From the Sunday Courier, Nov. 11.] ELECTION FRAUDS—THE CLAIMS OF WILLETT, SURP- ARD AND FLAGG, 10 BE CONTESTED—A FUSS ANTI- CIPATED. Either the men who acted ay inspectors of election in many of the districts, were grossly incompetent, or else they have been guilty of fraud, for it iy evident that the woik that could readily be accomplished by an ordinary clerk in twelve hours, does not require the services of three men over eight times that length of time, without they had sowe improper purpose to serve, or else the; were too thick-headed and orant for the proper fulf mentof the duties assigned them. The former supposi- tien, however, is the most ural, and a number of facts have already been elicited to strengthen und en dorse it. For instance, it can be proved that in one election «i trict, where the announeement of the number of ball exst’ was toade in accordance with the law, a gentle wade a memorandum of the votes, and on examining the certitied returns of the inspectors, he discovered a dix erepency of one hundred votes against the American candidates, In another district the Inspectors excluded every per: son from the room and locked the door while they count ed the ballots, a proceecing contrary to law, und one that vitiates the entirs te of the district. * In another, it is declared that the Inspect ors voted twice! and furnished voters with tickets from their own pockets. In another, Lorenzo J. Shepard's vote in- creased, two nights after the election, seventy-cight votes, and it is fair to presume that all the candidates on the same ticket were sufficiently lucky to have the eaine estor rectified to their advantage. A new set of returns from one district was made up on’ Thureday and sent inte the office of the County ox In weveral districts the ballot boxes were removed before ‘Une votes were counted. ‘The Inspectors of one oistrict. satisfied of their incom. petency, allowed an irresponsible man to count their votes, and the returns afterwards being lost, were again wade ap trom the obscure seribbUngs of bia memoran dum book. We learn that the inspectors of one district have de. clared that thetr retiirns, since they were furnishe! by them, bave been materially altered, and that they are prepares to swear to the forgery committed. ‘The returns of the Sixth ward, it is said, exhibit over twenty-five hundred votes emet, while the Mat fo the othee of the County Clerk declares that ure over three — less than that number of legal voters in the ward. In fact, the grestert latitude has been allowed to the in- apectors to gratily their personal walma, or perpetrate the most outrageous frauds, and we learn that Ambrose L, Jordan, W. Curtis Noyes, and Charles O'Conor, have been retained to contest the claims of Moser.
