M. ‘The absence of the European steamer chec # operations io the «tock market materia ly. At the first board to day the transactions were qvite hmiteu, and prices very unsettled, All epeculators for a rise were disposed to bold on and wait the receipt of luter foreign intelligence. 1! the news sbould be bad, they have all the fancies they want, ust showa be good, they stull hawe all they want. They are fairly loaded up with them and have very lit- tle margim for further improvement under the most fs- vorable circumstances. There ares dozen sellers in the market to one buyer, whereas two weeks since it was just the reverse. An operator who would buy Erie at 42 or 46 per cent, just for flyer, would not touch it at 50 or 53 per cent, and so with all other fancy stocks on the list. ‘The time for buying has long since gone by. It is now the time for selling, but unfortunately there are no buyers in the market. Those who are now filled up with stocks, have by their purchases inflated prices to the present point. They have created an artificial value for their property, which is only sustained so long as it re. mains in their hands. The moment they are forced to sell, it then runs rapidly down to its natural level. A few weeks since, when all were sellers, prices ran down five, ten, and fifteen per cent ina few days, When the turn came, and all were buy- rs, prices ran up again five, ten, and fifteen per cent, ia just about as many days. Now we are on the turning point once more, andthe market must go through the same phases, with the same regularity. It may be argued by holders of fancy stocks and specu- Jators for a rise, that the banks having largely comtract- ed, there is not that margin for further reduction in dis- counts which the bears und other long-headed capitalists calculate upon ; but such arguments have no point un- der existing circumsiances. We have not merely our lo cal affaira to look to in the present emergency, We can- not trust to our internal resources to extricate ourselves from financial difficultie, in the event of our European creditors demanding large payments. We must, be- fore the avalanche of our stock securities comes upon us, prepare ourselves fur it by contraction in a lour mestic credits. We must provide ourselves with availa. ble means to meet any foreign demand that may arise, by the sale in our own markets of our own stocks, for foreign sccoant, and we must by contraction of cre- dits, reduce prices so that our export trade will become more active, and our import trade more restricted. ‘The financial policy of Grea Britain is at present just this and no more, Apy advance in the rate of interest by the Bank of England, produces a contraction in com- mercial transactions, reduces prices at home, gives a great impetus to the export trade, and ultimately turns the current of specie from all parts of the world into the ports of the United Kingdom, These things operate ac- tively, and soon the required result appears in all the channel: of commerce. To counteract the effect of such a policy on the part of England, we are forced into the same system. To prevent our markets from being flooded with foreign manufactures; to prevent our banks/from being drained of gold; to prevent, if possible, the return of our securities in large amounts, we must restrict credits and commercial transactions, and that can only be done by @ contraction of bank loans. We have not an interest sliding scale, and must therefore apply the remedy at once direstly to the root of the evil. Ifin the pursuance of this stringent policy; if, in destroying markets for foreign manufactures, we reduce prices for our own products, it must be considered as only partial evil for universal good; for the very fact of reduciug prices for our staple products would give such an impe- tus to exports as would at once remove all apprehensions of further shipments of rpecie. The quotations current at the first board this morning, show a decline in Illinois Ceutra\ bonds of 4 per cent; Canton Compaay, 34; Harlem, %; M.chigan Southern, 44. Virginia 6’s advanced \ per cent; Missouri 6's, 14; Reading, {; Panama, 34; Cleveland, Columbus and Cin- civnatiR.R, %. Chicago and Rock Idand fell off 1 per cent from the opening. Nicaraguan Transit was sold to some extent, principally on time, but closed weak. All hopes of a dividend hove been dispersed by the financial statement given below. That statement shows that there never was any fi undation for the report, but we have rea- son to believe that it originated in the company’s office. At the second board ihe market opened and closed heavy. There was an ‘active demand for Gulena, but stock was scarce. After the board 121 was bid, ‘The steamrhip Asia, from Boston for Liverpool to-day, bad no specie on freight. ‘The Second Avenue Railroad Company has declared a semi-annual divided of four per cent, payable on the 26th instant. This company is destined to be one of the most profitable on the island. The population of the avenue, which was wory limited when the company commenced operations, haasteadily and largely increased, and now bids fair to be very thickly settled in a short space of time. The improvement both in the value and appear- ance of property along the line has been very great within two years past. The company has paid, we believe, re- gular cight per cent dividends from the time of com- mencing business, The cars now ran from Peck slip to Hariem. Mr. A. H. Nicolay’s regular semi-weekly auction sale of stocks and bonds will take place to-morrow (Thurs- day) at twelve o'clock, at the Merchants’ Exchange. The Assistant Treasurer reports to-day as follows:— Paid on Treasury account. Received Balance : Paid for Assay office Paid on disbursing check: ; ‘The managers of the Nicaragua Transit Company have at Inst given the stockholders a report of the earnings ‘and expenditures for the fifteen months ending Octobery 1855. If there is any virtue in brevity it certainly pos- senses that merit; but we differ from ‘he directors im this instance. The entire operations of the passenger, freight and treasure traffic is given in a single line, as follows:— Cash received from Messrs. Morgen, Garrison & Templeton, agents of steams! ships. 1,149,235 15 ‘We have hero no detailed statement of receipte from passengers, &c., no items of expenditures, no account of how much each steamer earned, no nothing that the stockholders have right to know; all is mysteriously condensed into large aggregates, and summarily disposed of in that way. The suins paid to agents and the salaries paid to officers are probably greater than those cf any other company doing the rame amount of business on land or water. This company has thus far been operated almost exclusively fer private benefit. Some of its officials have made large fortunes out of it, while the stockholders have received within the past five years but two paltry dividends. The Nicaragua Transit Compavy have, we understand, given notice to the Pacific Steamship Company that the arrange- ment made a few weeks since between them, regarding passenger and treasure traffic, will be abrogated, and the two routes act, as heretofore, entire'y fodependent of each other. The cause of the Nicaragua Company annul- ling this agreement so soon after its being made, is the fact that the Pacific Company would not loan it $100,000, to meet that part of its debt falling due on the lst of De- cember.
