ANCIAL AND COMMERCIAL. . MONEY MARKET. ° Farpay, Feb. 29—6 P, ‘The announcement of the arrival of the steam- ship America at Halifax, from Liverpeol, with seven days later intelligence from Furope, created quite a sensation in Wall street this morning. All sorts of } rumors were afloat, and there was a general rush to sell. It was reported in the street that Console had fallen two per cent, and that the Bank of England had raised the rate of interest. For a time the bears were in clover, and sold right and left. As soon as ‘the advices were received and circulated, the market took a turn upward. At the board the first and false reports influenced prices unfavorably, and the decline was general. Missouri 6's fell } per cent; Nicaragua ‘Transit, 4; Cumberland, §; New York Central, }; Erie, 4; Reading, j; Michigan Southern, 1; Galena and Chicago, 3. Cleveland and Toledo opened at 77 and closed at 78 per cent, cash, and 78}, buyers 60 days. Illinois Central bonds advanced 3 per cent. Between the boards the market was altogether hetter, and stocks were in demand at the advance. At the second board Cumberland went up i pe cent; New York Central Railroad, }; Erie, }; Read ing, #; Galena and Chicago, 3; Hudson River, 3; Cleveland aud Toledo, }. After the board 93 was asked for Reading, 85 for Hudson River; 21} fo: Nicaragua, $4} for Michigan Central, 923 for New York Central. The market was firm at the close. We shall probably see a higher day to-mor- tow all round. The news from Europe, by the America at Halifax, is not, so far as we can judge from telegraphic despatches, of an unfavorable character. The decline in Consols was owing to local causes entirely. All the preliminaries for the opening of peace negotiations were progressing finely, and the public mind of Europe has become satisfied that active hostilities will not be renewed. The advance in cetton is a very favorable feature. ‘The decline in breadstuffs is not at all unexpected. ‘The newa is on the whole as encouraging as could have been anticipated, and is calculated to strength- €n and sustain financial affairs on this side of the Atlantio. The Importers’ and Traders’ Bank was to-day ad- titted to full standing in the Clearing House. We have had occasion recently to allude several times to the mismanagement of the financial affairs of the Galena and Chicago Railroad Company. We have shown that the present officers and board of directors are utterly incapable of transacting the company's business properly. The following letter from a stockholder shows that the President of the company is regardless of those interests entrusted tohim. If his outside duties and engagements are so numerous, or his connections with other railroad companies are so important that the affairs of the Ga- lena and Chicago Company must be neglected, the quicker he resigns and gives place to a better man the better for all parties concerned:— 10 THE EDITOR OF THE HERALD. Camprs, N. J., Feb. 28, 1856. Induced by the statement of your paper a short time since, I invested a small amount in the purchase of Gale- na and Chicago Railroad stock, on which a cash dividend of five and a stock dividend of twelve per ceat waa pays- ble on the Ist instant. For the collection of this divt- dend, i grentea a power of attorney—bat up to this time, thas nut been forthecming, and the only reply in refer: ence to i: irom the company’s office is, ‘that the Presi- dent is out of town, and therefore it csnnot yet de paid.” This strizes me as being such on unbusinesa like, irrega- Jar and highly cex:urable proceeding, thatI can hardly thiuk it the true reason, but am rathor disposed to think the atatementa of the company false, and that they lack the ability to poy tho dividends promised. it you could enlighten uaas to the true state of affairs, you would such ol myself and other ac The financial condition of the Galena and Chicago Railroad Company is all that has been said in its favor. The dividends declared have been earned nearly twice over. After their payment the com- pany will have a surplus in its treasury equal to more than ten per cent on the capital stock. It isa remarkable property, and will prove more productive than the most extravagant estimates. With bad mapagement it has paid astonishing dividends, and it may be that the stockholders have no good grounda for complaint, after receiving such rich returns; bu it does not follow because a property is highly pro ductive that its managers can neglect it with im punity. If arailroad pays large dividends it re- quires a strict adherence to the nicest policy and the most prompt system of management to keep it per- manently up tothe mark. The Galena and Chicago Railroad is probably the best property of the kind in the world, and there is no limit to its productiveness if judiciously conducted. Stockholders do not like to go thirty days or more beyond the day fixed for the payment of a dividend before getting their money, and if the company’s officers attended to their duties properly such things would not occur. RETAIL PRICES OF PRODUCE AT THE WASHINGTON MARKET. The approach of spring causes a considerable flustua- tion in the price of market produce. Winter stock run- ping out, and new spring varieties coming in, gives ape- culators a chance to cperate, and very rapid changes in prices follow as @ consequence, Meat stil rates inordinately high, higher than it he been fi r woeks past, though cattle were abundant at the Bull's Head last market day. Pork has advanced in price, and this may aceount in a measure for the unfa vorable change. Veal ie cheap, but {t is questionable food.so early in the seaon, and {t would te well for con sumers to be on their guardas to the cuts they buy. We faw soveral dcubtful calves for sale yesterday. Poultry and game also shows a high figure. Tarksy at 20 cents per pound, and other fowl in proportion. Wild pigeon have disappeared apd grouse are getting avarce, while spring chickens are coming in in sufficient quantities to cheapen them somewhat. Venison is very cheap and abundant, and is selling from 11 to 18 cents a pound. This makes it mach more economical food than Deef. There is any quantity of deer in market, notwith- s‘anding the fact that it is egainst the law to sell it at this season. By the way, it seems strange that the keepers c/ eatinghouses and restaurants cannot afford to sell venison by the plate cheaper than they do. They charge from 12 to 18 cents per plate for roast beef that cost them 18 cents per pound, and ask 30 and 3734 cents per plate for venison that they pay but 10 cents per pound for. Fish ia a trifle cheaper. Fishermen are aot so much impeded ic their work as they were by the ise, and asa consequence the fish market has quite a lively appear- ence, and is thronged by those who are piscatorially in- clined. The high prices of meat, andthe fact that we are in the midst of Lent, has a tendensy to keep up prices. Halibut has made its appearance in market. Smeits are abundant, very good and caeap. Apples are getting dearer, but are very fine, expecially Spitzbergons. Greenings do not lock so well, but are ca- pital for stewing. Crarberries have advanced to $18 per pbl.—near!y doupie the price asked for ther last summer. ‘The crauberzy crop failed last year in consequeace of the heavy rains. Oysters have advanced in price. The Gealers are in quite a stew with regard to Gov. Wuse’s oyster edict. Butter is cheapening in view of the opening of the apring trade, Fgga still maintain a very high price. ‘They are now selling at five for a shilling, when two years ago at this season, they could be bougat for a cent apiece. Vegetables, of sourse, are dear. Potatoes have ad- vanced 26 cents per bbl.
