is arly game being played for Oallas during all this storm. The pubic will remember how suddenly his name was witharawn after being tor some tiae discussed as available for the Presidency. There is no doubt that his triends thought his best cLance consisted in # master- ly inactivity. Hts withicawing pleased Plerce, because it was weil known that Soulé, Perkins and other leading men of the South were for him. The Secretary of War, it is certain, prefers him after Pierce. Bushanan’s friends, on vhe other nand, in Pennsylvania, were de- lighted to get Dalias out of the way, ard no doubt made proper concessions, Beyond doubt Dallas is the second choice of the Keystone state. If tae Western men find it impossible to get in their favorite (Douglas), thay will combine against Pierce, who will alone preven: Douglas’ nomination if tne aucbor of the Neoraséa bill is post- oned. They will hardly go for Buchanan. fhe feud, indeed, is so bitter between the three prominent candi- dates, that it is almost certain now, tha’ neither will receive the vote of the Convention. In such event, a Southern man msy be taken up as it is believed that » Southern cemecrat could obtain a better vote than @ Northern Nebreska man. In view of such @ contin- gvacy, there is a little private cnaracteristle alfeir going on be:ween Hunter and Davis, these two gentlemen and their immediate friends having determined to combine against Rusk of Texas, as thu: gentleman is supposed to stand well with tne people, anu therefore mast be killed off, ‘There is a rumor in political circles that the masses of the soft party do not follow their leaders on the Nebraska principle. 11 ia gaid the Builslo plank inserted originally was placed there to please the voters, and afterwards re- moved to please the wamivistration. varly on Mendy the Hon. George W. Pesk, of Michi- gap, moved a suspension of the rules, for the purpose of pripging up Senste bili No. 2 appropriatiog a sum of money for the improvement of the St. Marys river, in his State. This was one of the objects defeated last year by President Pierce pocketing the bill. [he motion to bring it up for the consideration of the House elicited deter- mined opposition trom the Pierce and Buchanan demo- crats, who said it would embarrass those gentlemen, as it appropriated money for internal improvements. They tried to drive Peck from carrying out his purpose, an when they failed in that opposed the suspension of the rues, and in every way endeavored to defeat the dill. It paseea by a majority of scout twenty, an} is now awai.ivg the signature of tne Presi- dent to become wlaw. Nearly evecy Pierce and Basaa- man man voted against it, though some of the same gen- tlemen voted, later in the day, a much larger appropria- tion for the improvement of the Mirsissippi river. The passage of the bill is mainly dus to the earnest exertions of Mr. Peck, who lent his whole personal influence in its favor. He was heard on the floor to warn the Pierce and Bucbanan men sguinst opposition to it, as injustice to the grest West. The Western members purty are getting bold in their demands, as they claim tha: the ext appcrtionment will make them the power in the government. The Know No’ were considerably exercised on Monday about @ bill which the administration members attempted to pass, relating to the right of suffrage in the District of Covvmbia. As matters now stand, the in- spectors of elections virtually contro: the poll, and those inspectora are Americans. The Know Nothing journal the defeat of the bill as “glory enough for one ” Tee. Cass’ speech on squatter sovereigaty is to be re- plied to by some ultra Southern rights saan of the Vir- ginia abstractionist school, tn the course of the week. ‘A circular has been issued srom the Attorney Geaeral’s office in reference to the proceedings under the coamis- sion for settling private land claims in the State of Cali- fornia. Thia officer proposes on the Ist of June next to commence the re-examination of the transcripts with a view to the discontinuance of appes's in all cases where justice requires 18 and it oan be done without manifest rejudice to the United States.
