The suspense is much worse than tho reality, and we should not be surprised to see 4 general improvement efter the steamer’s arrival, no matter what advices she may bring. Our money markets continue easy, and our local affairs are in a very satisfactory con- dition, The fact that, our present prosperity ia of such & healthy, substantial character is ma- terially eutralizing the ususi effect on prices of our public securities, of financial difficulties ia Londom or om the Continent. The Olean Journal states that the “ Western Insurance Company,” of Olean, Cattaraugus county, has failed, and ite effects have passed into the hands of « receiver. ‘The Harlem Railroad Company have been applied to for the amount of the receipts of the road for the month of December last, but they refuse to make it knowa even to | ite stockholders. Why this secresy is insisted upon by | } the direction is best known to themselves. The sto holders bave a perfect right to know what the in@»me thetr property is, and it is 9 piece of arbitrary pres tion on the part of .ny company to withhold it. Isis to be hoped that nove of the direction are speculating in the stock that induces them to pursue sach an arbitrary course a8 to conceal from the stockholders and the public their income, or any other valuable infrmation. It certainly looks very queer. No company ought to bo ashamed cf an income of $90,000 or $100,000 a moath; and this cowpany did receive in that neighborhood dur- ing the month of December last. In December, 1854, the receipts # ere $93,493. Secresy was the governing prin viple of the Schuyler direction, and tue pubifc.ani the atock- holders have learned to their sorrow the dangers attend- img it. Their experience in thst respect has beea dearly bought, and it is thet: own fault if they permit any éirection to pursue the course followed under the Schuy’er administration. Banks are compelled by an act of the Legislature to pub ish weekly reporis, if they possess a capital of only half o mili! im of dollars, whilst the railroad interes: of this country, amoanting to handreds of millions of dollars, ia comparatively nog- lected by our Legislature. This sompany slone possesses a capital of between rine and ten millions of dollars, and it is well known how that capital has been abused, squandered, sud freudolen ly applied by some of ths oficers to their own use, under the Schuyler manago- ment; and it is not ocly indecorous, but arbitrary, to sh. At the second board Conte a | a fertile | tance of fifty miles from the old tine. refuse to give to the stockholders information respe ing their property. All companioe make up their receipis monthly, and they ovght to publish it, as the stock holders are scattered in various parts of the country. This company have only published one report to theic stockholders in sboct five or #ix years, so thet they are kept entirely in the dark aa to what is going on in the mys- terious direction chamber, with doors shut, belied and locked. They obtain loans, issue bonds {dlacge amounts | (sometimes to the extent of miltions,) and they have an income of avarly $100,000 monthly, continualiy gAingiato | the control of the cirection, which amounts to nearly $1,210,000 annually; yet the stockholders are presiuded from any iajormation rolative to what disposition ia made | of it until a lapse of some years, when it suits the wishes o” the directors for their purposes to publish it. This is all | wrong. ‘he Legislature ought to examine into this mat- ter, end compel all companies in this State to publish at | least once in exch month tne actos! amount of their ca- pital ctock issued of all kinda—the amount of bonds un- paid—floating deb‘—receip’s from passengers and freight—revenue from nil other sources—also amount paid for operating road—smount psid for construction sccount—amount paid for divdends, if any—amount paid to all other sources, and for what, Were our Legis- latace todo this, they would do an inealeulable good to the whole community and to the stockholders, and would be the means of preventing the public from being gulled by the misrepresentations of the officers of such institations, or by the many fraudulent representations that aro daily made in Wsill street, eithor to iniuce or prevent persona from purchasing the bonds or stocks in way compa- nies, aa may beat suit the whims, caprices and interests of the Wail stecet brokers. And the secresy observed by these companies enables them to carry these fraudulent representations to ® very lange extent, by which the public suffer. Secresy is attended with meny evils, and is averse to the policy of the iastitationa of our country; and the course pursued by this direction is calculated to make them obsoxious to their stockholders. The elec- ‘tion of directors, soon to take place in this company, qiil cause » vory important change in the board, as it is felt ‘that the rosd has been most miserably managed through out all its operating deparimenta. The track of the Marietta and Cincianatt raflroad is now laid to Big Sandy Creek, fourteen miles wost of the oi'y of Athena, to which point the road will be completed and ia operation early in the month of March nexi.
