Propositions and resolutions of every desoription were before the House. Abortive Character of Commodore Perry's Treaty with Japan—Loeses Incurred by eur Merchants under Faith of its Guarantee—Their Claims Good againat the Government—Sincerity of the President in his anti-Nicaragua Thunder-—Sim- plicity of Mr. McKeon—The President's Mes sage Severe in its Tone against Great Britain. Commodore Perry’s treaty with Japan is now con. sidered a desided failure. A careful examination of it will show that the constructions put upon it by Commodore Perry, so far as our trade with Japan is in question, are not warranted by anything that is to be found in said treaty. A fall reliance upon the representations that have followed the publicity of this treaty has induced several ventures by our mer- chants and others to Japan, and in all instanoes have they resulted in heavy losses to the parties concerned. It may not be generally known that the United States government is responsible for these losses, and for all loases that have or may occur under like circumstancee. John McKeon, of your city, is making notoriety for himeclf, particularly with our fellow citizens of the South. There are many who would attribute to him, in his zeal for a preservation of the nation’s honor, a little anti-Southern feeling, which, it is said, he was fond of exhibiting when a member of Congress from your city. This is rank injustice to the motives of the honorable District Attorney, who is entitled to a contradiction of the charge through the columns of the Heratp. It may not be amiss, however, for me to inform him ‘on a point upon which he does not seem to be well posted. President Pierce, in issuing his almost daily proclamation against filibusters and disturbers of the nation’s peace, would have the matter treated of end with its publicity. Hartetein, with the Relief aud Arctic, from a round cruise of four months and seven days, without the logs of a man or a spar, with mr. Kane and fourteen of his companions, sufe and well; next came the Resohite, Capt. Kellet's ship, from the far north and ‘west beyond the line of no variation, mute witness to add to the testimony of the freencss of the far northern and western drift; and now comes Mr, Stewart overland, nearly completing the circle. There is still unheard from Capt. McClure’s ship in the Ray of Mercy, fur in the west; the Grinnell brig Advance, far in the north; the propeller consort of Capt. Kellet’s chip, in Melville Bay, and Sir Edward Belcher'’s ship and steam consort, in Wellington Channel. ‘The published account of the tidings brought by Mr. Stewart, on being compared with the journal before me, kept on board the Hartstein propeller Arctic, présénts these differences:—Mr. Stewart's account says when “they left the shoresof the Polar sea, 9th of August, the ice was accumulating very fast.” The account via Montreal, since received, says “they left on the 14th of August; the ground was covered with fresh fallen snow and the ice was forming—in fact, winter had set in.” On the 30th of July, the day Mr. Stewart reached the mouth of Great ‘ish river, lat. about 68 deg., Lieut, Hartstein was in lat. 74 deg. 26 min. 15 sec. There is a dif- ference in the temperature on the water from that on tho land, and the deeper the water the milder the temperature. The Tablio mind seems fixed against any further Arctic expeditions; but beyond that of the company of Sir John Franklin, who neat from the fact of not having carried a sufficient store of provisions for such a voyage, there has been but little loss of lifein the Arctic seas. The barrenness of the country visited bs ry Mr. Stewart, no doubt will in time, in its nether stores treasured up for future time, develope the cause of that barrenness. The immense coal deposits within the Arctic zone will yet contribute to commerce, for a sample which we have nes in the hands of a chemist, for distillation, yields sixty- four per cent of crude oil, and he estimates its valne here at seventeen dollars per ton, and it can also be used for the manufacture of paratine candles, and thus relieve the whales from the destruction that has 80 long followed them. ‘The Montreal account of Mr. Stewart's arrival, says that Sir John Franklin left England, with the Erebus and Terror, in 1843, This is an error; it was in 145 that he sailed, and had he been supplied with seven years stock of provisions, or been sent for as romptly a8 our government sent in search of Dr. ‘ane, he no doubt would have survived. The search was unfortunutely too long delayed. E. MERIAM. BrookuyN ATS, Dec. 26, 1855. Supreme Court—Special Term. Before Hon. Judge Roosevelt IN THE MATTER OF CENTRAL PABK. Mr. R J. Dillon, Corporation Counsel, moved that the case should stand over until some Judge, either of this district or of some other district, should be found against whom no objection could be raised on account of possible consanguinity or affinity. He stated that Judge Roosevelt was so closely connected with many prominent citizens and large holders of real estate in the city of New York, that it was quite probable that in the course of the proceedin, some such disqualification might be found to exist as was found in the cases of Whitehall street, Canal street and Second avenue. Judge Roozevelt stated that he was not aware that he was related to any of the party interested, but that considering the large amount of property in- volved, it was eminently proper that the matter shouldbe investigated, and he therefore decided to adjourn the further hearing of the cage until Friday, at 11 A. AEAVY KORBERY IN BOSTON-—-ARREST OF THE SUr- POSED THIEVES IN THIS Ciry. ‘The Trecothic Academy, (a fencing school,) situated at the corner of Tremont and Boylston streets, Boston, was robbed on Saturdry night of six gold watches, six silver watches and abont $500 inimoney, the property of students of the aendemy. Tt appears that it bad been placed in the charge of John Jackson, keeper of the wardrobe, and it war, together with Jackson, missed when the echool was vinissed on Saturday night. Search was made for Jack- son, but he was nowhere to be found. Mr. Stewart, pro- rietor of the ¢stablisiment, soon sfter learned that he fad leit for thas city, followed him hers, arriving on Tues- day morning, and after a di igont search, in which ho was assisted by officers Sweeney an Havens, of the Twenty. first ward, discovered him with two other young men fa Seventeenth street, and arrested them. They were taken to the station house, and on their persons were found all the watches ani $17 in money. Jackson acknowledged his guilt, and said the two young men were his accom- licen.
