6 FINANCIAL AND CO UMERCIAL. MONEY MaRhET. Ferpay, Feb. 15—6 P.M. ‘There was quite a falling off to-day in the amount 1 traneactions at the board. The aggregate of sales this morning will not figure up more than | half that of yesterday. The tendency of prices throughout was downward. ‘The only exception was Miohigan Southern, which opened at a low point, and more than recovered itself before the close. At the first board, Hudson River Railroad | first mortgage bonis declined { per cent; Mlinois Central bonds, }; New York Central 6’s, 4; Nicara_ gua Transit, 4; Cumberland, {; New York Centra; Rauroad, j; Erie Railroad, {; Harlem, 1; Reading, 1; Hudsea River Railroad, 34; Michigan Central, 3; Panama, 14; Iinois Central Railroad, Galena and Chicago, 1; Cleveland and Toledo, 1; Chicago and Rock Island, 1. Michigan Southern fell off 1 per cent at the opening, but afterwards advanced 3, closing 1} per cent above prices current at th second board yesterday, Sales were made at 95 pe cent, buyer ten days. These great and sudde fluctuations take speculators by surprise, an! destroy all their calculations. Quotations fo the stock are very unsettled just now, but they must ultimately settle down at points cor reaponding with the actual value of the security a an investment. The only stock on the list that wa sustained at yesterday's prices was Milwaukie and Mississippi. Two lot were sold at 87 percent. We | look upon this stock, at preseat prices, as the best | investment on the market, not excepting Galena aad Chicago. The Milwaukie and Mississippi Railroad Company paid last year 17 per cent dividends—ten in cashand seven in stock—and had in hand at the close of the fiscal year a surplus equal to six per cent on the capital. This, for an unfinished road, is most extraordinary. This stock is selling at 13 per cent below par, while other railroad stocks, which barely aqneeze out 8 per cent, sell in the neighbor hood of par. Erie was comparatively neglected to” day. It opened at 53 per cent, and was pretty well sustained. Hudson Railroad appears to be running down faster than it ran up. A fall of three and a half per cent a day will soon bring it down to the lowest starting point. It will take more than a bridge over the river at Albany to =»ve it. The “Mutual Safety Scrip,” made up frem repeated compromises, is held more to force favors from each other than from any hope of payment. By such influences the board is kept together, and by the power given to large holders of this “scrip,” aby measure can be carried through triumphantly. ‘The time was when a member failing to fulfil his contracts lost his seat, but not sonow. The en- forcement of such a rule would nearly decimate the present board. We are glad to be able to say that there are many honorable exceptions. There are men at the board who would ornament any position in public or private life, men responsible for any amount, men whe deal justly with all, and conscientiously regard the interests of their customers. There are in Wall street a@ good many bulls and a good many bears, and there is an animal of the brute creation in that immediate vicinity, the particular species of which happen to come in contact withit. It is unfortu- nate for the public that stock securities are influ- | enced in market value by the operations of men whose nataral instincts would, in the absence of a stock exchange, have led them to the ‘‘faro table,” or the “Roulette board” or the “sweat cloth.” We know no remedy for the evil as it now stands. Stocks of no actual value will continue to be infla- ted, from time to time, by the bogus transactions of certain irresponsible cliques of brokers, and good, sound, dividend paying stocks will continue to be depressed, to suit the aims and objects of those who wish to deliver on short sales made at higher poiats, The Governor of the State, in his message last year, suggested that the Legislature take the matter in hand, anda bill has been introduced into the As- sembly, providing a remedy for existing evils, but whether it will accomplish the desired result or not, isa question. We trust the bill now before the Le- gislatare will receive thut attention from the soun- try members its impor!unce demands. ‘The receiver of the Mechanics’ Insurance Com- pany renews the request made in our advertising columns 2 few days since, that all holders of stock in the Mechanics’ Company wiil please send to his office, No. 271 Broadway, without delay, a memoran- dum of their stock certificates, a receipt, with name, date, numberand amount. It will be borne in mind, however, that the Delaware is now, and has been for several weeks, fast closed with ice, and that no coal has been or could be ship- ped for a period of time altogether unheard of in any previons winter. The expenses in the workshops, in getting the machinery in good order for an active spring business, have been about the same as if there had been a large tonnage in coal. Indeed, the check to the trade which the closed navigation has caused has probabil; usual repairs to the rolling stock. Our remarks a day or two siuce, in relation to the | delinquency of a certain bear operator in certain | railroad etocks, having veen alluded to by a cotem, porary, it is neceseary that outside specalators should more clearly understaud the facts of the case. A broker in Wall street makes a contract to deliver say 300 shares of Michigan Southern Railroad stocks at 95 per cent, buyer ten days. This gives