QUR MEXICO CITY CORRESPONDENCE. Mexico, April 4, 1856. End of the Puebla War—Th City Stormed by Presiden Comonfirt—Tamari: and the Churchmen Prostrate— Slate of the Treasury—Financial Report--The. Church Property to be Seized for Government Purposes —Expote of the Ecclesiastical Hevenues—A Government Commis- sion Appointed to Distribute the Diocesan Property of Pudld. . ‘The war at Puebla of the Angels has been ended, Pre. sident Comonfort is triumphant. Baro y Tamaciz is dcing penance—involuntary, however—in some priestly cloister, where he lies hid to gvoid seizure; and the church, with all {ta power and fnfluence, is prostrate. The conduct cf Comonfort in this last campalga against the religious fanaticism and the military despotism has been admirable. He haa crushed beth et the same time, end he returns to tne capital with the consciousness of having wen, deservedly, the approbatizn of an immene me jority of the people. He took Puebia by atorm, although for political reasons, it has been thought proper to repre- sent the surrender as a capitulation on the part of the eerrison; but, on examination, it will be found that the terms of the convenio are all on one side, The fact is he had them gurro“s¢ed and in his power, but to save the further effusion of blood, or rather, the dificulty to de- cide what was to be done with so many prisonora when taken, induced him to dictate his measures in advance, in the form of a written agreement. ‘The final triumph at Puebla did not come a moment teo , soon for the government; while it is doubtful, had tne strugg!e been protracted a week longer, it it would have come at all, President Comonfort was very hard up for money; bis resources here were complete It was with the greatest difficulty the las sand dollars were obtained; nor coul source cf supply be imagined. The reco into the treasury are inadequate to Gefray the current ©. pense: of the government in time of profound peace, waica wiil enable you to understand howsoon they wilidry up in the times ofa revolu'ion. In fact, now that Puebla has surrendered, the question asked everywhere is, how can the government progress in the present desperate state ot the finances! If you caneolve this cificulty, you would be bailed as a benefactor in this country, and in order that you may understand the point, I will endea- vor to give you a few items in figures. ; According to a recent exposé of the present able Mais- ter of Finance, it is estimated that the eurrent ex. penges of the government for this year will be $14,228,- 324 93. Nor is there in this any calculation for ‘the ex- traordinary expenses of a revolution sach as Bas just terminated. Consequently it is evident that the sumis too low for the ac ual state of things, In addition, also, tt must be considered that the recelpis bavye m- cently been anticipated, which ‘proceeding~ been atterded ‘with the usual accompaniments of very heavy discounts, or rather enormous shaves to the gcvernment bankers and brokers. The Minister has noi yet published his estimate of the probable receipts into the treasury for this year, but {: we may judge from times past, they will not yield more than seven milltons of dollars. Here, then, isa trigthful defi cit, which can only be overeome by a resort 10 some measures not here tofore tried. The only source of supply now left to the government is to be found in the immense wealth of the * urch; and the only measure they can adopt is to seize @ ; funds heretofore appropristed to retigious purposes rublic opinicn here is so nearly unanimous as to th justice axd wisdom of this policy, that it cannot be saii there is party inits favor. The whole ovountry demand. it, The cnly real troubie in the affair is, that differen modes of appropriation are proposed, and as yes no acheme bas been adopted. In the meanwhile the treasary is bankrupt. 1s is not intended, however, at this time to seize all the real and personal property of the church na the tunds at interest, as toat would be too mush for present purposes. Toe wealth of the church yieids yielos annuauy about $12,000,000. Some wricers esti- mate the amount at less by a million. Inose who haves ‘written on the subject, in orcer not to overatate the fi- ures, bave reported the receipts at less than they realiy lieved to be correct. Thus lerdode fejada, tue bs8t writer in Mexico on its statistics, sajs that they exceed, at the lovrest calculation, from $8,000,000 to $10,000,000. He, however, privately believes the reveaues to be larger. But Geo, Almonte has written oa thie suoject that ho thioks the estimate of Lerdo too hgb. Various other writers, ad all who were ioterested in the fure.gn dest, Ceclare that the propersy of the church, of ali cescrip: tions, may be va inround numbers at about $400,- 000,000. “In this opini n I fully concur, after the most careful examamation given for years to the subject. Ic is well knowa that the interes: on churea property is gene- rally avout three per cent;that mush is aot recoverea from megiect, mismagagement, and favoritism; and toat at Jeast $10,000,000 are unpr ductive, from these and other causes, An examinstion in full of tue suaject of tae eburch wealth of Mexico would require more apace than could be given, even it you were to use haif of yoar colua.ns tor a week for this purpore. Butaa I saidadove, itis not intended at this time to appropriate all the church property.