the | ¢., option to the purchaser, who can call, at one day's notice, for the stock any time within the period of his oomtract, or the option to Jet it run to maturity: The contract, on the part of the seller, is to deliver so many éhares of stock, not to pay or receive any difference that may exist in the price when the time it is a stock transaction between two v4, and the stock must be exchanged if either party so determine. In the matter referred to there was a contract to deliver so many shares of stock at such @ time and atsuch aprice. That con- tract was not fulfil’ed at maturity, and the affair was not arranged until some time after. The party holding the contract was put to serious inconvenience by the delinquency of the seller; bot in consequence of the arbitrary manner in which « prominent party in Wall street doos business, particularly when prices are largely against him, there wae no appeal and no way at the time of avoiding the difflenity. The | receiving party was peremptortly informed that the stock couid not be obtained, and therefore could not be delivered. The only difficulty with the delivering party was the price. There was stock enough in the street at a price, bat that price was too high to suit the notions of the seller, and it was his pleasure not to submit to the sacrifice required. The object evi- dently was te gain time, and the movement was suc- c5easful, to the injury ot parties who were fully enti- tled toall the benefits of the advance in market value and ecarcity of stock. We first referred to this matter for the protection of outside operators, and they should for the future be careful in giving their orders for the purchase or sale of stocks. The Board of Brokers is daily becoming less and less respectable. A few years ago 8 membership gave position and credit in the stock market; but as at present organized, it enjoys very little public confidence. The principle upon which some of its prominent members operate, places them upon a level with the “artiste” of the low gambling houses of Canal strect. The Southern demand was good; and though growing late for distant customers in that direction, compared to former seasons, yet the weather has had the effect of checking it, and will have the effect of making it later than usual. The opening up new railroads at the South and Southwest has enabled purchasers in that direction to send their goods forward with greater rapidity,and hence they can make pur- chases to a later period, and yet be in time to get them forward for ghe spring trade. We no ticed the outlet in trade to New York commerce by the opening of the Eastern Tennessee Valley, by railroad communication with the seaboard, by which large quantities of wheat reached this market. We have now to notice the opening of another road, of little less importance. We mean the road recently built and opened from Goldsboro’, in North Carolina, leading West via Lexington, Salisbury, to Charlotte, which pene- trates one of the most fertile and productive agri- cultural districts of the South. It is an oak and hickory country, well watered and variegated with rich valleys and river bottoms, that yield large quantities of the best corn, wheat, rye, oats, &s., besides rearing large numbers of live stock. ‘The country also abounds in fine fruit orchards, and is in every way, as to climate and soil, the most de- sirable district of the South to be found in the old thirteen States. Much of the produce of this dis- trict will now seek New York over this road, via Norfolk, and add to our lurge and increasing trade with the South. Western merchaats have appeared in market during the past week, and are beginning to make their purchases for the spring trade. The Independent sticks to its old game of trying to sectionalize trade as weil as religion and politics. It also undertakes to give a list of failures, and after enumerating several at the North, it refers to the two following at the South, without giving names. We submit, if it world not be more honora- ble in the Independen: to give uames when making aliusions to dishonest failures. Not to do so is doing injustice to other merchants in the same State. The credit of North Carolina merchants stands high, and will continue to do so. in spite of the fling of the Independent at it and at the Union Safety Committee. Linen drills were in good demand, at full prices. The protzacted severe cold weather has prolonged the demand for woollens, and prices have been well maintained. Importers have done a good business at satisfactory prices. Other foreign goods, have kept up well for the season without important change in prices. Domestic goods have been steady, but activity in sales has been restricted on account of obstruction tonavigation. The closing of the Sound by ice has greatly retarded receipts from manufacturers to the Eastward. The railroads have been resorted to to some extent to keep up assortments; but the treight is too high to justify large shipments until the restoration of navigation. A fair business was done in prints, at steady ices. P"Moreeline de laines were in fair request, at steady 3. 2 Lawns were in rather better demand, without change in prices. Bleached and unbleached sheetings and shirtings have been only in moderate demand, at previous rates. Printing cloths were dull. Cloths are firm, and a fair trade doing tor the season. Linens and tweeds were unchanged; flannels were dull, while cottonades were in fair demand.
